7 Columbia Measure NO : Caption: Year Local Option Levy Dedicated to Law Enforcement Question: Summary: Shall Columbia County levy $ per $ assessed value for four years beginning for enhanced law enforcement funds? This measure may cause property taxes to increase more than three percent. The County Sheriff has never had an operating fund exclusively dedicated to law enforcement. The Sheriff's budget is dependant on the County General Fund and competes with other Departments. Consequently, the number of Patrol Deputies has shrunk, while demand for services is increasing, limiting the ability to investigate crimes, respond to emergencies, and assist city police. This measure would create a fund exclusively for increasing public safety services county-wide. The fund would add approximately 9 Patrol Deputies and other enforcement personnel. With the passage of this Measure the Sheriff expects to have enough Patrol Deputies to respond to emergency situations 24 hours a day, every day, which currently is not possible. The Fund would also provide the necessary equipment for Patrol Deputies to perform their jobs. The approximate rate for this operating fund is $ per $1000 of assessed value, approximately $62 to the owner of a $100,000 home. (The estimated money raised will be $2,597,083 in , $2,656,816 in , $2,717,923 in , and $2,780,435 in for an estimated total levy of $10,752,257.) City of Columbia City Measure NO : Caption: Police Protection Services Local Option Tax Question: Summary: Shall City of Columbia City impose a five-year operating levy of $0.67 per $1,000 assessed value beginning in ? This measure may cause property taxes to increase more than three percent. The City of Columbia City will use the tax revenue from this measure to continue to provide basic police protection services. Over the five-year period, the levy will raise approximately $499,769 for police protection services. The proposed rate will raise approximately $95,080 in , $97,457 in , $99,893 in , $102,390 in , and $104,950 in for a total of $499,769. The levy would then expire. 8 Clatskanie 6J School Measure NO : Caption: Five-year Local Option Tax for General Operations Question: Summary: Shall the District levy $1,080,000 for operations each year for five years beginning ? This measure may cause property taxes to increase more than three percent. This measure would authorize Clatskanie School District, Columbia and Clatsop Counties, Oregon, to levy a temporary property tax of $1,080,000 each year for five years. The taxes would be used to help retain most current programs and services for students. Without additional revenue, the district would reduce staff and services. A local option levy taxes the gap between a property owner's assessed value and real market value. The combined total of permanent education and local option levy taxes cannot exceed the Measure 5 maximum of $5 per $1,000 of real market value. An average Columbia County homeowner with a property assessed at $160,000 and real market value of $220,000 could have a $ annual tax imposed. An average Clatsop County homeowner with the same assessed and real market values culd have a $214 annual tax imposed. If approved, this local option levy would raise $1,080,000 dollars each year over the five years of the levy. An estimate of the total amount to be raised each of the next five fiscal years is $1,080,000. 9 St Helens 502 School Measure NO : Caption: St. Helens School District Five-Year Local Option Tax For District Operations Question: Summary: Shall the district levy up to $1.20 per $1000 of assessed value for operations annually for five years beginning ? This Measure may cause property taxes to increase more than three percent. This measure would authorize St. Helens School District to levy a temporary property tax in the amount of $1.20 per $1,000 of assessed value annually for five years beginning July 1, If approved, this measure would provide St. Helens School District with funds to: --maintain current class sizes --maintain academic and extracurricular programs --maintain elementary PE, Music and Library specialists --maintain a full school year An average homeowner with a property assessed value of $210,000 could have a $ annual tax imposed. If approved, this local option levy would raise approximately $1.6 million dollars each year over the five years of the levy. 10 Scappoose JT RFPD Measure NO : Caption: Five-Year Local Option Levy Renewal for Personnel And Equipment Question: Summary: Should Scappoose Fire District renew its $0.94 levy and continue to provide the same emergency service it has since 2007? This measure renews current local option taxes. A "yes" vote on this levy would retain the current paid firefighter/paramedic positions. District residents will see no change in emergency service or levy rate. The District presently has 3 paid personnel on duty 24-hours per day to respond to fire and medical emergencies. This staffing allows the district to respond immediately with the first emergency ambulance with paramedics. The second emergency will still require volunteers to respond to the station for fire and medical incidents. The permanent tax rate alone is inadequate to properly ensure fire and ambulance service. Our community continues to have a demand for emergency fire and medical response. Combining the permanent tax rate with a 5-year levy has allowed the District to provide adequate staffing since We are optimistic that the $0.94 levy renewal rate can continue to provide sufficient staffing until This levy will begin after the expiration of the present levy 6/30/2012. The levy rate of $0.94 on a home with an assessed value of $150,000 would be $141 per year for 5 years. The proposed rate will raise approximately $953,696 in 2012/13, $971,770 in 2013/14, $992,225 in 2014/15, $1,012,069 in 2015/16 and $1,032,311 in 2016/17. The estimated tax cost for this measure is an estimate only based on the best information available from the county assessor at the time of the estimate.
