1 MINUTES OF THE MEETING NFPA CORRELATING COMMITTEE ON FIRE AND EMERGENCY SERVICES PROTECTIVE CLOTHING AND EQUIPMENT 1801, 1951, 1971, 1999, 1992, 1994 SECOND DRAFT MEETING SAN DIEGO, CA NOVEMBER 2-3, November 2016 Agenda Items 1, 2 and 3: Call to Order, Roll Call of Members and Guests, Chairman s Remarks Correlating Committee Chairman Bill Haskell called the meeting to order at 9:00 a.m. and a roll call of members was conducted. Guests were asked to identify themselves. Agenda Item 4: Approval of the July 7, 2016 Teleconference CC Meeting The Minutes of the CC meeting held on July 7 were approved without changes by unanimous consent. To approve the JULY 7, 2016 Teleconference CC Meeting Minutes. MOTION CARRIED Agenda Item 5: NFPA Staff Liaison Report Chris Farrell provided the NFPA Staff Liaison Report. Agenda Item 6: Task Group on Project Definitions Karen Lehtonen provided an update on task group work. The group is currently working to compile all the definitions throughout the project. The ultimate goal will be to ensure definition consistency throughout the project. Agenda Item 7: Task Group on Product Labeling Karen Lehtonen provided an update on task group work. The task group has compiled a table that details the requirements as they should apply throughout the project. To have the Correlating Committee provide the labeling outline table to all of the project Technical Committee Chairs. MOTION CARRIED Agenda Item 8: Task Group on Firefighter Hazard Environment 2

3 Dan Rossos provided an update on task group work. The task group work is taking focus on the following areas: Ensuring each component of PPE performs consistently within the ensemble, Consistent performance requirements throughout the standard, and Matching performance requirements to the modern fireground environment. The NFPA Research Foundation is currently working on a project to define the hazard environment. Agenda Item 9: Task Group on Eye and Face Protection Robert Tutterow provided an update on task group work. The task group has compiled a baseline summary of current eye / face protection requirements throughout various NFPA standards. This summary includes type of protection and when it should used on the fireground. The task group has also developed an end user survey, which will be conducted in The Correlating Committee also re-affirmed that the Task Group should remain a part of the Technical Committee, given the depth of knowledge of the team. Agenda Item 10: Follow up on Certification Test Report Format Jeff Stull reviewed the work completed, including proposed standardized language and formatting for a simplified test report format. Deployment of this language / format will be discussed at future Correlating Committee meetings. Agenda Item 11: Additional level of detail to be provided by manufacturer in user information Jeff Stull led a discussion about the information that manufacturers provide to end users. Specific criteria will need to be developed before further action can be taken. Agenda Item 12: Consistency of Certified Product Listings Jeff Stull led a discussion about the current listings for certified products, which vary among the certification agencies. The Correlating Committee can seek consistency through a public comment to future standard revisions. A task group was formed to prepare this public comment. The new task group will by led by Harry Winer. Participants will include Steve Corrado, Tricia Hock, Beth Lancaster, Jeff Stull, and all Technical Committee Chairs. Agenda Item 13: Overall PPE Project Schedule Chris Farrell provided an update on the status of this effort. Agenda Item 14: NFPA 1801 Second Draft Review The second draft and ballot results were discussed and reviewed by the committee. 1 Second Correlating Revision was created by the committee and will go to ballot. 3

4 Agenda Item 15: NFPA 1951 Second Draft Review The second draft and ballot results were discussed and reviewed by the committee. Due to user feedback on the usage of NFPA 1951 products, the Correlating Committee voted to send NFPA 1951 back to the First Revision stage. Agenda Item 16: NFPA 1971 Second Draft Review The second draft and ballot results were discussed and reviewed by the committee. 12 Second Correlating The committee also discussed the possibility of NFPA publishing a user notice encouraging firefighters to launder their hoods and other PPE when it becomes contaminated. The committee agreed to form a new task group to develop the notice. Bruce Varner will lead the task group. Participants will include Jeff Stull, Rick Swan, Tim Tomlinson, Robert Tutterow, Dick Weise, and Harry Winer. Marni Schmid will also work with this group to prepare the final language. Agenda Item 17: NFPA 1999 Second Draft Review The second draft and ballot results were discussed and reviewed by the committee. 2 Second Correlating Agenda Item 18: NFPA 1992 Second Draft Review The second draft and ballot results were discussed and reviewed by the committee. 8 Second Correlating Agenda Item 19: NFPA 1994 Second Draft Review The second draft and ballot results were discussed and reviewed by the committee. 12 Second Correlating Agenda Item 16: Technical Committee Chair Reports TC on ELS: R. Athanas: Bruce Varner provided an update on behalf of Chairman Athanas. The TIA created for NFPA 1982 has passed the Technical Committee and Correlating Committee Ballots. It will be voted on at the upcoming Standards Council meeting. TC on EMS: T. Hock: Chairwoman Hock provided an update. Tricia also recommended that the 2020 Edition be eliminated, as there are two short cycles in the proposed standard cycle. The committee voted on and agreed to this proposal. Chris advised that the Standards Council would likely not accept the proposal. TC on HAZ: C. Baxter: Jeff Stull provided an update on behalf of Chairwoman Baxter. 4

5 TC on RPE: D. Rossos: Chairman Rossos provided an update on Task Group Work and NFPA Research Foundation projects. He also noted that there remained no NFPA 1984 compliant products and that DHS is investigating the possibility of funding development of such a product. TC on SCE: J. Metz: Chairman Metz provided an update on Committee work. He also noted that a new Task Group would need to be formed for NFPA 1951, based on the correlating committee action. TC on SPF: S. King: Chairman King provided an update on Committee work. There is a task group evaluating the new category of barrier hoods and more work remains. TC on TTO: B. Montgomery: Chairman Montgomery provided an update on Committee work. NFPA 1986 will be released shortly, and combination unit standards development work remains ongoing. TC on WFF: R. Swan: Chairman Swan provided an update on Committee work. Agenda Items 17 and 18: Old Business and New Business The next Correlating Committee meeting will be held via teleconference on Tuesday, December 13.
