1 Call Meeting to Order The Kent Fire Department RFA Governance Board meeting was called to order by Board Chairperson Les Thomas at 5:30 p.m. In attendance were Board Vice Chair Mike Denbo and Board Members Dennis Higgins, Allan Barrie, Pat Riordan, Bill Boyce, and Advisory Board Member Margaret Harto. The following Kent Fire Department RFA staff members in attendance were: Fire Chief Jim Schneider, Deputy Chief Ken Weatherill, Division Chief Pat Pawlak, Division Chief Jon Napier, Battalion Chief Kevin Garling, Captain Kyle Ohashi, OEM Program Manager Brian Felczak, Finance Manager Margaret Martin, Human Resource Manager Deanna Gratzer, IT Program Manager Don Gentry, Crisis Intervention Coordinator Pat Ellis, Attorney Brian Snure, and Board Secretary Jane Ogren. Flag Salute The Pledge of Allegiance was recited. Agenda Modifications An Executive Session was added to discuss the subject of RCW (1) (g) Review the Performance of a Public Employee. Approval of Resolution #44 Sole Source to purchase Stertil-Koni mobile apparatus lifts for the Fire Vehicle Maintenance Facility. Announcements, Proclamations, and Presentations There were no announcements, proclamations, or presentations. Public Comment There were no public comments. Consent Calendar A MOTION was made by Board Member Barrie and SECONDED by Board Vice Chair Denbo to approve the Consent Calendar items. (MOTION CARRIED 6-0). Committee Reports Citizens Advisory Committee The next meeting will be held September 11, 2013 at 1800 hours in the Joint Police/Fire Training Center. Citizens Advisory Committee members have been busy participating in summer events. Board Member Reports City of Covington Covington Days will be held this weekend (July 20-21, 2013). 2 The City of Covington will be receiving $2.1M for the second phase of the soccer park. City of Kent Cornucopia Days was very busy. Board Member Higgins thanked the Fire Department for their participation in the parade and street fair. There were no major incidents over 4 th of July. Budget is ahead of schedule on most areas. Discussions have been occurring on possibly selling the Par 3 Golf Course to a private developer. Feedback from the public has been very strong to keep the Par 3. No decisions have been made at this time. Chief s Report Medic One Levy No update at this time. Regionalization Update Jurisdictions Discussions are continuing with other groups that are interested in joining the Training Consortium. Chief Schneider thanked the RFA Board for participating in the June 21, 2013 Joint Workshop with the SeaTac City Council on Consolidation Considerations between Kent Fire Department RFA and SeaTac Fire Department. Department Reports Finance Fund Balance reports were distributed for June The budget timeline was distributed for the 2014 Budget. The status of the budget is on track. There will be two Board meetings in September to allow more time for answering budget questions and for any explanations of the budgeting process. The CPI number is now available. CPI will be 1.2% for Human Resources The internal announcement for a Training Supervisor has been sent out to all fire department employees. Will be asking Civil Service, next week, to establish an entry-level firefighter list. Information Technology Don Gentry met with King County inet and City of Kent IT to see if there were ample conduits for fiber at Station 78. Will have an estimate next week from King County on costs. The new phone system will be installed at the Station 74 complex in approximately three weeks. The new CAD system was stalled for a period of time, but is now back on track. 3 Division Chief Pawlak, Battalion Chief Garling, and Captain Ohashi gave a presentation on the memorial process they assisted with for the 19 Prescott firefighters. Attorney Report Amend Kent Fire Department Regional Fire Authority Bylaws and Governing Rules, Section 15 Board Compensation The Kent Fire Department Regional Fire Authority (RFA) Bylaws and Governing Board Rules were adopted on July 1, Section 5 of the Kent Fire Department Regional Fire Authority Plan provides that governing board members will receive compensation in the same manner as provided by law for commissioners of a fire protection district. These compensation limits are established in RCW and are subject to an inflationary adjustment as determined by the Washington State Office of Financial Management OFM every five years Over the five-year period from April 2008 to April 2013,OFM has determined that the Consumer Price Index for Urban Wage Earners and Clerical Workers for the Seattle- Tacoma-Bremerton, WA area as reported by the Bureau of Labor Statistics, US Department of Labor, increased by 8.66 percent and, accordingly, has established the new dollar threshold at $ per day with a new