1 KENTON COUNTY FISCAL COURT M I N U T E S JULY 19, 2010, 9:00 A.M. The special meeting of the Kenton County Fiscal Court was called to order at the Covington Courthouse. Present at the meeting were Judge Executive Ralph A. Drees; Commissioners Dan Humpert, and Sara Reeder-Voelker; Deputy Judge Executive Joe Shriver; County Treasurer Jerry Knochelmann; Police Chief Ed Butler; Special Projects Manager Ralph Bailey; Golf Courses General Manager Steve Jablonowski; and Guests. Invocation and Pledge of Allegiance The invocation was given and pledge of allegiance led by Commissioner Dan Humpert Approval of Minutes Judge Drees asked the court for approval of the minutes dated June 22, Commissioner Humpert made the motion for approval; seconded by Commissioner Reeder-Voelker. The motion was unanimously approved with the vote of aye. General Business There were no general business items brought to the court s attention. Resolutions Resolution Authorizing, adopting, approving, accepting, and ratifying the execution of a grant agreement between the USA, Kenton County and the Kenton County Airport Board: Airport board attorney Rob Ziegler explained that the projects were already completed pertaining to the terminal and runway 927 with an approximate total of the grant at $3 million. Commissioner Humpert made the motion for approval; seconded by Commissioner Reeder-Voelker and the motion unanimously passed with a voice vote of aye. Resolution 10-01K Approval of recommended adjustments between appropriation accounts to provide necessary funding for those items identified on the attached schedule: Commissioner Humpert made the motion for approval; seconded by Commissioner Reeder-Voelker and the motion unanimously passed with the voice vote of aye. Resolution 10-02C Approval of changes orders associated with the construction of the new detention center: Judge Drees advised that the work had already been completed. Ivan Frye stated that these changes were recommended by the architect and the construction manager. Commissioner Humpert questioned the fourth change order regarding smoke detectors as a pretty substantial one. Mr. Frye stated that this was to comply with the state building code. Commissioner Humpert stated that it was
2 expensive with Judge Drees agreeing. Mr. Frye stated that it had been appealed to the state but the appeal was rejected. Commissioner Humpert made the motion for approval; seconded by Commissioner Reeder-Voelker and the motion unanimously passed with the voice vote of aye. Ordinances There were no ordinances brought before the court. Consent Agenda Claims List Dated July 9, 2010, County Treasurer Jerry Knochelmann: Commissioner Humpert inquired whether there had been a claims list for this past week. County Treasurer Knochelmann stated that no there was not one in order to stay on the normal schedule. Since there were no further questions regarding the claims lists, Judge Drees said that warrants will be issued and all the bills paid. Administrative Actions Handout No Request approval to surplus items for the Kenton County Golf Courses: Commissioner Humpert inquired as to why the county could keep equipment running so long but not golf carts. General Manager Steve Jablonowski responded by stating staff operates the equipment whereas the customers operated the golf carts with less care. Commissioner Humpert made the motion for approval with a second from Commissioner Reeder- Voelker and the motion unanimously passed with the voice vote of aye. Handout No Request approval of a health tax rate of 2.0 cents per $ assessed value for the Kenton County Local Board of Health: Commissioner Humpert made the motion for passage followed by a second from Judge Drees. The motion passed with a roll call vote of Commissioner Humpert, yes; Commissioner Reeder-Voelker, no; and Judge Drees, yes. Handout No Request approval of a lease agreement with Gary and Nancy Thompson for property located at 3549 Mills Road, Kenton County, and also for Gregory and Charlene Combs for property located at 3920 Richardson Road, Independence, Kenton County: Commissioner Reeder-Voelker made the motion for approval with a second from Commissioner Humpert and the motion unanimously passed with a roll call vote of Commissioner Humpert, yes; Commissioner Reeder-Voelker, yes; and Judge Drees, yes. Handout No Request approval to surplus various items as listed on the attachment that are located in the detention center: Commissioner Humpert made the motion for passage followed by a second from Commissioner Reeder-Voelker and the motion unanimously passed with the voice vote of aye. 3 Recommendation of award of contract for work stations (cubicles) to Systems Design, Inc. for the Kenton County Detention Center: Commissioner Humpert asked why the bids were higher. Ivan Frye stated that the model had changed but the lower bidder was still the lowest. Commissioner Humpert made the motion for passage followed by a second from Commissioner Reeder-Voelker. The motion passed with a roll call vote of Commissioner Humpert, yes; Handout No Recommendation of award of contract for the data network and VOIP phone system to Cincinnati Bell for the Kenton County Detention Center: Commissioner Reeder-Voelker made the motion for passage followed by a second from Commissioner Humpert. The motion passed with a roll call vote of Commissioner Humpert, yes; Handout No Recommendation of award of contract for maintenance to Four Seasons Environmental, Inc. for the Kenton County Detention Center: Judge Drees stated that there was no contract with the current jail. Commissioner Humpert made the motion for passage followed by a second from Commissioner Reeder-Voelker. The motion passed with a roll call vote of Commissioner Humpert, yes; Handout No Recommendation that the bid award for gasoline go to Petroleum Traders and the bid award for diesel go to Lykins Oil Co. for diesel: Commissioner Reeder-Voelker made the motion for passage followed by a second from Commissioner Humpert. The motion passed with a roll call vote of Commissioner Humpert, yes; Handout No Recommendation that the bid award for paper products and cleaning/janitorial supplies go to HP Products: Commissioner Reeder-Voelker made the motion for passage followed by a second from Commissioner Humpert. The motion passed with a roll call vote of Commissioner Humpert, yes; Handout No Authorization to take bids and/or purchase detention equipment from GSA and state price contract for available items and to solicit bids for items not found on open contract: Commissioner Humpert asked if this was for routine stuff. Mr. Ivan Frye stated yes, but in large volumes. Commissioner Humpert asked if the entire jail would be equipped and Mr. Frye stated yes. Commissioner Reeder-Voelker made the motion for passage followed by a second from Commissioner Humpert. 4 Request approval of Jeffrey Arnold to the Kenton County Airport Board for a term expiring on June 3, 2013: Commissioner Humpert made the motion for approval; seconded by Commissioner Reeder-Voelker and the motion unanimously passed with the aye vote. Executive Order No Request approval of Kathy Collins to the Kenton County Airport Board (Advisory) for a term expiring on September 21, 2011: Commissioner Reeder-Voelker made the motion for approval followed by a second from Commissioner Humpert and the motion unanimously passed with the vote of aye. Executive Order No Request approval for employment of Craig Cinnamon as a staff accountant in the Kenton County Treasurer s Office: Commissioner Reeder-Voelker made the motion for approval followed by a second from Commissioner Humpert and the motion unanimously passed with the vote of aye. Executive Order No Retirement of Sgt. Marc Chapman from the Kenton County Police, effective July 31, 2010: Commissioner Humpert made the motion for approval with a second from Commissioner Reeder- Voelker. The motion unanimously passed with the voice vote of aye. Citizens Address There were not any citizens present that wished to address the court.
