1 MINUTES BUSHNELL CITY COUNCIL REGULAR MEETING 117 EAST JOE P. STRICKLAND, JR. AVENUE JANUARY 5, :00 P.M. Meeting was called to order by Mayor Spaude at 6:00 P.M. followed by the Invocation, and The Pledge of Allegiance. Mayor Spaude welcomed all present and explained the manner in which to be heard during the meeting. Vice-Mayor Durham, Councilman Swain and City Clerk, Christina Dixon were sworn in by City Attorney, Felix Adams. CONSENT AGENDA 1. APPROVAL OF THE MINUTES FOR THE REGULAR COUNCIL MEETING HELD DECEMBER 5, APPROVAL OF THE FINANCIAL REPORTS. 2 CITIZEN S FORUM (LIMITED TO 2 MINUTES PER PERSON). Mayor Spaude inquired about the 2 minute limit per person during Citizens Forum with City Attorney, Felix Adams. Mr. Adams stated that the Mayor was in control to set the time limit and forum as he desires. Hal Lyons, 1895 W CR 48- Mr. Lyons informed Council that there are streets with no names, tilted signage, signs with lettering too small, and faded signs in the City. Mr. Lyons suggested that the City replace with new signs, and add reflective poles throughout the City with the Community Trust Fund monies. Public Works Director, Mike Eastburn stated that the City is currently working on replacing the poles in the school zones with the reflective poles. Mr. Eastburn also stated that the signs were very expensive and the City has been updating and replacing signs as needed. Mr. Lyons stated that there must have been a mistake because the lights were not left up in the Downtown Park after Christmas. City Manager, Bruce Hickle stated that the lighting was removed due to the durability of the lights. Mr. Hickle also stated that the City was looking at the different types of lighting that are outdoor/commercial grade. Mr. Hickle further stated that City would bring some options back to Council to decide on. 1. SCULPTURES IN THE DOWNTOWN PARK- ART IN THE PARK ADVISORY GROUP. Marge Thies, 214 E Vermont- Ms. Theis informed the Council that a group had met on January 15, 2017 to discuss some ideas for the Downtown Park. Ms. Theis informed Council of the topics discussed during the meeting, and let Council know that the group would report back in February. Motion made by Mayor Spaude, and seconded by Vice-Mayor Durham, to read New Business items 2-12 by title only. Motion carried 5/0. NEW BUSINESS 1. ELECTION OF THE VICE-MAYOR. Motion made by Councilman Swain to elect Councilman Strickland to Vice-Mayor. Councilman Strickland declined the appointment. Motion failed for a lack of a second Motion made by Mayor Spaude, and seconded by Councilwoman Davis to elect Councilman Bill Durham to Vice-Mayor. Motion carried 5/0. 6 Motion made by Vice-Mayor Durham, and seconded by Councilwoman Davis, to pass Ordinance on the first reading. Roll call vote: Councilman Swain Yea, 13. REQUEST TO BEGIN RECRUITMENT OF UTILITIES DIRECTOR. Councilman Swain made a recommendation to appoint Assistant City Manager, Susan Noell to the City Manager position. Mr. Swain stated the move would not create additional salaries for the hiring of a Utility Director. There was discussion among the City Manager, Bruce Hickle and the Council regarding Ms. Noell s retirement date, and Mr. Hickle stated there was no mention or intentions on setting a date for his retirement. Mr. Hickle stated that the request was to follow-up from the December s Council meeting, and to receive Council s authorization to begin the recruitment of the Utility Director. Mr. Swain also made a recommendation to move up an employee from the Utility Department to fill the position of Utility Director. Mr. Hickle stated that the Utility Director position would be posted internally and externally to fill the position and internal interested employees would be screened. Councilman Swain stated that he would like to see a City employee that has the experience, and years of service, be promoted to the position. Mayor Spaude informed the Council that before the job could be posted, the Council needed to approve the recruitment of the Utilities Director. Motion made by Vice-Mayor Durham, and seconded by Councilman Strickland, to approve the request to begin recruitment of a Utilities Director. Carole Mercer, Tranquility- Ms. Mercer stated that she would like to see outside applicants that do not work for the City, be able to apply for the job. Ms. Mercer also stated that just because someone works for the City doesn t mean that they should be promoted. Ms. Mercer further stated that the person most qualified for the job should be the one to fill the position. Mayor Spaude called for a vote on the motion. Motion carried 5/0. 