annual compensation limit of $10,944. The new dollar thresholds take effect July 1, A MOTION was made by Board Vice Chair Denbo and SECONDED by Board Member Higgins to amend the Kent Fire Department Regional Fire Authority Bylaws and Governing Rules, Section 15 Board Compensation. (MOTION Carried 6-0) Correspondence Correspondence included in the agenda packet was noted. Unfinished Business Contractual Consolidation SeaTac Informational Continuing to draft the ILA. The ILA will be included on the August 21, 2013 RFA Board Meeting agenda as a presentation. The ILA will be taken to the SeaTac City Council on August 13, 2013 as a presentation. The MOU combining both Local s CBA s has been ratified by both bargaining units. A presentation was made at SeaTac on Monday, July 15, 2013 talking about what a fully funded fire department would look like. Professionally and Compassionately Helping People Page 3

4 New Business Sole Source Hurst Tool The Kent Fire Department Regional Fire Authority needs to replace the current rescue equipment/extrication tools. These tools are 5 to 10 years past their life expectancy. New technology has brought about significant changes in weight and capability of extrication tools. New Hurst tools are lightweight allowing one person handling, and have a greater cutting force able to cut through new materials now used in the construction of vehicles. L. N. Curtis & Sons is the only authorized dealer, which is factory trained and certified by Hurst on operation, maintenance, and service of Hurst rescue equipment, therefore, the sole source of supply for Hurst rescue equipment. A MOTION was made by Board Member Riordan and SECONDED by Board Member Boyce to approve Resolution No. 43 to waive the competitive bidding requirements and authorize the Kent Fire Department RFA to purchase Hurst rescue equipment from L.N. Curtis & Sons at the cost of $50,000. (MOTION Carried 6-9) Sole Source Mobile Apparatus Lifts The Kent Fire Department Regional Fire Authority has the need for additional mobile column lifts for our Vehicle Maintenance Facility Lift System. After a diligent search and review of available Lift Systems, we have determined that Stertil-Koni manufactures a Lift System that best meets the needs. The Stertil-Koni Systems provide enhanced mechanical safety and proficiency and reduce the Kent Fire Department Regional Fire Authority s training time and training cost since this lift system operates the same as the existing lifts. The Kent Fire Department Regional Fire Authority staff has investigated supply sources and determined that LiftLogic, Inc. is the exclusive vendor of Stertil-Koni Systems in Washington and the Kent Fire Department Regional Fire Authority cannot purchase the Stertil-Koni Lift System from any other source. The pricing that we were offered was based on the WSCA (Western States Contracting Alliance) pricing that was arranged by the State of Washington. The contract number is LiftLogic is the sole distributor of the new Stertil-Koni Lift System. Accordingly, LiftLogic, Inc. is a sole source provider and the Governing Board may waive the competitive bidding requirements for this purchase by resolution. A MOTION was made by Board Member Boyce and SECONDED by Board Member Barrie to approve Resolution 44 waiving competitive bidding requirements based on a sole source exception to purchase of Stertil-Koni Lift System from LiftLogic, Inc. in an amount not to exceed $31, (MOTION Carried 6-0) Professionally and Compassionately Helping People Page 4

5 Good of the Order Deputy Chief Weatherill and Division Chief Napier gave a report on 4 th of July incidents. The fire department teamed up with the police department for fireworks enforcement from July 2, 2013 to July 5, Division Chief Napier commended Police Chief Ken Thomas and the police department for being proactive in communicating with the public on fireworks enforcement. The fireworks statistics were: 190 complaints were addressed 71 seizures of illegal fireworks 129 warnings 1 citation 1 arrest Board Chairperson Thomas asked that his name be added to Board Member Barrie s request to attend the Washington Commissioners conference in October. This item will be on the August 21, 2013 agenda as an action item. Board Member Boyce attended the recruit graduation at Bates and thought the ceremony was excellent. Executive Session A 7-minute Executive Session was called from 6:40 p.m. until 6:47 p.m. to discuss the following subject: RCW (1) (g) Review the Performance of a Public Employee. A 2-minute extension of the executive session was called from 6:47 until 6:49. The open public meeting was called back to order at 6:49 p.m. Future Meetings Future meetings were discussed. Signing of Vouchers Vouchers were signed by the RFA Governance Board.
