1 IACP Highway Safety Committee TIM Subcommittee Minutes September 7 8, 2011 Renaissance Phoenix Glendale Hotel & Spa Glendale, Arizona The first session of the fourth meeting of the Traffic Incident Management (TIM) Subcommittee commenced at 1602 hours on September 7, 2011, with Chief Brian N. Kozak substituting for the TIM Subcommittee Chair, Chief Daniel G. Sharp, who was required to attend a meeting of Oro Valley, Arizona s City Council. Prior to self-introductions, Chief Kozak welcomed all present and thanked Captain Jeffrey A. King for his efforts and for those of the Arizona Highway Patrol to make this meeting possible. He then requested status updates on scheduled workshops: Chief Douglas P. Forsman advised that on August 25, 2011, he and Law Enforcement Liaison Program Manager Thomas V. Tim Lane, of the Federal Highway Administration s (FHWA s) Office of Operations, had made a 33-minute presentation and additionally had responded to numerous questions at the annual International Association of Fire Chiefs (IAFC) conference in Atlanta, Georgia; and reported that the small, but active group had exhibited buy-in for the Subcommittee s efforts. He indicated, as well, that he still was seeking participation in the Fire Department Instructor College in March 2012, in Indianapolis, Indiana. Highway Safety Specialist Keith D. Williams, of FHWA s Office of Safety, indicated that he had been working with Kelly K. Hardy, Program Manager for Safety of the American Association of State Highway and Transportation Officials (AASHTO), on a September 29, 2011, presentation before the Subcommittee on Safety Management, which will meet in Cincinnati, Ohio; and that Mr. Ashton would make that presentation on the Subcommittee s behalf. Mr. Lane did not address a workshop at the 118 th Annual IACP Conference; but he emphasized FHWA s appreciation for the IACP s involvement in this project, indicated that the current grant has been extended through September 30, 2011, and acknowledged the efforts of Senior Program Manager David J. Roberts in preparing the next grant application. Mr. Lane indicated that the inclusion of secondary crash data elements in the Model Minimum Uniform Crash Criteria (MMUCC) will be voted on in the Spring of 2012, and that their adoption might improve crash reporting. Mr. Lane and Captain King discussed the Arizona Highway Patrol s experience over two, six-month periods (October through December 2010, and April through June 2011) with Operation Safe Commute on the Phoenix Metro Freeway System:

2 - 2 - In terms property damage crashes, clearing the traffic lanes improved 20 percent, from 45 to 32 minutes; clearing the incident of all responders improved 52 percent, from 84 to 40 minutes. In terms of personal injury crashes, clearing the traffic lanes improved 14 percent, from 54 to 46 minutes; clearing the incident of all responders improved 38 percent, from 94 to 58 minutes. There were 4,795 crashes reported on the Phoenix Metro Freeway System during the first three months and 4,366 during the second, a reduction of 429 crashes. The time needed to completely clear crashes remained about the same, but the crashes were relocated to off-road locations. Chief Grady T. Carrick indicated that Florida is collecting similar data. Mr. Lane and Captain King explained Operation Safe Commute as responding the resources of all disciplines to where they are needed as quickly as possible during rush hours by stationing officers a mile apart. Mr. Lane advised that during the workshops he had conducted around the country, many agencies had equipped their cruisers with push bumpers ostensibly to promote safe, quick clearance, but their officers were prohibited from using them for that purpose because they quickly became aesthetically unattractive. Mr. Lane indicated that the Transportation Research Board s Strategic Highway Research Program (SHRP) 2, including Project: L12: Improving Traffic Incident Scene Management, will be released next year, will be the basis for the TIM course, will allow the Subcommittee to provide input into the executive course, and will be the largest ever naturalistic driving study. Mr. Lane summarized the August 9 and 10, 2011, IACP State and Provincial Police Directorate Highway Safety Committee/National Sheriffs Association Briefing on FHWA's SHRP 2 and indicated that FHWA intends to host a similar briefing for fire chiefs on December 7 and 8, Mr. Ashton and Chief Carrick emphasized that certification no longer was an issue, and the Chief recommended log-on Web-based training. Mr. Ashton indicated that each eligible Subcommittee member s airline flights already had been paid, and that each was entitled to two nights lodging and three days per diem and was provided with a reimbursement form to be submitted to him. Captain Susan H. Culin distributed copies of IACP Model Policy 1.9, Highway Incident Management ; indicated that it had been reviewed at the Highway Safety Com-

3 - 3 - mittee s 2011 Midyear Meeting; and asked those present to review it, so it could be discussed on September 8, 2011, inasmuch as it pertains to the Subcommittee s efforts. The first session of the fourth meeting of the TIM Subcommittee adjourned at 1718 hours on September 7, The second session of the fourth meeting of the TIM Subcommittee commenced at 0800 hours on September 8, 2011, with Chief Sharp presiding. Chief Sharp thanked Chief Kozak for substituting for him the previous day; indicated that he believes the TIM Subcommittee is on the correct track; and advised that the IACP Model Policy revision, coupled with training for rural areas, would be deliverables. The Subcommittee reviewed the roll-call videos that the Law Enforcement Stops and Safety Subcommittee (LESSS) had produced: Is Today Your Day? (2010), Your Vest Won't Stop This Bullet (2005), P.U.R.S.U.E. (2007), and Saving Lives... One Stop At A Time (2008). Ruben Chavez, the Arizona Department of Public Safety s Video Unit Supervisor, then explained what he had produced and provided his thoughts on the Subcommittee s current effort. Members of the Subcommittee discussed: the ever-evolving script; struck-by incidents, including viewing the news footage that Captain Culin had obtained of a Baltimore City, Maryland, police officer s severe injuries; and, Chief Carrick s Responder Testimonial Template. Chief Forsman distributed and briefly summarized the proposed NFPA 1091, Standard on Professional Qualifications for Traffic Control Incident Management, which currently is available for comment. Chief Carrick distributed the abstract for the Move Over Law: The Role of Emergency Vehicle Lighting in Conformity on Florida Freeways proposal. Captain Culin asked whether or not Model Policy 1.9 should remain as is, tweaked, or rewritten. Following discussion, the consensus seemed to be that the Model Policy needed a good tweak, and that additional relevant information concerning same could be included in the accompanying chapter of the Highway Safety Desk Book. Commissioner Farrow advised that he would have his Special Projects Section review and update the Model Policy.

4 - 4 - Dependent on available FHWA funding, the TIM Subcommittee s fifth meeting tentatively will be held on November 30 and December 1, 2011, in Orlando, Florida, with November 29 and December 2, 2011, being travel days. Those Subcommittee members who will be attending the 118 th Annual IACP Conference may meet briefly on October 23, 2011, to assess progress.
