1 ROLL CALL: STONES-BENGARD COMMUNITY SERVICE DISTRICT REGULAR BOARD MEETING Stone Road, District Office, Eagle Lake, Susanville, CA Phone : (530) website: stonesbengardcsd.org stonesb@frontiernet.net Monday, April 9, 2018 MINUTES Meeting called to order at 404 pm by Vice Chairman Cheryl McCormack.. Directors Mowrey, San Diego, and Hart were present. Director Oring was absent. Also present was Secretary Sandy Jansen, General Manager Martin Balding. CONSENT CALENDAR: APPROVAL OF APRIL AGENDA. APPROVAL OF MARCH MINUTES OF THE REGULAR MEETING. APPROVAL OF PAYMENT OF BILLS March Fire: $1,310.23; Sewer: $4,865.01; Cap Imp: $00 APPROVAL OF TREASURER'S REPORT. Rejina Mowrey presented the April report of March activity Treasurer's report. **A motion was made by Director Mowrey seconded by Director Hart to accept the Agenda, approve minutes, approve Treasurer's report and approve the payment of March bills as presented. Motion carried. GUESTS: none COMMITTEE REPORTS: Fire Chief : No chief at the present time. General Manager Balding's report was read and is attached. Martin Balding reported that there is turbidity in the water from the new well. He will call the County since we are on County land and see what is the next step. Probably having the water tested. Secretary s report. All is going well. Sandy reported on correspondence. Board Member Items: Director McCormack suggested a letter go out to property owners and let them know that as of May 1 burn permits will be required. Burn ban may go into effect as early as June 1, date to be announce by Cal Fire later. Also residents who are planning on burning must call (530) to find out if it is burn day. Also this letter would remind residents of the green waste area by the fire station for Stones-Bengard residents' use.

2 Page!2 **Director San Diego moved and Director Hart seconded a motion to send out this letter as soon as possible. Motion carried. WEBSITE MANAGER: no report PUBLIC COMMENT: none CORRESPONDENCE: A letter was received from California Fire Foundation regarding grant opportunities. The awards will probably be between $2,500 and $15,000. Director McCormack will look into this grant. Deadline is June 15. Sandy asked if the sewer billing for the two owners of the RV park and resort will remain the same as last year for the upcoming summer season. The Board decided to leave the fees the same. A letter was received from Firewise communities stating that Stones Bengard has been a Firewise community for 10 years. In appreciation new metal signs will be sent out to the district. The board felt it is a good idea to put the new signs at Buck's Bay since currently they do not have any signs. OLD BUSINESS: DISCUSS/ACTION: Electric garage door openers. **Director McCormack moved and Director San Diego seconded a motion to cancel installation of the electric garage door openers. Sandy Jansen will notify the installer. Motion carried. DISCUSS/ACTION: DISCUSS/ACTION: Discussion on Ethics Training. Directors Mowrey and Hart are working on completing this training. DISCUSS/ACTION: Public Meeting and Yard Sale.. Discussion was held regarding an annual meeting and a bar-b-que to encourage folks to come out and mingle. **Director Mowrey moved and Director San Diego seconded a motion to approve a public meeting and barbeque this summer. Date and details to be determined next month. Motion carried. We will continue this discussion. DISCUSS/ACTION: Updating of By-laws. This issue needs to be addressed. The board decided to take Article 1, 2, and 3 next month. The Board will update, add and revise any needed portions. NEW BUSINESS: DISCUSS/ACTION: Leak in Ceiling and Roof. Martin Balding reported that it is probably at the junction of the roof lines under the solar panels. Diretctor Mowrey had concerns on mold in the wet areas. Director Hart mentioned maybe the roof screws should be tightened. This will be continued. DISCUSS/ACTION:

5 Page!5 BOARD MEETING Monday, April 9, 2018 at 4pm Notes by Martin Balding, General Manager NO SPILL REPORT: The monthly "No Spill" report for March has been made to the state. LAHONTAN: no news. LIFTS STATIONS AND PONDS: The level of ponds one and two is 3.0' and now lightly spilling into basin three. Wastewater flows from the Stones Lift Station to the ponds averaged 5,661 gallons per day for last week. Pump Stations are in good order. LAKE LEVEL, EVAPORATION AND PRECIPITATION: Lake Level estimate is 5,096.04, up a foot from the low point last fall and seven inches below the high point last spring. Precipitation for March totaled 3.86 inches and our recent storm gave an additional 1.26 inches. STAND BY GENERATOR: OK HOMEOWNER SYSTEMS NEEDING WORK: Three systems, two OK now, one awaiting. PUBLIC GREEN WASTE: All slash has been burned, ready for more. A larger new sign stating that use is for "STONES/ BUCK'S RESIDENTS ONLY, others may be cited" has been installed. FIRE PERMITS: The Grasshopper Station is now closed, no permits required but check in at (257 BURN), Air Pollution Control to make sure it is a burn day. SOLAR SYSTEM: Since September ,360 kwh has been generated with a retail value of $7, We will have an excess again to sell back to LMUD WATER STORAGE TANKs: Both the Buck's Bay and Stones water tanks are empty and need to be filled for the fire season. A SPURGE SCOURGE: A plant seen at about thirty homes in the Stones area is an envasive species that must be eradicated. Your manager pulled Spurge on a 20 foot square area on Juniper Lane with excellent results. It can easily be removed when the soil is moist and soft, a method preferable to the use of herbicides, or at least a first step in eradication. This was discussed with Tom Getts, the Lassen County control person and he wants to get a crew out to do more work. ANTELOPE CAMP #25: The Antelope Inmate Camp Fellows did an amazing amount of work in the area behind the fire station and it looks like a park. Is a public gathering, a Customer Recognition time, planned for this summer? CAL FIRE AND MEDICAL CALLS: None WELL WATER: There is turbidity appearing in the our well water. It needs to be tested. FIRE PREVENTION GRANTS: PG&E is offering grants. We have an application form. A FIRE CHIEF IS NEEDED! We need a volunteer Chief and we need Volunteers...always.
