1 NFPA 72 SIG-FUN Date: 1/25/2011 ROP Meeting Minutes Page No. 1 of 4 Technical Committee on SIG-FUN Report on Proposals (ROP) Meeting Minutes (Pending Approval by the Committee at the Oct ROC Meeting) 1. Meeting Location and Date: Hard Rock Hotel, San Diego, California - January 18-20, 2011 January 18, Meeting called to order by Chair Clary at 8:00 A.M on 1/18/ Chair Clary introduces himself to the committee and provided an overview of the agenda. 1.3 Self-introduction of SIG-FUN members and NFPA staff were made. 1.4 NFPA Staff, Jean O'Connor, provided a presentation on the general rules and procedures governing the committee activities. 1.4 Chair Clary asked for approval of the minutes from the SIG-FUN Pre-ROP meeting in Indianapolis. An error in the description of the Task Group 4 work scope definition was identified. The approval of the minutes was tabled until the revised scope statement could be drafted. 1.5 Chair Clary indicated that the committee would be split into task groups for the morning of Day 1 to develop draft committee actions for proposals. 1.6 Chair Clary announced that a guest presenter would be present on Wednesday at 8:00 A.M. representing the International Association of Fire Chiefs to discuss a number of proposal submitted to address false/unwanted alarms. It was recommended that the guest be heard before we develop proposed actions to these proposals. 1.7 Task group assignments were made with a request that the committee reconvene at 1:00 P.M. 1.8 Guest Robert Schifiliti was given the floor and provided updates on the following: Alarm, Supervisory and Trouble definitions task group work. A draft chart illustrating conditions, signals and response was provided and is included as Appendix A Fire command center and emergency command center definitions General guidance for the ROP. Don't get hung up on the minutia. Get concepts on record for consideration. Finalize any loose ends (i.e. the minutia) between now and the ROP comment submittal date for action during the ROC meeting Two separate proposals for new chapters on documentation. 1.9 Chair Clary briefly spoke about proposal, 72-77, regarding reorganization of Fundamentals requirements and proposal Guest Schifiliti spoke briefly regarding proposal on the afternoon of January 19th Guest Thomas J. Parrish was allowed to speak on his proposal, 72-46, which he indicated contained a minor error. Explanation was provided indicating that the proposed definitions support other proposals that were submitted, which could help define those who have training requirements specified in other sections of the code The committee acted on 24 proposals as summarized in Appendix 2; however, the NFPA staff proposal log should be reference for committee action and substantiation statements Chair Clary adjourned the committee meeting at 6:00 P.M. on January 18 (Day 1).

2 NFPA 72 SIG-FUN Date: 1/25/2011 ROP Meeting Minutes Page No. 2 of 4 January Chair Clary call the committee meeting to order at 8:00 A.M. on January 19 (Day 2) NFPA Staff, Jean O'Connor, indicated that proposals and which were assigned to SIG-FUN, but within the scope of SIG-TMS were reassigned to SIG-TMS. No further action on these two proposals is required by SIG-FUN Jack Parrow of the International Association of Fire Chiefs was given the floor to discuss proposals submitted on behalf of the IAFC. He indicated that some Fire Departments were no longer able to respond to all alarms. He provided some statistics and general observations on alarms; such as: 1) A response is not needed on 99/9% of alarm received. 2) Out of every 10 calls in his jurisdiction, 8 are medical, 1 is a fire alarm, and 1 is a false alarm. 3) 100% of fire deaths are in a residential occupancy where a 90 second delay for alarm verification is allowed. 4) Waterflow alarms and duct detectors are the two biggest problem areas for false alarms. A case for requiring Point Id reporting of all fire alarm systems was made so that it would allow the industry to utilize a 90 second alarm verification practice where singly point alarms are received, whereas multiple simultaneous Point Id alarms received from an occupancy could be responded to without delay Guest Neil Packer from Biamp Systems Corporation was allowed to speak briefly regarding discussion of proposal The committee acted on 53 proposals as summarized in Appendix 2; however, the NFPA staff proposal log should be reference for committee action and substantiation statements Chair Clary requested that Task Group 5 meet at 7:15 A.M. on 1/21 to complete the review of their assigned material. The start of the committee meeting will be moved until 8:30 A.M. to allow them time to complete this effort Chair Clary announced that the NFPA Research Foundation meeting would begin at 5:00 P.M. and that all members were welcome to attend Chair Clary adjourned the committee meeting at 5:08 P.M. on January 19 (Day 2). January Chair Clary called the meeting to order at 8:35 A.M on January 20 (Day 3) Chair Clary presented a revision to the SIG-FUN Pre-ROP meeting minutes. A motion was made to approve the minutes, which received a second, and the motion passed Guest Jeffrey Moore, SIG-TMS Chair, was given the floor to discuss their committee work on Proposal The committee acted on 51 proposals as summarized in Appendix 2; however, the NFPA staff proposal log should be reference for committee action and substantiation statements Chair Clary and NFPA Staff Jean O'Connor led a joint review of committee actions for each proposal with the committee Chair Clary adjourned the meeting a 4:35 P.M. on January 21 (Day 3) following a call for any final business. 2. Committee Statements Requiring Technical Correlating Committee attention: 7.1 None 8. Committee actions that need to be referred to another technical committee for correlation: 8.1 Proposal numbers and were transferred to SIG-TMS through NFPA Staff. 8.2 A revised record of completion form has been attached to Proposal as a part of the committee action statement. It is requested that SIG-PRO review Section 6 of the form and provide comments for during the public comment period for the published

Similar comments should be provided to the sample completed form attached to Proposal List any additional information that you feel would be helpful to the Technical Correlating Committee, staff, or to the process in general: 9.1 The committee has had some challenges copying and pasting text from the proposal.pdf files using Adobe Acrobat Professional to Microsoft Word. In some cases, only portions of an individual proposal could be copied. It is requested that NFPA Staff attempt review fonts used or conversion methods to make this transition simpler, or perhaps provide a Word copy of the proposals or comments for committee use. 10.
