CALL TO ORDER/PLEDGE OF ALLEGIANCE 2. MOMENT OF SILENCE: To recognize and honor the efforts of the American Service Members and Public Safety Personnel. 3. PUBLIC COMMENT: The public may address the Board on any item of interest that is not on the Agenda and is within the District s jurisdiction. For items that are on the agenda, public comment will be heard when the item is discussed. CONSENT CALENDAR: The Consent Calendar includes routine financial and administrative actions and is usually approved by a single majority vote. There will be no discussion on these items prior to voting on the motion unless Board Members, the public or staff request specific items be discussed and/or removed from the Consent Calendar. A. Board Members Absent: Ron Spradlin Staff Present: Deputy Fire Chief Jason Robitaille, Rose Beristianos and Karlene Cleland Staff Absent: Fire Chief Kim Olson 4. PUBLIC COMMENT: Sherry Oliver, Betty Booth and Cindy Green of the Red Hats Ladies group made a presentation of 13 aprons to the fire fighters that they made for them. Mike Siligo wanted to follow up on a few things that were going on when he was Chief: The Building Ordinance, he wanted to know if this was going to continue to be pursued or dropped. He wanted to know what was going on with the signage at the Burson Station. He said the Valley Springs Station looks great. He was curious about communications with South Camanche about collecting for services in that area and suggested meeting with East Bay MUD Board of Directors on the subject. On the subject of Dispatch he understood that there was communications with the county and the Sheriff in regards to the quality of dispatch. He said that he is a little disappointed in regards to the conversations in the past of the consolidation and the subject of paid Captains being equal between Jenny Lind and Foothill, which he doesn t see. 5. 4 Dennis Petersen made the motion and Ken Glissman made the 2 nd to approve the Consent Calendar with the exception of Transmittal Batch OH which Keith Hafley requested clarification on. Vote: After clarification of Transmittal Batch OH Tim Runion made the motion and Bob Hazleton made the 2 nd to approve Transmittal Batch OH Vote: FINANCE BUSINESS: Bob Hazleton said that we are moving along at the pace that we thought we would. We need to be cash sensitive with strike teams as far as tracking costs with each event to keep on track. 7. AUXILARY REPORT: None 8. FIRE FIGHTER ASSOCATION REPORT: Captain Roy Estakhri wanted to let the board know that the fire fighters have stepped up to the plate and are spread thin but are making it work. He also said that some of the fire fighters are even taking time from their regular jobs to come in and cover at the stations. He also wanted to let the board to know that this is the time of the year that the fire fighters have the opportunity to make more money on strike teams than working at the stations. 9. COMMITTEE REPORTS: None 10. CORRESPONDENCE: None 11. UNFINISHED BUSINESS: None 12. NEW BUSINESS: A. Presentation by Fire Recovery USA Justin Powell made a presentation of mitigation rates that are typical for incident responses that the department could benefit from collecting from the insurances companies. His company would bill the insurance companies on behalf of the Fire Department and would receive 20% for that service with a year to year contract. B. Discussion/Action Board Meeting Policy Dennis Petersen made the motion and Tim Runion made the 2 nd to accept the updated and corrected policy. Vote C. Discussion/Action - Election of Officers Dave Sant made the motion and Ken Glissman made the 2 nd to leave the officers as they stand and revisit the election in December. Vote: D. Discussion/Action - Travel Policy Ken Glissman made the motion and Dave Sant made the 2 nd to accept the corrected policy. Vote: E. Discussion/Action - Receipt Policy This item was pulled F. Discussion/Action Payroll Resolution Ken Glissman made the motion and Bob Hazelton made the 2 nd to pass the resolution. Vote: 8-0-1

5 G. Discussion/Action Mitigation Rate Resolution Ken Glissman made the motion and Bob Hazelton made the 2 nd to pass the resolution. Vote: BOARD OF DIRECTOR AND FIRE CHIEF COMMENTS: Deputy Chief Robitaille reported that last month there were 129 calls, which was the most in the district. He said that the Captains are doing a phenomenal job. We have 3 engines out, two on the Rim Fire for the past 7 days and one in county for coverage for the last 6 days. Chief Olson is up north on the Complex Fire along with Chief Alpers, who is a liaison on the fire. Deputy Chief Robitaille had a meeting with the Rancho Calaveras Property Owners Association who have many ponds in need of clean up in our district and then with Cal Fire to work on a schedule to clean up access to those ponds. The interns in our program have volunteered 816 hours of their time in the district. There were 521 training hours last month. There is a lot going on and a lot has been accomplished. He is also proud of the fire fighters coming together and working as one team. He also stressed the value and importance of training and that being one of the factors of Chief Olson being able to go out on extended assignments like he has for the last 10 day. Chief Olson should be back September 4 th. Chief Robitaille reassured the Board that he is available for questions. Keith Hafley said that he would gather information on Micro Cell Towers for cell phone reception at the station for the fire fighters to receive fire calls. Bruce Brown wanted it known that there is research being done on the possibility of an Assessment and that it will be on the Agenda for next month. 14. ADJOURNMENT: Dennis Petersen made the motion and Dave Sant made the 2 nd to adjourn at 8:45 PM. Vote: 8-0-1
