1 Office of the County Clerk County of Canadian State of Oklahoma Board of County Commissioners Meeting April 6, 2015 Notice of the meeting and agenda were posted at 12:30pm on April 2, 2015 at the Canadian County Courthouse, 201 N. Choctaw Ave., El Reno, OK 73036, according to the provisions of 25 O.S The Canadian County Board of County Commissioners met at 9:00am in the Public Meeting Room. Those members present were Commissioner David Anderson, Commissioner Marc Hader and Commissioner Jack Stewart. Agenda item #1: Chairman Stewart called the meeting to order. Agenda item #2: There were no comments from the public. Agenda item #3: Stewart moved, seconded by Hader to approve the resolution authorizing and approving the incurring of indebtedness by the Trustees of the Canadian County Educational Facilities Authority to be accomplished by the issuance of lease revenue bonds, bonds, notes or other evidences of indebtedness in one or more series on a tax-exempt or taxable basis, at a premium or discount, in the aggregate principal amount of not to exceed Five Million, Five Hundred Thousand Dollars ($5,500,000) to provide funds to Independent School District No. 76, Canadian County, Oklahoma ( Calumet Public Schools or the District ) required to complete the acquisition, construction, equipping, renovating and remodeling of school buildings, acquiring school furniture, fixtures, and equipment and acquiring and improving school sites; establish a reserve fund, if any, capitalize interest and pay costs of issuance and all matters related thereto, including but not limited to the waiver of competitive bidding thereof; and declaring an emergency. Upon roll call: Stewart, yes; Anderson, yes; Hader, yes. The motion passed 3-0. (Clerk's Misc. File No ) Agenda item #4: Hader moved, seconded by Anderson to approve the additions (Appendix B and F(i)) to the previously approved Agreement for Road Use, Repair and Improvements (CMF , approved March 17, 2014) between Kingfisher Wind, LLC and the Canadian County Board of Commissioners. Upon roll call: Stewart, yes; Anderson, yes; Hader, yes. The motion passed 3-0. (Clerk's Misc. File No ) Agenda item #5: Hader moved, seconded by Stewart to approve the Memorandum of Understanding between Canadian County District #1 and the Union Pacific Distribution Services Company (UPDS) pertaining to the use of Jones Road for transportation by UPDS. The motion passed 3-0. (Clerk's Misc. File No ) Agenda item #10: Anderson moved, seconded by Hader to approve the Monthly Report for the Canadian County Treasurer, March (Clerk's Misc. File No ) The time was not yet 9:30am. Stewart moved to agenda item #12. Agenda item #12: Undersheriff Chris West reported there were 206 inmates in the county jail, 27 female and 20 male inmates in the Pottawatomie County jail and 1 female inmate in the Dewey County jail. Stewart returned to agenda item #11. Agenda item #11: The time being 9:30am, bids were opened for Bid #2015-#18 Sale of Tractor / District #2. Hader abstained as he was not present at the March 23, 2015 meeting. Anderson moved, seconded by Hader to approve the March 30, 2015 meeting minutes. Upon roll call: Anderson, yes; Hader, yes. The motion passed 2-0. Stewart abstained as he was not present at the March 30, 2015 meeting. Agenda item #14: Under new business, Hader informed the Board of a review of the bidding process for services and contract labor that was presented at the recent ACCO meeting. Hader requested an agenda item for April 13, 2015 to allow for more discussion of this topic. Stewart informed the Board of a request for support of HB1775 by Oklahoma Citizens for Aggregate Benefits. No action was taken. Anderson stated the leaks in the roof(s) had been addressed. The Board determined to wait an additional week to consider approval of the final payment to CCRS. Anderson requested an agenda item for April 13, 2015 to consider the final payment. There was discussion of air conditioning problems in the Courthouse and jail. The Board discussed obtaining a proposal from the phone consultant to proceed further in evaluating the phone system. Stewart stated he would contact the consultant and request the proposal for services. Agenda item #15: Anderson moved, seconded by Hader to approve appropriations and transfers.
