2 Call to Order: The meeting was called to order by President Doug McGillivray at 10:10 a.m. Doug welcomed everyone. Introductions were made around the room. Doug asked the members to share their experiences regarding the recent flooding around the State. Several people commented on what the impacts to their communities have been. The State is still gathering cost information to submit to FEMA for a Presidential Declaration. Approval of the Minutes: The minutes of the October 10, 2011 meeting were distributed. Correction to the minutes by Vincent VanDerHyde. Vincent s title is State Emergency Coordinator for ARES/RACES. Motion to approve the minutes by Lorraine Churchill. Seconded by Jeff Sargent. The minutes were approved unanimously. Treasurer s Report: Dawn provided a report as of January, 2012 showing an ending balance of $39, OEM Update: A written update (attached) was delivered by Doug. OEM staff could not attend due to ECC activation supporting local flooding activities. OEMA 2012 Conference: The conference will be held at Salishan September If you are interested in helping on the conference committee please contact Joe Rizzi, Chair. Eric Plebuch volunteered to be on the committee. Sue Lamb stated she would be coordinating the banquet. There was discussion regarding the coordination of the OEMA Conference and the State sponsored EMPG Workshop. Joe and Doug will work with OEM to coordinate the two activities during the conference week to accommodate both groups There will also be a contest to pick a theme for the conference. Joe will send out information about this in the near future.
3 Committee/Liaison Reports: Doug passed out an updated Committee list. He had previously sent an to the members asking for interest in serving on a committee and had a great response. He is currently looking for Chair s for the Information/Communication/Technology and Legislative Committees. A question was raised regarding the duties of the Chair and what the Information/Communication/Technology Committee is tasked with doing. This Committee is tasked with reviewing and evaluating existing and emerging technologies in communications and information system/processes that are of value to emergency management and provide regular reports to the membership. Eric Polson volunteered to chair this committee. There was no volunteer at this time for the Legislative Chair position. Doug mentioned the CAP Program (Common Alerting Protocols). The key to using this program is that agencies need to have a commercial program in place. The cost of these programs may be prohibitive for some agencies. There was also some discussion of the IPAWS Program for alert and warning. This brought up the discussion of people who don t have cable TV and no landlines. The group discussed this situation and agreed this was a very real problem. The group decided the Legislative Committee should pursue this topic with input from the Information/Communication/Technology Committee. There was discussion of the failed Legislative measure that would have resulted in a tax on track cell phones. There was discussion regarding taking this back to the Legislature for further consideration. Doug asked Eric, as the new Chair of this committee to consolidate ideas regarding this topic and meet with himself and Joe Rizzi to see how this important bill could be recirculated. Susan Hurly, APCO Liaison, said she would get further information from the APCO Legislative Committee on this issue with respect to a recent Attorney General ruling. There is a possibility this bill will be resubmitted to the Legislature from OEM. Eric will consolidate this information and meet with Doug, Joe & our Legislative Committee Chair. Private Sector Committee: Doug stated that one of his goals for coming year is to reach out and engage the private sector into OEMA and emergency management. The public sector cannot respond effectively and recover from emergency without the support and cooperation of private sector. Doug has added a new Private Sector Committee. Marilyn Nikolas, Bold Planning Solutions and Robbie Roberts, NW Natural will co-chair this new committee. Doug this asked this committee to reach out to the private sector with a kickoff meeting sometime in the spring to discuss the specific needs of the
4 private sector in respect to emergency management. A possible outcome of this committee could be a private sector emergency management working group. Marilyn noted there are several ideas she has and will give a presentation at the next OEMA quarterly meeting regarding the goals of this committee. She is open to all new ideas from members. Doug would like to take this group statewide and has invited OEM to participate. One of the Doug s goals for this committee would be to offer assistance in writing a business continuity plan. Keith Theriault suggested the committee identify clear goals regarding what they would like to achieve and a strategy with how they will achieve it. Volunteers for this committee are: Eric Plebuch, Joe Guerra, Maureen Connolly, Damon Blanger, Andy Kittle and Keith Theriault. Doug also mentioned a new federal program that FEMA has unveiled with Private Sector Liaisons in every FEMA Region. Strategic Planning Committee Eric Plebuch Eric talked about the draft strategic plan which was discussed at the October membership meeting. Mary will send the plan out to the membership for review. Adoption of the plan will be on the agenda at the next membership meeting. Professional Development Committee Lorraine Churchill Lorraine has communicated with OEM regarding a training gap that has been identified by the Committee. The Advanced Professional Series (APS) was FEMA training delivered by OEM in the past. Due to budget cuts OEM has not scheduled this training in quite some time. OEMA would like to work with OEM to develop a short survey to send out to our members, and other s around the state to see if there is interest in pursuing this training. If there is a need OEMA will assist OEMA in building a cadre of instructors and bring the training back to the locals. Sue Lamb discussed the pre-conference training component to our annual conference. Sue suggested the committee work with the conference program committee in identifying emergency management training for this time slot. Lorraine and the committee are working on this and she asked members to send her any suggestions for pre-conference training, including speakers or instructors. Membership and Marketing: Mary reported that 101 people signed up for the complimentary membership and to date 26 people have renewed to date. This is a 26% return. The deadline for renewal is January 31. Fire Chief s Association Chief Hallman: Fire Chief s Conference is scheduled for May 9-11 at Eagle Crest in Redmond.
5 Chief Hallman updated the group on the State Mobilization Plan. He was asked by the State Fire Marshall to assist with a re-write of the plan and to look at past occurrences and find any weaknesses. One area was noted which said that a local Fire Chief who has asked for a conflagration act is tasked with handling all the logistics and taking care of all the resources coming for the event. This can be very overwhelming. The re-write of the plan would include assigning the Deputy State Fire Marshal as the liaison with the local Emergency Manager to handle the logistics side of an event. Amateur Radio Vince VanDerHyde: The amateur radio community will be conducting a simulated emergency test on April 28. Vince would like to encourage all emergency managers to work with their local amateur radio volunteers during this test. Federal Executive Board (FEB) Jeff Sargent: The FEB partners with FEMA Region 10 on providing training and exercises. A Continuity Planners TTT will be held February 6-8 in Portland. On February 9 a Reconstitution workshop will be held. More information and the registration process can be found at the FEB website FEB is partnering with FEMA on an annual exercise which will be March 21, Rose Guardian. The scenario is a hazmat incident, and they are currently working with EPA, city of Portland and other federal partners in developing the scenario. About 17 entities will participate in this continuity exercise. Other training conducted by the FEB recently is psychological first aid and shelter in place. APCO/NENA (911) Susan Hurley: During the February Legislative Session a report will be reviewed regarding consolidation of 911 centers across the State. Susan will provide more information as she receives it. NEMA Doug McGillivray Doug shared a letter written by Jim Mullin, NEMA President, regarding Homeland Security appropriations. NEMA s proposal is that the three major grants available should be rolled into one with the final allocations made by State. Doug will forward the proposal to the membership. Those members interested should provide input to NEMA. New Business: Sue Lamb shared information regarding a very popular class in social media that was recently held in Portland. This same class is being offered in Eugene. There was additional discussion regarding the use of social media during response and the different methods of sharing information with our constituents.
