3 ALBEMARLE COUNTY FIRE RESCUE ADVISORY BOARD MINUTES Wednesday, 28 April Hours County Office Building-McIntire, Lane Auditorium I. Chief Alibertis called the meeting to order. The following members were in attendance: Dan Eggleston, Fire Rescue Robert Baber, Crozet Mark Moore, East Rivanna George Stephens, North Garden James MacDonald, Scottsville Rescue Mike Rose, Seminole Trail Kostas Alibertis, Western Albemarle Rescue Others in Attendance: Rodney Thomas, Board of Supervisors John Oprandy, Fire Rescue Chuck Pugh, North Garden Brodie Downs, Human Resources Scott Lambert, ACFR Warren Wood, Crozet Bob Brown, ACFR Wendy Roberman, Fire Rescue David Puckett, Fire Rescue Jenny Whedbee, Human Resources Jake Arlow, Information Technology A moment of silence was observed. From the Board: A. Chief Alibertis added Mr. Downs with Human Resources to the agenda under unfinished business. Mr. Downs is introducing Ms. Whedbee to the group. From the Public: II. Consent Agenda A. Chief Stephens made the motion to approve the consent agenda. It was second by Chief Eggleston. B. Consent Agenda were approved. - Building the Model Volunteer-Career Fire & EMS System -

4 III. Board of Supervisor Report A. EMS Recovery 1. Mr. Thomas said EMS Recovery is in high gear. He would like to get all squads involved, if they wish to be involved. B. Ordinance 1. Mr. Thomas said he is still reading it. He said that it seems very flexible. C. FY11 Budget 1. Mr. Thomas said that the budget for next year was not looking good and to watch the spending and keep the spending as low as possible. V. Unfinished Business A. Climate Survey Report 1. Mr. Downs said that the Climate Survey was moving forward. 2. Mr. Downs introduced Ms. Jennifer Whedbee. She is the Market Analyst that was hired to help with marketing strategies for the FEMA grant. 3. Ms. Whedbee said that her goal is to increase recruitment numbers for volunteers for fire rescue and the County and to continue a program that allows those numbers to be sustainable. B. VOSH Report - update 1. Chief Brown reported that 95 to 98 percent of the VOSH report has been completed 2. The report to VOSH will be submitted on Thursday, April Discussion was held. C. Operations Committee update 1. Chief Alibertis asked if the Operations Committee meeting was canceled. 2. Chief Brown said the Operations Committee was canceled and they are rescheduling the meeting. 3. Chief Brown stated that Chief Sojka has a working draft that is being finalized for submission to ACFRAB for review. D. New paging system/combined dispatch/esn mapping update 1. Mr. Hanson said that the testing on the paging system will be starting around May Testing should take approximately 10 days. 3. The pagers will be programmed starting next week. 4. The policy and procedures are being developed by the committee that Ms. Richardson is chairing. This is on track. 5. Chief Oprandy gave an update on CAD programming. 6. Discussion was held. E. Criminal Record Check procedures update 1. Chief Brown reviewed the revised background screening for first reading. 2. Discussion was held. 3. Chief Brown ask that any feedback to be sent to him before the May meeting. 4. Chief Brown will bring back the background screening to the May meeting. F. After Action Review (AAR) 1. Chief Eggleston made a motion to bring back the executive summary of the after action review policy to the next meeting to be considered for adoption with feedback being provided from ACFRAB. 2. Discussion was held. 3. Chief Alibertis asked Chief Lambert to send out an that shows what the bullet points were that had been discussed at previous meetings and then to schedule a meeting to discuss those points and the AAR policy. 4. Chief Eggleston withdrew his initial motion. 5. Chief Eggleston made a new motion. That motion is to ask the Training Committee to set-up one more meeting to solicit feedback and plan to bring back the recommended policy for first reading during the May meeting since the policy will have revisions. 5 6. Chief Stephens second the motion. 7. The motion passed. G. Quarterly Update VIP 1. Chief Lambert provided ACFRAB with a quarterly update on the VIP. 2. Chief Lambert stated that the only changes to the update were the dates. 3. Chief Lambert said an attempt to host a NIMS course was canceled due to low enrollment. VI. VII. VIII. IX. New Business A. Tanker 26 Accident 1. Chief Brown gave an overview of the Tanker 26 accident. 2. Chief Brown said that collectively it was thought the accident was unavoidable, best outcome because no one was hurt. 3. Chief Brown stated that the driver was wearing a seatbelt and he encourages everyone to wear their seatbelts. 4. Discussion was held. Other Business Next Meeting(s) Wednesday, 26 May 2010 at 1900 Hours, COB-McIntire, Lane Auditorium Jefferson Country Fire & Rescue Association meets Hours in January, April, July, and October.