7 14. REQUEST FOR A SPONSORSHIP DONATION FROM SOUTH SUMTER HIGH SCHOOL R.E.D. (RAIDER ENTREPRENEUR DREAMS). Motion made by Vice-Mayor Durham, and seconded by Councilwoman Davis, to approve a $ donation to South Sumter High School R.E.D. (Raider Entrepreneur Dreams). Motion carried 5/0. Lance Lowery, True Value- Mr. Lowery stated that the City is annexing a lot of property, and there are impact fees that are being collected by the County every time anyone does any type of development. Mr. Lowery asked how much of the money (impact fees) was going to the City when he pays for the fees. Mr. Lowery received no response from the County. Mr. Lowery stated he would like to know why the City isn t getting a portion of the monies collected. Mayor Spaude stated that he would like to get a legal opinion about the impact fees. City Attorney, Felix Adams informed Council that he would look into the issue. INFORMATION 1. EARLY LEARNING COALITION OF THE NATURE COAST DONATION REQUEST INFORMATION FOR CHILDREN OF SUMTER COUNTY. Motion made by Councilman Swain, and seconded by Councilwoman Davis, to approve a $ donation to the Early Learning Coalition of the Nature Coast. Mayor Spaude made a comment about donation applicants not coming to the Council meetings for donation requests. Mayor Spuade asked if the previous donation should be retracted. Glenn Frazier- Mr. Frazier stated that the donations should not be retracted until the Council has a policy in place for the donation applicants. Councilman Swain amended his motion, and seconded by Vice-Mayor Durham, to approve a $ donation to the Early Learning Coalition of the Nature Coast, make the donation applicants aware that there must be applicant representation at the Council meetings, and donations are only to be given to non-for profits. Motion carried 5/0. 2. ELECTRIC SCHOLARSHIP ANNOUNCEMENT. City Clerk, Christina Dixon gave an update on the Electric Scholarship. 8 CITY ATTORNEY DEPARTMENT HEAD REPORT AND REQUEST: UTILITY PROGRAMS COORDINATOR - RONDA CASON Utility Programs Coordinator, Ronda Cason gave a report on the lighting for the Downtown Park. Ms. Cason stated that staff will be looking into commercial grade lighting for the Park. HR DIRECTOR/ASSISTANT CITY CLERK- KELLY MARCOUX FINANCE DIRECTOR - JODY YOUNG 1. EXTERNAL AUDITORS PURVIS, GRAY & CO. WILL BE HERE FROM JANUARY 17 THROUGH JANUARY 27, 2017 CONDUCTING THE FY AUDIT. Finance Director, Jody Young gave the update on the auditors coming on January 17 th - 27 th UPDATE ON CITY DEBT REFINANCING WITH DUNLAP & ASSOCIATES. Ms. Young informed the Council that the City was working with Dunlap & Associates on refinancing the City s debt. ASSISTANT CITY MANAGER ADMINISTRATION SERVICES- SUSAN NOELL 1. SANTA IN THE PARK-SUMTER COUNTY TIMES EDITORIAL. 2. UPDATE ON CITY OF BUSHNELL EVENTS. Assistant City Manager Administration Services, Susan Noell gave the update on the editorial and the Bushnell events memo. Ms. Noell also informed the Council and those present that the Relay for Life Chili Cookoff was cancelled. DIRECTOR OF PUBLIC WORKS - MIKE EASTBURN SUMTER COUNTY SHERIFF'S DEPARTMENT - LT. BOB CAPPS DIRECTOR OF ZONING AND CODE COMPLIANCE - DENISE LEE CITY COUNCIL COMMENTS AND INFORMATION Councilman Swain stated that he was down to 12 citizen concerns. Mr. Swain inquired about who was responsible for the large orange cylinders on West McCollum Street. JANUARY 5, 2017 REGULAR MEETING MINUTES Page 8

9 Public Works Director, Mike Eastburn responded to Mr. Swain and informed him that DOT (Department of Transportation) was responsible for the barriers. Mr. Eastburn stated that the new Florida standards had to be met. Councilman Swain and Marge Thies asked to be on February s agenda. CORRESPONDENCE 1. THANK YOU LETTER FROM DADE BATTLEFIELD SOCIETY.
