To decide if Board liaison positions are needed for any of Washington County's 14 other boards and commissions. SUMMARY OF TOPIC: Members of the Board of Commissioners serve on various committees working collaboratively with other government agencies, non-profits, and associated groups. With the formation of a new Board of Commissioners January 8, 2019, the new Board work group needs to make decisions on assignment opportunities. The work session of January 8, 2019, is proposed to be the first of two discussions on this topic. January 8 will be the overview and key question discussion. A second work session (likely January 15, 2019) is being planned to close on the assignments with any subsequent action to follow. Key Questions: What questions does the Board have about the various opportunities? What positions are each of the Board members interested in holding? Where there are multiple Commissioners interested in a position, how will the Board wish to finalize assignment? : a. That the Commission has a common understanding of the opportunities available (now and in future years). b. That the Commission has a plan to finalize the s in the near future.

2 Board of Commissioners Service on Boards and Committees (updated: December 31, 2018) Arts, Culture Education & Cable AOC Centro Cultural board of directors Meets: Every other month Metropolitan Area Communications Commission (MACC) Meets: Twice a year in June and December Institute of Metropolitan Studies board of directors Meets: Quarterly Washington County Museum Meets: Every 3rd Wednesday of the month at 4:30 p.m. Council of Forest Trust Land Counties (CFTLC) Meets: Annually in Salem recently stepped back. Jonathan Schlueter Jerry Willey Bylaws: One Position shall be reserved for a public official representing WaCo, appointed by the WaCo. The term shall be one year. 190 Per bylaws: Each jurisdiction shall select one representative to serve as its Commissioner; jurisdiction is encouraged to appoint 1 alternate rep. Meetings shall be conducted pursuant to ORS ) Administered by PSU (AOC Subcommittee) Per Charter: Elected officials from six counties, including Washington will serve 3-year terms; may be re-elected for any number of additional terms. Per bylaws: Appointed by the Nominating Committee, which is appointed by the President, to 3-year terms; can serve up to 2 terms total. There is no designated slot for member. Per bylaws: Regarding the Council as a Whole: A county may appoint one of its governing body members as a voting delegate for the county to attend its Annual Meeting in connection with the Annual Fall Conference of the AOC. 1

3 AOCC Land Use & Transportation Association of Oregon and California Counties (AOCC) Board of Directors Meets: Annually Metro Joint Policy Advisory Committee on Transportation (JPACT) Meets: Third Thursday of each month from 7:30 9:00 a.m. at Metro Regional Center. Metro Policy Advisory Committee (MPAC) Jerry Willey Advisory to Metro Advisory to Metro Per bylaws: designates one commissioner to serve as a representative on the AOCC Board of Directors at the annual meeting each year. Term: one (1) year commencing on January 1 Per bylaws: Members will be appointed by the chief elected official of the Jurisdiction ( chair); will serve until removed by appointing jurisdiction. Practice since 90s has been to have the chair serve as alternate. Meets: 2 nd and 4 th Wednesday, 5 to 7 pm at Metro Regional Center Per bylaws: appointed by jurisdiction. NW Area Commission on Transportation Meets: Second Thursday of every month at 1:30 p.m. at various locations. Region 1 Area Commission on Transportation Meets: First Monday of odd months. 2 ( Selects) (ACT Approves) Administered by Col-Pac Per bylaws: One County Commissioner per County; All local governmental agency members are elected officials. Alternates may be elected officials or agency staff. appoints primary and selects alternate. Shall serve for 2 years and may be re-appointed; terms start in January. Administered by ODOT Per bylaws: 1 commissioner per county to be selected by respective governing body and approved by ACT; staggered 4-year terms.

4 Salmonberry Rails and Trails Coalition (identified by the Salmonberry Trail Board of Directors (STB)) Meets: At least once a year for annual meeting of the STB. (ex officio) Administered by State Per Agreement: Stakeholders () designate a member. Washington County is an ex-officio Member. Economic Development Washington County Coordinating Committee (WCCC) Meets: Every 2 nd Monday of the Month in Beaverton City Hall; from noon to 1:30 p.m. Columbia Pacific Economic Development District (Col-Pac) Mary McArthur Meets: 2 nd Thursday of odd months; 10:00 a.m. to noon; locations rotate between 3 counties (Tillamook; Clatsop ; Washington) Jurisdictions participate under bylaws Per bylaws: Representatives are appointed by the City Councils and County. WCCC sends list annually in the spring to confirm s. Practice is that WaCo JPACT rep serves as WCCC chair Per bylaws: Representative of Washington County; appointed by respective County Commissions; 2- year terms Greater Portland Inc. board of directors Janet LaBar Meets: Quarterly; 7:30 a.m. 9:30 a.m. in Portland Location Hillsboro Chamber Executive Committee Deanna Palm Meets: Every 4 th Tuesday of the Month; 7:30 a.m. 9:00 a.m. at the Hillsboro Chamber Ex Officio 501(c)(6) 501(c)(6) Per bylaws: Rep must be senior elected official of a Public Sector (no specific mention of ). 5 WC Visitors Association board of directors Carolyn McCormick Meets: Every 3 rd Thursday of Every ODD month of the WCVA site in Beaverton; 8:45 a.m. 10:30 a.m. Westside Economic Alliance (WEA) board of directors Meets: Every 4 th Wednesday of the month at 7:30 a.m. at Kaiser Permanente's Westside Medical Center 501(c)(6) 501(c)(6) Per Bylaws: Shall consist of 1 member of the WaCo. The shall appoint a Commissioner. The term of office shall be 2 years; may serve no more than 3 terms or 6 consecutive years; time served as an officer shall not count toward term limit as Director. Practice has been to designate a seat on the WEA Board of Directors to the Chair., Housing & Community Development Worksystems Inc. board of directors Andrew McGough Meets: First Wednesday of the month from 11:30 a.m. to 1:00 p.m. in Worksystems, Inc. Portland Office Community Action Board of Directors Meets: 3 rd Wednesday, September through June at the Hillsboro Multi- Service Center, located at 1001 SW Baseline Street in Hillsboro, from 5:30pm- 7:00pm. Community Development Block Grant (CDBG) Policy Advisory Board Meets: 2 nd Thursday of each month at 7:00p.m. (various locations within the County) (by invitation only, per bylaws) (primary) Administered by Washington County Per Bylaws: One member of the ; all s shall be made by. 3-Year terms until a successor is appointed (per Consortium Agreement).
