1 2006 TOB Rules Congress Rules Congress Sunday, March 5, 2002 Holiday Inn Denver, PA Roll call of chapters and identification of voting participants. Chapter 1 Dick Ludwig Generally, the chapter is going well, with a few new members. Eighteen bands competed at the chapter championships. Chapter 2 Mike Briody The chapter is hoping to grow to 14 this year, with some members returning. The chapter is stable financially, with scholarships awarded each year. Chapter 3 Jim Morrison George Growcott Other: John Eckstine Twelve or thirteen bands competed in championships last year. Chapter 4 Jeff Dent Membership is maintaining with some bands exploring membership next year. They are beginning to rotate championship sites. Chapter 5 Stan Ruchlewicz Howie Lore Membership is maintained at the same level. Financially, the chapter is doing well. There may be an additional contest in the chapter. Chapter 6 Jim Corle Susan Fulginiti There were eleven shows with 128 bands participating. The chapter rule about no band beginning after 9:30 was extremely successful. Outdoor membership was down a bit, but 24 bands competed in chapter championships Chapter 7 Bill Lehmkuhl Membership is expected to increase by a few bands. Chapter 8 Marty Altman Teresa Ross Twenty bands competed in championships. They expect some bands to return from other organizations in the fall. The chapter is looking at scholarships.

2 2006 TOB Rules Congress 2 Chapter 9 Groome Mears Brian Cass Other: Grady Hess Total membership remains approximately the same, with some active and some inactive. Scholarships continue to be awarded. There were 29 bands in chapter championships this year. Chapter 10 Ray Troxell Dan Groth The chapter had 10 bands in the championship show. This is the same as past years. The scholarship program continues with a scholarship essay being required. Chapter 11 Chapter 12 Not present Not present Chapter 13 Larry Jackson Jon Louthian The fall season was successful with some big shows. The membership is stable with some returning bands. There is an effort to create a state championship show in West Virginia. The Maryland championship show is still being explored. The chapter has a successful scholarship program. With 18 voting representatives present, ten votes will be required to adopt changes. NJA / Caption review Music John Bugosh There were noted improvements this year. Four new judges were approved in the fall. There were some complaints about new judges being added in the end of the season. There were seven protests this year, an increase from past years. Experienced judges were the focus for some of the protests. Two have agreed to not judge music next year. The clinic will look for improvement in the understanding of the linear and how to judge within the system. Visual Tim Konziela Most shows used three judges plus an auxiliary judge. No written protests were received. Three letters of concern were received and addressed. Communication was improved with the sub caption people. Working with the Education Director, the parlor sessions were very successful. Instructor knowledge has improved, but the issue of instructors not listening to tapes prior to critique continues to be an issue. There were some problems getting judges to various chapters, given the rain situation.

3 2006 TOB Rules Congress 3 Percussion Joe Gabrielski The season was largely positive. No protests were received, but two concerns about scoring were received and addressed. There are four more judges being certified. Drum Major Ed Telecki There is a continued effort to help the student leader be successful in leading their bands. Of the 16 certified judges, there are 11 music majors. Joy Fasick helped with training and quality control in the caption. There is expected to be an increase in the use of drum majors at the clinic next year. There is an interest in some cross training of the judges, since there are only 4 or 5 judges being used each weekend. There is an interest to increase the number of drum majors attending the critique. Attire of the drum majors was a concern last year. Ed announced that he needs to step down as caption chair, but will help. Tabulation Elaine Arendas was not present. Timing & Penalties George Growcott One new judge was approved. The 2005 season was fairly quiet in terms of penalties. The clinic was more specific, with input welcomed from chapter coordinators and judges. Consistency is the main emphasis. NJA Director Dominic Fulginiti A few issues were addressed: 1) Where is the association going to go? The ACC continues to be a high quality show. There have been some misunderstandings of this show and how the scoring is applied. The study of comparing chapter scores to ACC scores reveals that the situation is improving. The average is 1.7 difference. Each judge is responsible for his/her own caption, with a clear placement of the top three placements. It seems that the seeding from chapter championships is placing the bands in the right place going into the show. 2) The location of ACC s This continues to be an issue, but is being investigated. There is no question about the facility being great in any weather, even though it may be colder. 3) Lack of support for TOB from member bands Ticket sales for ACC s are a concern. Thirty-three bands sold no tickets. The association does not want to impose a ticket requirement. There has only been one price increase in the past nine years. It is better to buy the tickets in advance, given the price at the gate. Ticket sales need to increase. Dominic asked for help and/or solutions to generate sales.

4 2006 TOB Rules Congress 4 It was suggested that maybe tickets could be made available earlier, or available on-line. 4) There is continued growth in the show sponsorship. This is positive. The website is kept updated on show dates. 5) There is positive growth in the association and the chapters. 6) There were some personnel changes this year: a. Chapter 1 Don Jenness is indoor coordinator b. Chapter 6 Jim Corle assistant coordinator c. Chapter 7 Greg Riley indoor coordinator d. Mike Remich Eastern Regional Director e. Kevin Bell Education (reassigned as a visual facilitator and indoor coordinator f. Ed Downs appointed ensemble facilitator for indoor 7) An NJA golf tournament is being planned for late June or in July. Members and judges are welcome. Kevin Wrightstone is coordinating and he should be contacted if you have any interest in participating. We need to get some sort of count to resolve the site. Education Director A written report was submitted by Kevin Bell. Twenty nine prospective judges showed interest, with 17 completing training and being approved. The ACC training program was not held. The pre-show parlor sessions were successful. These will continue in There is expected to be a series of pre-season summer clinics. More will come later on this. The clinic focus will be a stronger emphasis on the criteria reference and better understand by all on the philosophy for each sheet. By-Law proposals Eleven (11) proposals submitted Proposal # 1 Bylaw # 11 Submitted by: Larry Jackson / 13 An emphasis from the caption supervisors to the panel at ACC s to judge the same way that they have all year. If more groups are tied on their sheet, then so be it (if

