Introductions were made around the room. A quorum was reached. Approval of the Minutes Krista Rowland The minutes of the June 6, 2013 meeting were distributed. Motion to approve minutes made by Eric Plebuch; Motion seconded by John Vanderzanden. Open to discussion, the minutes were approved. Treasurer s Report Kelly Piper Kelly discussed the treasurer s report; copies were provided at the meeting. Four month reports were reviewed: Date ending June 2013 showed ending balance of $74,950.41; July 2013 showed ending balance of $84,997.56; August 2013 an ending balance of $94,184.82; and September 2013 showed an ending balance of $114, Committee and Liaison Reports Bylaws Scott Porter Scott presented a new topic that is the approval of OEMA expenses. Language states that two members of the E-Board have to approve each expense and two signatures are required on checks. We don t normally write checks. The proposal is any amount spend over $500 would require two E-Board members to approve no matter how it s expended. 2
3 Added a Public Private Committee to Committee and Liaison s. There is a change in the Communications Committee focus; they will be work on communication tools for use within the OEMA organization rather than using those tools to communicate outside the organization Add to the bylaws that we can make emergency amendments. Only one question was ed about the bylaws and it was about an IRS limitation, no substantial part of the budget can go towards lobbying. Any organization under $500,000 annually can spend no more than 20% its expenses on lobbying. We are well under the amount. No questions from the present membership; Motion to adopt the bylaws made by Sue Lamb; Motion seconded by Roger Stevenson. Open to discussion, motion passes. Conference Committee Robbie Roberts Great kudos to the team who put this together; used ICS and worked flawlessly. Mike Lueck, Ops Chief; Nora Yotsov, Plans Chief; Kelly Piper, Finance Chief; and Patty Hopkins, Logistics Chief. Take advantage of the OEMA store that s made available; new shirts with the 2013 OEMA Conference logo; made in the USA. Staff that is working at the conference is wearing red lanyards so they are able to be visual for any questions. Joe Rizzi, President added: Being a part of the conference planning committee is a great way to build relationships and meet new folks. Information/Communication/Technology Joe Rizzi Joe asked Keith Theriault about a week a go if this committee could take a more active role in editing, updating and/or creating our website. The website had gone down a couple of times just before the conference. Joe is looking to the committee to figure a way to better utilize the website and for us to have more control. If you see wrong information on the site, please let us know so we can make the change as quick as possible. Currently it takes from 1 day to 2 weeks for the third party organization to make the requested changes the site. Legislative Dave Stuckey Feds are looking at grants in more detail; Emergency Management Performance Grant (EMPG) is stable at the Federal level. This grant is under scrutiny and the Feds recognize the fact that 3
4 we are held to standards. They also take notice that Oregon asks for money to match, not just a gift. May be increased a bit in the future. Our detailed reporting is one of the reasons why we get the money; Dave feels our pain but keep in mind that this is necessary for us to keep getting the funding. State Homeland Security Program Grant will continue to be reduced over the years; but is stable for Pre Disaster Mitigation dollars, not sure what they are going to do with it. Membership/Marketing Deb Sterling was the chair for this committee, but has retired. Doug McGillivray asked Dianna Cotter if she would be interested in taking over and she has accepted. Past Presidents No chair in attendance Private Sector No chair in attendance; EBoard publically thanked the private sector for being a part of OEMA. Professional Development Rick Carter Nothing new to report. Strategic Planning Eric Plebuch A draft copy was sent to the membership prior to the meeting. First goal of the plan was to develop and adopt a plan for future engagement with the Oregon Legislature and Oregon Congressional Delegation; this has been done. Eric read through the rest of the goals to highlight; if you need a copy of the Strategic Plan let Eric or the OEMA Secretary know. Motion to accept the plan was made by Rick Carter; Motion seconded by Doug McGillivray. Open to discussion: Sue Lamb states, This can not happen in a vacuum; we all need to participate and do something whether it is joining a committee, responding to surveys, or coming to meetings. Feels like someone is taking ownership for what we do; the private sector wants to help bring more resources. Scott Bakker 4

