1 STONES-BENGARD COMMUNITY SERVICE DISTRICT REGULAR BOARD MEETING Stone Road, District Office, Eagle Lake, Susanville, CA Phone (530) Monday, March 11, 2019 MINUTES ROLL CALL: Meeting called to order at 4:00 pm by Chairperson Kay Oring. Directors San Diego, Cheryl McCormack and Hart were present. Also present were General Manager Martin Balding and Secretary Sandy Jansen. One Vacancy. GUESTS: CONSENT CALENDAR: APPROVAL OF MARCH AGENDA APPROVAL OF FEBRUARY MINUTES OF THE REGULAR MEETING. APPROVAL OF PAYMENT OF BILLS FEBRUARY BILLS: Fire: ; Sewer: 2, APPROVAL OF TREASURER'S REPORT. Secretary Sandy Jansen presented the treasurers reports for February. Reports are attached. The treasurer position is vacant. **A motion was made by Director San Diego with a second by Director McCormack to accept the March Agenda, approve minutes for February, approve Treasurer's report as presented and approve the payment of February bills as presented. Motion carried. COMMITTEE REPORTS: Fire Chief: none General Manager Balding: report is attached. Martin reported that he is on the Treasury Oversight committee. Our agency note will be coming due this spring. John Huddleston did some snow plowing of the roads while Martin was gone. Pine Creek is just starting to run. Secretary s report: All is going well. The board reviewed the percent of the budget used vs the percent of the fiscal year completed. Notices to delinquent waste water property owners have been sent out. BOARD MEMBER ITEMS:

2 Page!2 Director San Diego has completed webinars on Special District requirements. She printed out the information. She asked the board if they want to pursue "Certificate for Transparency" or Certificate of Excellence." The transparency may be more attainable. Director Hart reported that this may be his last meeting since he will be moving to Hawaii soon. Chairperson Oring had a booklet from Special District Association regarding planning for weather related emergencies and long-term planning for disasters. WEBSITE MANAGER: PUBLIC COMMENT: CORRESPONDENCE: Thank you note from Spalding fire for donation was read. OLD BUSINESS: DISCUSS/ACTION: Procedure for unpaid waste water bills. The draft was reviewed and will be brought back to the Board next month. DISCUSS/ACTION: Updating of By-laws and Brown Act amendment, agendas. **Chairperson Oring moved and Director McCormack seconded a motion to table this discussion until next month. Motion carried. DISCUSS/ACTION: RV Park and weed abatement. No response from property owners. DISCUSS/ACTION: Newsletter. Director McCormack moved and Director San Diego seconded a motion to approve a newsletter to be put together and mailed out as soon as possible. Motion carried. NEW BUSINESS: DISCUSS/ACTION: Authorize General Manager Balding to re-invest agency note. **Director San Diego moved and Director Hart seconded a motion to authorize General Manager Martin Balding to reinvest the agency note with the County as he sees the best for the District. Motion carried. DISCUSS/ACTION: Discuss and approve amount to invest. **Director San Diego moved and Director Hart seconded a motion to reinvest the agency note funds at a maximum of $270,000. Additional funds to total the maximum of $270,000 will come from Capital Improvement fund (236). Motion carried. DISCUSS/ACTION: Approve Resolution to request change of dates of terms of office from odd to even years. Resolution The Resolution was read out loud. **Director San Diego moved and Director San Diego seconded a motion to pass the Resolution regard dates of terms of office to even years. Motion carried. Ayes, Oring, San Diego, McCormack and Hart. No noes.

3 Page!3 A letter will be sent to all voters of the District by the county after pproved by the Board of Supervisors. DISCUSS/ACTION: Discuss any changes to year-end waste water billing. One change will be the Ordinance Number. ADJOURNMENT: The next meeting will be held on Monday, April 8, 2019, 4:00 pm. 4 Page!4 BOARD MEETING Monday, March 11, 2019 at 4pm Notes by Martin Balding, General Manager NO SPILL REPORT: The monthly "No Spill" report has been made for February. POWER OUTAGES: None to report SNOW REMOVAL: The District plow, with a volunteer operator, has been keeping the lanes open, including Lahontan Heights, Bengard Way, Stoney Lane, Juniper Lane, and Castle Rock. The Office and Fire Station area is kept open, and at times the Boat Launch area is plowed because it is used as a Landing Zone for the medical helicopter. LAHONTAN: No news. LIFTS STATIONS AND PONDS: The level of frozen ponds one and two is 3' with spilling into basin three. Wastewater flows from Stones and Buck's Bay to the ponds was 6,365 gallons per day last week. LAKE LEVEL, EVAPORATION AND PRECIPITATION: Lake Level measured November first on a calm day at the Spalding boat ramp was 5,094.2'. On March 11th it was 1.38 feet higher at 5, feet. Recent precipitation, mostly snow, has amounted to six inches with no evaporation to record. Also, on March 11th Pine Creek was running slowly, awaiting rain or a thaw to become a torrent. HOMEOWNER SYSTEMS: Only one, and it is awaiting spring for a check of the tank floats. PUBLIC GREEN WASTE: Rebuilding after a burn down last year. Note: The site is for "STONES/ BUCK'S RESIDENTS ONLY, others may be cited" FIRE PERMITS: NOT needed now but you are responsible, call 257 BURN before starting. SOLAR SYSTEM: Since September ,400 kwh has been generated with a retail value of $10, WATER STORAGE TANKs: Both the Buck's Bay and Stones water tanks are empty until the fire season. FIRE AND MEDICAL CALLS: A big Rig fire on 139. We responded and supplied water to Cal Fire. ROADSIDE TRASH: From Stone Road, and A-1 from 139 to Buck's Bay is being patrolled. A FIRE CHIEF IS NEEDED! We need a Chief and also Volunteers. Volunteers Dean Schmanski, John Hudleston, Jack Thomas, Dave Wells, Martin Balding, Jim Cox, and Tim Adler attend our meetings

5 Page!5 when they can. Meetings are held at NINE AM every Saturday morning. Join us. Women are welcome too! CAL FIRE GRANT: Our District has applied for a Cal Fire Grant requesting funding for a BobCat Tractor with attachments. Sandy, our secretary, worked diligently to get multiple and snail mail copies sent on time. GREEN 911 SIGNS: They are free for the public on request. ANOTHER WELL: Lassen County is considering a shared cost well at Buck's Bay on the County parcel.
