Holler, Town Manager~~ Title: Agenda: Appointment of Councilmembers to Various Committees Policy Recommended Motion: Review the appointments to various committees and appoint representatives to the various committees as desired by the Council Background Information: Councilmembers serve on a wide range of committees and commissions. At the June 16th Council Meeting members were appointed to a number of bodies that require Town appointments. The remaining committees are discretionary appointments as the various bodies are not required to be in place other than by Council Policy. A list of the remaining seven committees and a brief overview of each one is provided for Council s consideration. As a matter of Council policy there is no requirement to appoint any member(s) and to even continue all but one of the committees, to appomt a single member with or without an alternate and or to appoint staff as a member or alternate. As formal appointed committees each one is required to operate under the Brown Act. For those that are managed by Town Staff, we are responsible for the creation and posting of the required agendas. For the vast majority of these meetings no specific actions are taken and no minutes are kept. If specific action is taken then minutes are required. The various committees were established to improve the level of communications between the Town and the other parties through a formal meeting process. The committees meet at different intervals pending schedules and the necessity for meeting. While a certain level of communication between the various parties may continue without formal committees, the frequency of such meetings may be reduced and they would be less formal in nature and coordinated by Town Staff and or other agency staff. Staff recommendations for a couple of the committees are noted. It is recommended that Council consider the number of committees, effectiveness, and necessity and make appointments accordingly. MMSA Liaison Committee 5. TOML/MCWD/Inyo National Forest Liaison Committee 6. Chamber of Commerce 7. Hispanic Advisory Committee 1. Mono County Collaborative Plannin2 Team (CPT) The Collaborative Planning Team includes all of the Federal, State, and local agencies that operate in Mono County. These include: Benton Paiute Reservation, Bridgeport Indian Colony, CA Dept. of Fish and Wildlife, Caltrans, Lahontan Regional Water Quality Control Board, LADWP, Town of Mammoth Lakes, Mono County, National Park Service (Devil s Postpile and Yosemite National Park), USDA/USFS (Humboldt-Toiyabe National Forest and Inyo National Forest), BLM, US and Nevada Fish and Wildlife, and US Marine Corps Mountain Warfare Training Center. The CPT is an advisory board that allows the agencies to communicate with each other and coordinate on items of interest. The CPT may make endorsements, and meetings allow for an agency roundtable discussion. This Board is structured under the County and is not one created by the Town. Mono County is responsible for administration of the meetings. John Eastman, Councilmember J0 Bacon, Mayor Pro-tem (alternate) Quarterly meetings, the last Thursday of July (next meeting is scheduled for July 31, 2014), October, January, and April in the Town/County Conference Room. Meetings usually last for half a day. Staff also attends these meetings and may serve as an alternate. 2. Town and County Liaison Committee The Town and County Liaison Committee include two Town Councilmembers and two Mono County Board of Supervisors as members. Staff from the Town of Mammoth Lakes and Mono County participates in this Committee. The purpose of the Committee is to have an open meeting process to discuss items of mutual interest and to have a process in place to give updates on projects and work programs of mutual interest and benefit. Town staff administers and schedules these meetings. This committee was established by policy and is not legally required. Councilmembers assigned to the Committee are selected by the Council, and the number of members may be modified and/or may include staff as a member and/or alternate. The Committee is subject to the requirements of the Brown Act. 2

Meetings may be adjusted and/or cancelled based on members availability, agenda items, or other conflicts. An alternate is not required. 3. Manimoth Unified School District (MUSD) Liaison Conunittee The MUSD Liaison Committee includes two Town Councilmembers and a representative from the Mono County Office of Education (MCOE) Board, along with staff from the Town of Mammoth Lakes, MUSD, and MCOE. Deanna Campbell of Cerro Coso Community College has also recently begun attending. The purpose of the Committee is to have an open meeting process to discuss items of mutual interest and to have a process in place to give updates on projects and work programs of mutual interest and benefit. Town staff administers and schedules these meetings. This committee was established by policy and is not legally required. Councilmembers assigned to the Committee are selected by Council policy, and the number of members may be modified and/or may include staff as a member and/or alternate. The Committee is subject to the requirements of the Brown Act. If retained, this committee may be reduced to one Councilmember and a staff person (Town Manager currently attends). J0 Bacon, Mayor Pro-tern Michael Raimondo, Councilmember The third Tuesday of even months from 3:00-4:00 p.m. at the MUSD Offices (461 Sierra Park Road). (Meetings may be adjusted and/or cancelled based on members availability, agenda items, or other conflicts.) 4. Mammoth Mountain Ski Area (MMSA) Liaison Committee The MMSA Liaison Committee includes the Mayor and Mayor Pro-tern, along with staff from both the Town of Mammoth Lakes and MMSA. As the Town s largest employer and major attraction for visitors, there are a number of items of mutual interest that impact and benefit both parties that are discussed. The purpose of the Committee is to have an open meeting process and a formal process in place to give updates on and to discuss these items. Town staff administers and schedules these meetings. This committee was established by policy and is not legally required. Councilmembers assigned to the Committee are selected by Council policy, and the number of members may be modified and/or may include staff as a member and/or alternate. The Committee is subject to the requirements of the Brown Act. 3

4 Rick Wood, Mayor J0 Bacon, Mayor Pro-tern Generally occurs quarterly, the second Monday of every 3 months (January, April, July, October) frorn 2:00-4:00 p.m. The meeting location alternates between Town and MMSA conference rooms. (Meetings may be adjusted and/or cancelled based on members availability, agenda items, or other conflicts.) 5. Town, Mammoth Community Water District (MCWD), and Inyo National Forest (USFS) Liaison Committee The TOML, MCWD, and USFS Liaison Committee include two Town Councilmembers, two MCWD Board members, and staff from all three agencies. The purpose of the Committee is to have an open meeting process to discuss items of mutual interest and to have a process in place to give updates on projects and work programs of mutual interest and benefit. This committee was established by policy and is not legally required. Councilmembers assigned to the Committee are selected by Council policy, and the number of members may be modified and/or may include staff as a member and/or alternate. The Committee is subject to the requirements of the Brown Act. This Committee may be modified with a future consideration to include or be given to Mammoth Lakes Recreation and Town Staff As the committee has two current Councilmembers assigned, and a final decision may also be made at a later date. Jo Bacon, Mayor Pro-tem Michael Raimondo, Councilmember This Committee is administered by MCWD and therefore MCWD is responsible for scheduling these meetings, as needed. 6. Chamber of Commerce The Chamber of Commerce Board meets to discuss and act on items such as community events, Chamber events and business, Chamber work items, business support, among other things. The Chamber currently has a number of active projects and work program items geared to help support Mammoth s business community. The Town Council appointment serves as an ex officio member and does not have voting authority for this Board. It is not a required appointment. Consideration may be given to have the Town s MLT representative, either formally or informally through the affiliation with MLT, as the appointment in an ex-officio position (does not vote and is not required to vote). 5 Second Wednesday of each month from 3:00-5:00 p.m. at MLT offices. 7. Hispanic Advisory Committee It is the Mission of the Mammoth Lakes Police-Community Hispanic Advisory Committee to build a bridge of communication and understanding between law enforcement and the Hispanic community to improve relations and trust in each other through education and cultural collaboration while improving the quality of life for all residents. The purpose of the Committee is to have an open meeting process to allow open communication between the Police Department and the Hispanic Community. The Committee does not require an appointment. As a non-voting member of the committee there is not a need to have a formal appointment. A Councilmember may attend. Staff will continue to keep the Council informed of the activities and encourage council members to attend the organized community meetings. The Police Department is responsible for administration of this meeting.
