December: Eboard voted to approve the purchase of a pelican case and printer for conference use. The case will hold everything for conference registration. Also in December was a payment to Salishan. OEM Update Bridging the gaps with our needs Matt Marheine OEM is interested in our feedback with regard to the State EOP Matt will send out to all counties and tribes for feedback. Small feedback in fine, but large ideas will have to go into the next update structure since it won t be enough time to research the request before it s due to be promulgated. We ll hopefully see this next week. The State EOP is evaluated each year and updated every two years. Mike Lueck sits on the Oregon Emergency Response System (OERS) council on behalf of OEMA as a liaison OEM will announce the new Deputy Director by Friday, January 27. (Later that week, Matt Marheine was announced Deputy Director) Oregon Preparedness planning comes from feedback from the previous year. Path of totality Eclipse; this is a state & national event. OEM has a committee and has been engaged with local communities for the influx of people that will be here at that time [August 21, 2017] Logistics will be a huge need; Large open spaces are being sought out. Non planners will be parking along side of the road and in other areas not designated for viewing; Coordinating with public health for eye care awareness.
3 Ed requested OEM s mission analysis for the Eclipse to assist others with their planning; [Krista sent the plan right after the OEMA meeting; if you did not receive it, please contact oema.secretary@gmail.com] www Oregon.gov/oem Their new website with the latest technology BOLD statewide continuity of operations contract is for every county, tribe, and city in Oregon. Special districts are not part of this statewide contract. OEM and OEMA will be working together for a joint conference with OHA in DR4296 Disaster Declaration for Lane County & Josephine County; if you experienced financial lost for the recent snow storms send your IDA to OEM by Jan 31. SB 61 Relating to designation of liaisons with the Office of Emergency Management Oregon Emergency Response System will be added to the list of organizations SB6 Intrastate mutual assistance; conference all on Jan 31, 10:30 All bills are loaded into the Oregon Legislative Information website by the 3 rd week of February. Could OEM take on a satellite compatibility? Haven t looked into it but it may work. Presentation: Mike Harryman, State Resiliency Officer (30 minutes) Power point attached Les Miller, Flood fight (20 minutes) Will present at next membership meeting New Business Mike Lueck, 2016 Conference Eric Plebuch reports out for absent Mike. Good information sharing; great attendance; representatives from local and state. Location worked out well even though the layout was different from the previous years we ve been at Shalishan. The conference committee has created/enhanced their job action sheets, so it should be easier for others to transition into positions if they haven t done it before. Kelly Piper lead this effort and we found out there is more we do than what has been documented in the past. We are always recruiting committee members. Great way to meet more colleagues; committee uses the ICS structure to plan for the conference This year we ll be at Valley River Inn with Ed Flick in charge. Ed s goal is to develop a conference with good ROI with emerging practices. Resilience will be the conference theme. Ed is putting together a white paper and will be sharing it more broadly shortly. The conference will also tie into the Strategic Plan. Keep in mind, this Association is an important voice in our communities.
4 Eric Plebuch, OEMA EBoard is soliciting for our newly created PIO; this will consist of communicating with the members and outreach. If you are social media savvy or want to be, this would be a great position for you. The job description is a work in progress and we d like your help building it. The position will not be a committee chair; it will fall directly under the EBoard. Steve Pegram, Columbia County Information Technology Chair Nancy Bush, Clackamas County Professional Development Chair The EBoard continues looking for someone to fill the membership and marketing role. The National Exercise Program Application period is open. [The Program cycle consists of a two year, progressive schedule of exercises that are selected based on their support to the Goal, and the Program's Principals' Objectives. The types of exercises selected into the program may include facilitated policy discussions, seminars and workshops, tabletop exercises, modeling and simulation, drills, functional exercises, and full scale exercises. All of which may be sponsored by organizations from any level of government, non governmental and private sector, and the whole community. The National Exercise Program also provides contractor support, free of charge, to assist in development, conduct, and documentation your exercise. It does not provide additional funding to cover other exercise expenses. EPA Water & Emergency Services is looking for a location to host their workshops in 2017; if you have a space contact Lauren Wisniewski at wisniewski.lauren@epa.gov to get specifics The Joint Ways and Means Committee has released their budget Ed Flick and Roger Stevenson are presenting at the Disaster Behavioral Health Conference, February 8 and 9. Call to register The Fuel Storage Facility Compatibility Fund Grant Program Fuel grant was due January 20. Committee Reports Bylaws Scott Porter Finance & Audit Patty Hopkins The committee will present a budget proposal next month Info/Comms/Technology Ed Flick Columbia, Lincoln and Marion Counties will be using Homeland Securities Information Network (HSIN) for information, gathering and knowledge management; it s free and vetted. Steve Pegram from Columbia County has been appointed as the Chair for this committee.
5 Legislation See attached handout February legislation session Jenny Demaris & Ed Flick will speak at the AOC on behalf of the OEMA. Public Private Partnerships Marilyn Nikolas Continuing outreach to community on personal preparedness; numerous presentations last year, but none on the books this year. If anyone is interested in being on the committee let Marilyn know. Professional Development Nancy Bush Looking for committee members ORCEMS Sarah Eckman Mike Mumaw and Renate Garrison from Beaverton recommended changes to the ORCEMS application to the committee; they are being considered. The committee is working toward a user friendly for website application. The Conference session at OEMA turn out great and they received feedback. The committee wants to offer this session at the annual workshop each year. Strategic Planning Sue Lamb The next meeting will be May 1 before the membership meeting; this meeting is only open to committee chairs and the EBoard. Liaison Reports ARES John Core John is the ARRL Oregon Section Manager; they have established an emergency coordinating work group and working with OEM to use amateur radio for public broadcasting. Region 10 is pushing the program. APCO APWA Les Miller What are you doing with your PW folks? ORWARN Oregon Water/Wastewater Agency Response Network is a resource to receive flood resource assistance. No need for an MOU if you re part of the network. AOC Ed Flick Presented at AOC annual conference new commissioners around the state and those interested in emergency management. CAP Jim Howell CAP is a resource of SAR. They support LE but not to make arrests. Civilian auxiliary is part of the US air force. CAP 18 mission pilots, 7 aircraft, 11 squadrons.
6 The CAP is non governmental and can do things at the request of the local authorities, but not Air Force type duties; those go through the state. Does the CAP use drones? Yes. They can also fly along with the drone. Using smaller drones for SAR and DA, program is beginning to grow and expand.
