2 MINUTES OF THE HOPKINSVILLE PUBLIC TRANSPORTATION ADVISORY COMMITTEE SEPTEMBER 20, 2018 REGULAR MEETING COUNCIL CONFERENCE ROOM, HOPKINSVILLE MUNICIPAL CENTER A previously and publicly announced regular meeting of the Hopkinsville Public Transportation Advisory Committee was convened at 4:40 p.m., Thursday, September 20, 2018, in the Council Conference Room of the Hopkinsville Municipal Center in Hopkinsville, Kentucky, by Chairman Paul Henson. ROLL CALL Besides Chairman Henson, committee members in attendance were Squire Kenneth Bates, Vonda Gates, Cameron Mitchell, and Dr. Jason Warren. A quorum was present. Also in attendance was Nikki Durham, Administrative Coordinator. Attending from PACS were Kenneth Johnston, Transportation Director, and Alisha Mattice, Administrative Assistant. ADMINISTRATIVE MATTERS Approval of Minutes Squire Bates moved to approve the minutes of the July 19, 2018 regular meeting as presented; seconded by Mr. Mitchell. All members present voted aye. REPORTS Monthly Financial Report Mr. Johnston handed out the financial report and indicated nothing was out of order. Ms. Durham reported PACS raised concerns about budget shortfalls of $50,000 for Hopkinsville Transit services last year at a recent meeting with city officials. She requested that Mr. Johnston update the committee on those concerns and asked how the city could show a surplus and PACS a deficit for a match grant. Mr. Johnston explained it was due to reductions in state reimbursements that ran out in November of last year. He added PACS covered the shortfall with its Medicaid surplus. Ms. Durham also asked about increases in monthly reports. Under questioning by Dr. Warren, Mr. Johnston confirmed PACS funding priorities were Hopkinsville Transit and Madisonville Transit. He added, should funding continue to decline, the Nashville Intercity and then JOBS Transportation programs would be the first to go. Regarding fluctuations in monthly reports, Mr. Johnston agreed to check with PACS Finance and report back to the group. Mr. Durham also asked about the VW Settlement through which approximately $19 million was being awarded for fleet maintenance projects. Mr. Johnston indicated he had not yet followed up with the state. Monthly Vehicle Maintenance Report Mr. Johnston handed out and reviewed the report. draft Monthly Ridership Report Chairman Henson noted the system delivered over 1,000 rides every week in August and continued strong rates into September. Ms. Durham reported on Mayor Hendricks request 2

3 to see reports detailing how often vans needed to be sent to pick up passengers in response to PACS reports of increased instances of over-capacity vehicles. Mr. Johnston indicated PACS was unable to produce written reports at this time but anecdotally occurrences had decreased to four times in August in Hopkinsville compared to eight times in Madisonville. Ms. Durham handed out a summary report of ridership by the hour highlighting instances where more than 200 rides were recorded during a monthly service hour. Monthly Deviation Report Mr. Johnston reported no significant changes in deviations. Ms. Durham clarified that deviations did not include stops along the route. She noted current deviation reports counted such stops as deviations and suggested developing a way to distinguish those from off-route deviations. Marketing Report Ms. Durham reviewed the report in the packet and highlighted a recent job fair event. She noted donating to job seekers four passes valid through the end of the year. She reminded the group transit drivers were invited to take part in headshots at Southern Exposure on October 1. Ms. Durham also handed out the updated joint Hopkinsville Transit/PACS promotional flyer. She also encouraged the group to support Hopkinsville Transit on Facebook and Twitter. Ms. Durham noted awaiting brochures since early August. Mr. Johnston indicated those would be available soon. Dr. Warren asked about helping to distribute the flyer and about the possibility of the college buying year passes. After some discussion, Mr. Johnston agreed to check on how PACS might recommend handling year passes or semester passes. Inquiry/Call Log Report The group reviewed items in the packet. Ms. Durham indicated the only unanswered inquiry related to the visibility of transit maps online. Mr. Johnston responded the issue related to PACS website which was being upgraded similar to Christian County Health Department s new site. Dr. Warren reported on work to update the college s website and noted issues surrounding ensuring websites were ADA accessible for example with the use of PDFs. UNFINISHED BUSINESS FY18 Operations, Bus & Shelter Grants Mr. Johnston indicated there was nothing new to report. FY19 Operations & Bus Grants Mr. Johnston reported the state approved PACS 5339 grant for a new Hopkinsville bus with zero required match. PACS Shelter Project Mr. Johnston reported working to secure needed easements. He added he would meet with the Public Works Director on October 2. 3

4 City Shelter Project Ms. Durham reviewed the anticipated pad pour and shelter installation schedule and reported required easements were secured for all but the two Walmart sites which had confirmed their interest in having shelters on-site. Advertising Policy Ms. Durham reported the policy draft had been reviewed by the City Attorney. Dr. Warren moved to adopt the Advertising Policy as presented; seconded by Ms. Gates. All members present voted aye. NEW BUSINESS Pass Donations Ms. Durham summarized concerns raised by PACS at a recent meeting and indicated the city agreed to generate reports outlining pass donations and related values beginning in January. Mr. Johnston added the city would buy passes to give away. Ms. Durham noted she did not hear the city agree to that. Mr. Johnston agreed to verify PACS expectations on this issue. COMMITTEE MEMBER COMMENTS None OTHER Mr. Mitchell asked if there were any plans to have an app. Ms. Durham agreed it would be very helpful in developing schedules if the app allowed timestamped data exports. Mr. Johnston indicated buses had GPS systems but did not allow data exports due to expense. ADJOURN Ms. Gates moved to adjourn at 5:55 p.m.; seconded by Squire Bates. 11 October 3, 2018 Hopkinsville Transit Orange Bus Route was unexpectedly delayed when a vehicle hit the transit bus in the Neighborhood Walmart at the 4 pm hour this evening. Due to the necessity of waiting for law enforcement assistance, the bus was off route for the remainder of the evening. With the aid of PACS Transportation the passengers that were delayed or not able to be picked up on the routes were delivered to their destinations at the 5 pm hour.
