3 CITY OF MANASSAS FIRE AND RESCUE COMMITTEE Meeting Minutes February 8, 2018 CALL TO ORDER ROLL CALL Present: Guest Speakers: Others Present: Absent: 6:00pm Councilman Marc T. Aveni (Chairman), Chief Rob Clemons, President Tripp DeRamus, Deputy Chief Todd Lupton, Chief Gary Orndoff, Chief Nancy Orndoff and President Pete Rockx Battalion Chief Jerry Smith David Burns and Melissa Heiderman None DETERMINATION OF QUORUM Chairman Aveni determined quorum is present. APPROVAL OF MINUTES (3.1) PRESIDENT DERAMUS MOVED to approve the minutes of the December 21, 2017 meeting; Chief Clemons seconded the motion. Roll Call Vote: AYES President DeRamus, Chief Clemons, Deputy Chief Lupton, Chief G. Orndoff, Chief N. Orndoff, and President Rockx. MOTION CARRIED (6/0) CHAIPERSON S REPORT Chairman Aveni welcomed everyone to the meeting. He welcomed President Rockx to his first meeting on the FRC and thanked Director Dave Burns for his service to the committee over the past several years. MANASSAS FIRE AND RESCUE DEPARTMENT S REPORT Chief Rob Clemons stated that staff is continuing to work with GMVRS regarding the staffing letter that was submitted a few months ago. Early in January he and Deputy Chief Lupton hosted a Leadership Seminar for the department s Master Techs and above. Each participant completed an Emergenetics profile; the results were very interesting and will be useful. Rescue 521 was taken out of service this week; it has served this City since Rescue Engine 521 is in the City. Staff is completing training on it now and then it will be placed in service. Dale City was gracious enough to lend the City a unit during the transition. Fire and Rescue Committee Minutes of the February 8, 2018 Meeting Page 1 3

4 Amelia Gagnon has created a series called Lunch and Learn where participants, one day each month for thirty minutes, meet to learn about a topic in emergency preparedness. As the name suggests, lunch is provided. More details about the program will be sent to the Fire and Rescue Committee. The response thus far has been very positive. APPARATUS MAINTENANCE Maintenance costs YTD, through December 2017, are $63,401. MANASSAS VOLUNTEER FIRE COMPANY S REPORT President DeRamus had nothing to report. GREATER MANASSAS VOLUNTEER RESCUE SQUAD S REPORT Chief N. Orndoff stated that GMVRS voted in four new probationary members in January. Some of those are already EMTS and/or Paramedics. There are nine applicants who need interviews and eleven applicants are awaiting background checks. There was one resignation. The EMT class tested last night at Loudoun, however there are no results available yet. There is a new EMT class beginning in Prince William County soon. A CPR class will be held March 2 nd with registration closing February 15 th, and HIPAA/Infection Control scheduled for March 16 th. This weekend is the annual Installation of Officers. The annual GMVRS open house will be May 19 th which is the start of EMS week. Members will be participating in the St. Patrick s Day Parade, Live Well Festival, Airshow and First Fridays. Elections were held in December and the results are: President Pete Rockx, Vice-President Randy Cusick, Secretary Theresa Thompson, Treasurer David Burns, Chaplin Liz Heinbuch, At Large Drew McRoberts and Leo Carbone, Community Mary Kenney, Chief Nancy Orndoff, Captain Ben Simmons, Lieutenants John Sakevich and Zach Grinder. Chief Orndoff thanked MVFC and CMFRD for their assistance during Liz Heinbuch s funeral. President Rockx thanked Dave Burns for his service on behalf of GMVRS to the Fire and Rescue Committee. He also thanked Chief Clemons and Deputy Chief Lupton for their efforts with the GMVRS Staffing Analysis; he stated that it is a very collaborative report. Physicals and members being billed personally continues to be an issue even with the efforts made by Battalion Chief Franzello. There was a brief discussion of the issues concerning physicals. UNFINISHED BUSINESS (8.1) Standing Committees D. Training (Battalion Chief Jerry Smith) Battalion Chief Smith reported that the last time he reported to the FRC was at the November 16 th meeting. 5 ARFF Trainer was at the Manassas Airport the week of December 4 th. Training was held for all CMFRD, MVFC members. Multiple PWC units that would be responding to the airport in an event of an emergency also participated. December monthly drill led by Amtrak and VRE rail safety officers about emergency response and included a visit to the VRE yard at Broad Run. Two January monthly drills. One was a walkthrough and tour of Micron facility with focus on emergency operations. The second was a session with the City Fire Marshall discussing how Operational personnel and Fire Marshall s office interact. Monthly drills for this month are largely focused on the transition from R521 to RE521, but we will have a rope equipment class at the end of the month In March scheduled to do Rescue Task Force training with City PD in a City school to practice for an active shooter type of event as well as train on the new report writing software. Chief Clemons stated that BC Smith is doing a great job with training. (8.2) Incident Reporting Deputy Chief Lupton stated that there are no major updates to incident reporting. (8.3) Fire Station 521 Update Chief Clemons reported that work is moving along on Station 521. Site permit submission is scheduled for March 26, 2018 and building permits are due in July. Bid openings will occur mid- August and construction is expected to begin in late September with a ground breaking in October. Construction is anticipated to be complete in January City Council liked the building design concept. (8.4) Code of Conduct Policy In December 2017 the FRC agreed to distribute the draft policy to members for review. The draft distributed to FRC members in February is the draft that will be forwarded to the attorney for review. (8.4) CHIEF CLEMONS MOVED to approve sending the draft Code of Conduct Policy to the attorney for review; Chief N. Orndoff seconded the motion. Roll Call Vote: AYES Chief Clemons, Chief N. City Staff has been working with the architect on land and building design. An advisory group has also been established to help address member inquiries and comments. A community meeting was held on March 21, 2017 at Round Elementary School. A community meeting was held on July 19, 2017 at City Hall. Due diligence began in July In September 2017, the Planning Commission approved Comprehensive Plan Amendment # , which found the proposed Dumfries Road location consistent with the City Comprehensive Plan.