Joe Rizzi No one opposes, motion passes. Election of Officers Joe Rizzi Oath was given to Karl Tesch for East Side Representative; Nancy Bush for President Elect; and Krista Rowland for Secretary. Presentation: Oregon Crisis Care Guidance, Richard Leman New Business None Old Business Joe had an issue from a member, the use of acronyms. We know it hurts our new members, so Joe asks all speakers to say acronyms out for the first time. We have an acronym jar that $1 goes into the jar if an acronym isn t explained. Then we will buy new members drinks. Joe put $20 in the jar for Director Dave Stuckey s Presentation. Oregon Emergency Management (OEM) Update One update is Matt Marheine has been selected as the Plans and Training Section Manager; Matt s position that he vacated will be filled soon. Q&A with Director Dave Stuckey: Q: Where do you see public private partnership going? A: Dave has been employed with OEM 8-9 months so far; was hired previously under the previous leadership. New management is going to relook at and redirect current assigned. A long-term goal is a virtual Public/Private EOC in this state. Collaborate and focus on infrastructure first. Use RAPTOR for situational awareness. Q: In the past, OEM had been a great partner in regards to training; will you be more active in the role again in the future? A: Yes, Dave understands the importance of training and collaborating; things need to be develop further, exercise component is not where he wants it to be. Doing ok in planning; working on a cyber plan with DAS. Lately has fallen back on the locals for training and KellyJo 5
6 offers a set of eyes and expertise more than most states have. State is short money and resorted to the computer training modules. He s aware this is an issue and something different needs to be changed. Dave says we can discuss OEMA partnering with OEM to conduct training. Q. Any Legislative issues you are concerned with right now? A. Dave s administrative executive, Cherie Cline, keeps up on the legislature. Right now Dave s keeping an eye on. Senate Bill 33; it s a bill to refine the agencies involved in OERS, more housecleaning than anything. Senate Bill 813; transfers responsibility for seismic rehabilitation grant program from the Director of OEM to the Oregon Business Development Department. Senate Bill 2034; states tribal nations are able to receive EMPG funding. Comment from the audience: Please bring training to other areas of the state besides Portland and Salem. Possibly use Google apps to keep communication lines open for those who can t meet physically. Q. EMPG requirements are different in other states than in Oregon; can you comment on that? A. Each region applies their own methodology on what their requirements are going to be. Oregon sticks to the Federal regulations and other states that aren t doing this and currently what they re doing is out of compliance. We negotiate with FEMA region X for requirements. Q. There is an EM list maintained by OEM, why can t non-empg holders be included on the list? If we aren t on the list, we don t receive the same information and communication as those on the list do. A. OEM lives by the statute and deal with the 36 counties, they can not manage 242 cities within Oregon also. Dave s comment: OEM has monthly conference calls with EMPG funded jurisdictions;. What do you want out of these meetings? OEM is sensitive to your time. For the most part they are keeping it one way, OEM gives updates on what they are doing. Audience feedback: -How about a central point of contact we can send our questions to and OEM can address them at the following conf call? -What are some of the biggest challenges with other counties, we all like to hear feedback. -How do I get on the monthly call? When you re added to the EMPG list you ll get the notices of the monthly call. Audience comment: Appreciate KJ, Chuck and Dan for bringing EMPG training to Eastern Oregon and hopes you ll send others out because we really appreciate seeing them in person. 6
7 Audience comment: OEM used to host an EM101 course; there are quite a few new folks with in the last 10 years that could benefit from this. Possibly get those who have been in EM for several years to look at the course and re-vamp it. Reminder to all participants, those who are wearing the red lanyards are from the conference committee; ask them questions and they can answer or they can find someone to answer. Also, thank them; they worked hard on planning this conference for you all. New Members Meeting - Thursday, January 9; 9:30-10????
