3 SECOND VICE PRESIDENT DUTIES (1-Year Term)* Article VI, Section 3, of the Bylaws It shall be the duty of the 2 nd Vice-President to perform all the duties of the Vice-President in their absence, and they shall serve in the absence of the Vice- President. The 2 nd Vice-President is hereby empowered to act in a reasonable and proper manner to perform duties delegated in this Article and in particular, in a manner consistent with the direction of the President and consistent with the policies of the current administration Oregon APCO-NENA Procedure Manual Perform all of the duties of the Vice President in his/ her absence Serve as resource to the President Participate on the Finance Committee Participate in the Annual Review of the Strategy *This is a progressive position, requiring a three year commitment. 2nd Vice Presidential Candidates Mark Chandler, WCCCA Mark Chandler is currently the Performance Manager for Washington County Consolidated Communications Agency (WCCCA) and has been employed by WCCCA for over 22 years. Mark Chandler was born and raised in Portland, OR and currently resides there with his wife, son and two dogs. Mark began his career in public safety as a Telecommunications Specialist in the United States Coast Guard. In 1994, immediately following his 4-year enlistment, Mark was hired by WCCCA as a call taker/ dispatcher. During his time as a line-level employee, Mark was a call taker, police dispatcher and multi-discipline (police and fire) dispatcher. He was also was a coach/on-the-job trainer and served multiple terms as president and vice president of the dispatcher s union. In 2002, Mark was promoted to the position of Operations Supervisor and successfully fulfilled the duties of a front-line supervisor for 8 years. In 2006, Mark earned Oregon APCO/NENA s Supervisor of the Year award. In 2010, Mark was promoted to his current position of Performance Manager. As the Performance Manager, Mark has oversight over hiring, training, quality improvement, human resources, public education, public information, policies and directives, labor contract management, and accreditation. Mark is also the Vice Chair of the Washington County EMS Advisory Council and has recently been assigned as the PSAP representative of the Oregon State EMS Committee.

4 2nd Vice Presidential Candidates Steve Watson, Columbia County It is my pleasure to accept the nomination for 2 nd vice-president for the Oregon Chapter of APCO/NENA. The Oregon 911 community has a long history of outstanding leadership. Many people, both past and present, have devoted a tremendous amount of time and energy to improving 911 in Oregon. As a longtime member of the Oregon chapter, I have a firsthand view of the very valuable work of the chapter and believe that we are recognized around the region and the nation. I began my 911 career in 1988 at the City of Portland working in the old bunker on Kelly Butte. After a 2-year stint at BOEC, I got out of the business for a couple of years. In February of 1991, I was hired at Columbia 911 Communications District in St. Helens. I have been extremely fortunate in my time to work as a Communications Specialist, Supervisor, Technical Manager, Operations Manager and the Executive Director since January Columbia 911 has been built on partnerships, hard work, clear vision and determined employees. I will use my experience and training at Columbia 911 to continue the work of the chapter. It is my sincere desire to work in a more active role with the all members of the chapter as we face continuing challenges in the near future. I would appreciate your vote and your support for the 2 nd Vice President position for SECRETARY DUTIES (2-Year Term) Article VI, Section 4, of the Bylaws It shall be the duty of the Chapter Secretary to: Keep a complete roll of the membership of this Chapter, in cooperation with the Membership Committee; Maintain the records, files, and library of the Chapter and handle its general correspondence; At each session make a full report of their activities to the Membership; Promptly deliver all books and papers to whomever the Board of Directors may designate; Provide for the notice and keeping of minutes and records of the sessions of the Chapter; supervise the general conduct, planning and activity of the quarterly sessions; and provide for the official requirements of the Board of Directors during these and other meetings of such bodies; Serve as the Secretary of the meetings of the Board of Directors; Assist the committees of the Chapter by furnishing them with information. Subject to the policies determined by the Board of Directors, authority of the Secretary in the discharge of duties includes the power to: Provide for printing and recording facilities; Provide information and other services as necessary to perform duties; Incur reasonable and proper expense in the performance of duties and the operation of office.

5 SECRETARY DUTIES (2-Year Term) Oregon APCO-NENA Procedure Manual Prepares the Meeting Summaries for the E-Board Meetings Prepares the Meeting Summaries for the Quarterly APCO- NENA Business Meetings Manages the Membership Roster & gathers copies of the rosters from National APCO and NENA for the Membership Committee or as requested by members Maintain the records, files and library of the chapter and handle its general correspondence Assist committees of the chapter by furnishing them with information, as requested Annually Audits the Chapter Listserv (Oregon APCO-NENA Yahoo Group) Triages incoming from Oregon APCO-NENA Website and sends it to the proper E-Board Members for follow-up Gathers Scholarship Applications from Members (via Google Form) & prepares list for E-Board reviews and award discussions Provides Announcements to the Membership regarding open scholarships, award nomination periods and any other business at the request of the Oregon APCO-NENA E-Board leadership May assist with setting up the electronic Election process at the December meeting, in concert with the Membership Committee Updates the Oregon APCO-NENA Letterhead with key contact information after each election Updates the website with job announcements Updates social media sites ( oregonapconena and with association information Secretary Candidates Erica Stolhand, Hood River 911 Erica has been with Hood River 911 since 1998 working as a dispatcher, trainer, supervisor and now as director. She has been a member of Oregon APCO since 2010 and has been active in the Awards and Public Education Committees. Erica has served as Secretary in years past with her local volunteer fire departments where she was a member. She is also currently working on her APCO RPL certification, which she has almost completed.

6 CHAPTER COMMERCIAL ADVISORY MEMBER (CCAM) DUTIES (2-Year Term) Article 6, Section 6, of the Bylaws The CCAM provides a liaison between the Oregon Chapter Board of Directors and the commercial members of the Chapter. In addition, the CCAM provides a liaison with the Chapter s Commercial Advisory Committee. The CCAM provides a means of establishing open communication lines between the Chapter Commercial Members, the Chapter Commercial Advisory Committee, the Chapter Board, and the Chapter non-commercial members. The CCAM shall have voting privileges during the Chapter Board Meetings. Oregon APCO-NENA Procedure Manual Provides a liaison between the Oregon E-Board and commercial members of the chapter. Provides a liaison to the Commercial Advisory Committee Assists in coordination and recruitment of vendors and scholarship sponsors for the Annual Fall Conference CCAM Candidates Kevin Farley, Cascade Mobile, Inc. Kevin is the Land Mobile Communications Manager at Cascade Mobile, Inc. of Longview, WA. Cascade designs, installs and maintains mission critical communications systems and 911 equipment. He has been involved with emergency communications, the 911 community and has been active in the Oregon Chapter of APCO- NENA since Kevin has been involved with the annual Training Conference Vendor Show since 2010 and has been the Commercial Council Advisory Representative (CCAM) for the past two years.

7 ELECTION PROCESS OREGON APCO/NENA PAST PRESIDENTS ARTICLE 3, SECTION 3: ELECTION OF OFFICERS The election of officers shall be held in the following manner: At the Fall Conference, the Membership Committee will seek nominations from the membership. Approximately 30-days prior to the Winter Meeting, the Membership Committee will distribute candidate information for election consideration. Approximately 1-2 weeks prior to the Winter Meeting, the Membership Committee shall prepare and open the electronic voting poll.