5 2006 TOB Rules Congress 5 that s where the group is based on the rubric, then that s where they are!!) In point of fact, it should be noted that the "spread ranking" system fails in its implied goal of eliminating ties anyway... Add: Caption supervisors should emphasize to judges assigned to the Atlantic Coast Championship that the TOB linear with accompanying box breakdowns and rubric definitions remain in effect. Bands should be evaluated based on this established rubric, as they have been throughout the season. Move to adopt: Chapter 13_ seconded by Chapter 5_ Final vote: 14 yes 4 no Proposal # 2 Bylaw # 12 Submitted by: Chapter 7 Eliminate it, or enforce the rule. Any spots not filled because of a unit s inability to participate will be filled by the Championship Committee based on the next highest scoring eligible band Move to adopt: Chapter _10_ seconded by Chapter _7 Final vote: 18 yes 0 no Proposal # 5 Bylaw # 16 Submitted by: Chapter 4; Chapter 7 REMOVE: list of all qualified judges will be provided to each Chapter Coordinator.... REMOVE: paying established fees for his show unless a list of qualified judges..... There was no consensus to consider this proposal.

Change: 3 rd sentence: are required to to should remove the word successfully Move to adopt: Chapter 6_ seconded by Chapter _4 Final vote: _18 yes 0 no Proposal # 7 Bylaw # 18 Submitted by: Larry Jackson / 13 Have a double panel of judges in the box. Two GE visual, two GE music, two Ensemble Visual and two Ensemble Music judges. Panels would be physically separated. Scores are averaged to plug into existing scoring system. It was agreed to change the proposal to only double the general effect judges on the ACC (both music and visual) not ensemble judges. Remove: Panels would be physically separated.

8 2006 TOB Rules Congress 8 Move to adopt: Chapter _5_ seconded by Chapter _10_ Final vote: 6 yes _12 no Proposal # 8 Bylaw # 23 Submitted by: Regional Directors; Chapter 10 Add: Home school, private school, and/or cyber-school students may participate in a member high school s program only if the district or state has policies or regulations allowing participation. Schools with students enrolled in another school that has just been established in the district must submit a written request (from a district administrator) requesting participation. Students attending a high school within a district where a competitive marching program does not exist, may not choose to participate in a competitive program at another high school in the district unless they are enrolled and attend all classes in that school. Move to adopt: Chapter 10_ seconded by Chapter 2_ Final vote: 16 yes 2 no

9 2006 TOB Rules Congress 9 Proposal # 9 Bylaw # 26 Submitted by: CHAPTER 4 ADD: Invitational Awards will be presented in a separate ceremony prior to the start of Championship Awards of the ACC. It was agreed change the proposal to announce only placements, not scores, for the Invitational participants, prior to the start of the awards for the main ACC event. Move to adopt: Chapter 1_ seconded by Chapter _ Final vote: 17 yes 1 no Proposal # 10 Bylaw # 28 Submitted by: Chapter 7 Insert after first sentence of second paragraph ( dependent upon the availability of judges. ): NJA should only book enough shows for the amount of QUALIFIED judges it has on its roster. There was no consensus to consider this proposal.

Add: It is recommended that, Move to adopt: Chapter 6_ seconded by Chapter _10 Final vote: 16 yes 2 no Rule proposals Five (5) proposals submitted Proposal # 12 Rule # 5 Submitted by: Regional Directors Crossing over the boundary at any location on the front line as part of a designed form maneuver will result in a 0.5 penalty. An inadvertent crossing, reaching across the front line, or waiting for entry or reentry will not be penalized. Equipment must be placed within a reasonable distance (a few steps) off the sideline, if placed off the confines of the field.

Move to adopt: Chapter _10_ seconded by Chapter _ Final vote: 11 yes 7 no Proposal # 13 Rule # 7 Submitted by: Chapter 10 Delete: No parents, regardless of conditions, may enter the field. Add: Parents may be used if conditions warrant, but only by pre-approval of the chief judge as covered in existing By-Law 27 for safety reasons. There was no consensus to consider this proposal.

The staff may substitute any of the 4 when meeting with visual, music, special panel. The order for critique meetings will be 1. Visual(3), 2. Music(3), 3. Special(0 to 5). Each staff/band following this order through the judges.

At shows with 14 or more bands, each staff will meet minimum 2 minutes at each judge station as set by Chief Judge. 14 2006 TOB Rules Congress 14 Boundary Considerations It was suggested that the Congress allow the adjoining chapters to discuss these issues and resolve them regionally. The main request is to move Fairfax County Virginia from Chapter 12 to either Chapter 5 or 13. It was moved by Chapter 5 seconded by Chapter 9 to allow the chapters to discuss these issues in cooperation with the Regional Directors. Final vote: 18 yes 0 no The 2006 Rules Congress was adjourned at 3:15 p.m.
