APPROVAL OF MINUTES (3.1) CHIEF CLEMONS MOVED to approve the minutes of the July 12, 2018 meeting; Chief N. Orndoff seconded the motion. Roll Call Vote: AYES Chief Clemons, Chief N. Orndoff, Deputy Chief Lupton, Chief G. Orndoff, and President Rockx. MOTION CARRIED (5/0) CHAIPERSON S REPORT Chairman Aveni welcomed everyone to the meeting. Dana Campbell, new Fiscal Specialist for the CMFRD, was introduced to the committee. She comes to us from the City Treasurer s office where she spent the past 4 years. MANASSAS FIRE AND RESCUE DEPARTMENT S REPORT Chief Clemons reported that the new recruits are nearing the end of their six week recruit class. They will spend two weeks on day shift familiarizing themselves with driving and the streets; then on September 3 rd will start their new shift assignments. Captain Halman, FF Boensel, Captain Fox and other staff have been working tirelessly with the recruits. Summer camp has concluded for Both freshman and sophomore camps were well received, as usual. Freshman camp was shortened by one week, but the campers seemed to still have fun. Master Tech Eichhorst will lead the summer camp programs next year. He worked closely with Master Tech Shafer this year in order to facilitate the transition. Fire and Rescue Committee Minutes of the August 9, 2018 Meeting Page 1 3

4 The new Engine has been delivered and is at Logistics. Once equipment has been mounted, an in service date will be recommended. Battalion Chief Nary and Chief Clemons attended the Fire Rescue International (FRI) conference in Dallas earlier this month. Yesterday, the quarterly EOC exercise was held. Representatives from Fairfax County were there to share their experience(s) and lesson(s) learned from the Forest Glen Senior Apartment fire that displaced over one hundred people in early May MANASSAS VOLUNTEER FIRE COMPANY S REPORT Chief Orndoff reported that EVOC 1, 2 and 3 are being taught at Station 501. One member has completed the National Registry EMT. Annual elections will be held August 20 th. Tripp DeRamus will not be seeking re-election as President of the MVFC; but may run for another office. The annual installation will be at the Columbus Grille on September 29 th. GREATER MANASSAS VOLUNTEER RESCUE SQUAD S REPORT President Rockx reported that staffing was at 35% last month. GMVRS is welcoming back a few members who were injured. A text system has been established to assist with filling staffing vacancies. There is currently 100% participation from members (to setup their cell phone information for the text system). Chief Orndoff is working to realign duty crews to better align providers. One new driver has been added and two more have completed EVOC; they are now working through the driver internship. All members have completed the required VML defensive driving program. GMVRS has approved an internal SOP which recognizes members who receive EMT and OMD authorization. Several computers in the station, available to career and volunteer members, have been replaced. Additionally, the lighting in Hutton Hall has been changed to LED; this was an in house project which saved approximately $3,000 in costs. UNFINISHED BUSINESS (8.1) Standing Committees o A. Consolidated Logistics (BC Mark Nary) Deputy Chief Lupton read a report from BC Nary. There was nothing significant to report. A partial PPE purchase was made in the last half of FY18 to replace existing gear; another order will be placed in early FY19 to replace PPE expiring in the first two quarters. Particulate PPE hoods are still being researched. (8.2) Incident Reporting Deputy Chief Lupton stated that overall the report list is in good shape. A new fire and ems reporting platform, ESO, was purchased; staff is still working through CAD integration with PWC. Also, a MOU will be in place to install ESO software on the MDCs. The City owns the MDCs but PWC IT is very secure; the MOU will assist in meeting their requirements. (8.3) Fire Station 521 Update Chief Clemons gave an update on the progress of new Station 521. 5 The Medical Evaluation SOP was distributed for comment last month; some comments were received. CMFRD and GMVRS further discussed the policy offline. This policy will be tabled until a future date. (8.5) Infection Control Policy Update (8.5) CHIEF G. ORNDOFF MOVED to approve the Infection Control Policy Update, dated February 2018 (revised); Chief N. Orndoff seconded the motion. Roll Call Vote: AYES Chief G. Orndoff, Chief N. Orndoff, Chief Clemons, Deputy Chief Lupton, and President Rockx. MOTION CARRIED (5/0) (8.6) Records Management 101 After the July meeting, Chief Clemons met with Andrea Madden (City Clerk) to further discuss records retention and the requirements for volunteers. It was determined that the volunteers have no specific requirements. This topic will be removed from the agenda. NEW BUSINESS (9.1) Fleet Plan Annual Adoption Deputy Chief Lupton reviewed the fleet plan for FY20 purchases and beyond. There are significant changes from last year. There was much discussion of the changes and reasoning behind the changes in the fleet plan. (9.1) CHIEF N. ORNDOFF MOVED to approve the Infection Control Policy Update, dated February 2018 (revised); Chief G. Orndoff seconded the motion. Roll Call Vote: AYES Chief N. Orndoff, Chief G. MOTION CARRIED (5/0) It was noted that City Council will be made aware of the FRC s unanimous vote to adopt changes to the fleet plan for FY20 purchases and beyond. (9.2) Creation of Ladder Truck and Rescue Engine Specification Committees (9.2) ACTION: DEPUTY CHIEF LUPTON MOVED to create a ladder truck specification work group and rescue engine specification work group to the committee listing; Chief G. Orndoff seconded the motion. Roll Call Vote: AYES Deputy Chief Lupton, Chief G. Orndoff, Chief Clemons, Chief N. Orndoff, and President Rockx. MOTION CARRIED (5/0) (9.3) FY2018 Fire and Rescue Committee Annual Report Comments for the draft FY2018 FRC Annual Report are due to Melissa by August 30 th. City Staff has been working with the architect on land and building design. An advisory group has also been established to help address member inquiries and comments. A community meeting was held on March 21, 2017 at Round Elementary School. A community meeting was held on July 19, 2017 at City Hall. Due diligence began in July In September 2017, the Planning Commission approved Comprehensive Plan Amendment # , which found the proposed Dumfries Road location consistent with the City Comprehensive Plan. Land Sale was completed in October Sign is now on display at site.
