Call to Order Judge Kris Knochelmann called to order the March 8, 2016 meeting of the Kenton County Fiscal Court. Commissioner Beth Sewell led the invocation and the Pledge of Allegiance. Present: Staff: Judge/Executive Kris Knochelmann Commissioner Beth Sewell, District 1 Commissioner Jon Draud, District 2 Commissioner Joe Nienaber, District 3 County Attorney Stacy Tapke Joe Shriver, County Administrator Scott Gunning, Assistant County Administrator Roy Cox, County Treasurer Sue Kaiser, Fiscal Court Clerk Approval of Minutes A. Approval of Minutes from the meeting of February 25, Commissioner Sewell made the motion for approval; seconded by Commissioner Nienaber. Judge Knochelmann called for a voice vote, and the motion passed unanimously 4-0. Executive Session A. Pursuant to KRS (1) (B) potential sale or acquisition of real property. Commissioner Nienaber made the motion for approval of Executive Session; seconded by Commissioner Sewell. Judge Knochelmann called for a voice vote, and the motion passed unanimously 4-0. Commissioner Draud made the motion for approval to return from the Executive Session; seconded by Commissioner Nienaber. Judge Knochelmann called for a voice vote, and the motion passed unanimously 4-0. Citizens Address No one came before the court.

2 General Business A Presentation by the CVF A and the Crescent Springs Volunteer Fire Department/EMS (Tom Vergamini, Fire Chief Jeff Wendt and Scott Ringo). Scott Ringo requested that the court pass an Ordinance allowing the subscription fee for Crescent Villa Fire Authority for Unincorporated Kenton County residents and businesses in that fire service area to go on the county tax bill. The problem is that there are 35 residences and seven business~s in that fire service territory. In that service territory, there is no collection authority over, so these people get fire and EMS services for free. Bills are sent to them annually, and a majority of them don't pay. The total amount that needs to be collected each year is $18, There were two proposals given to the court. One is to allow Crescent Villa Fire Authority to put their.71 cent per $1000 rate at the valuation of the property on the tax bill. The county would collect it, and the fire authority would pay the county a fee to collect that amount. The second option is to have the county pay the full amount. Their preference is to go on the tax bill. Commissioner Draud asked which taxpayers would get the bills? Scott Ringo answered that there are 35 residences and 7 businesses in unincorporated Kenton County. There are two large apartment complexes that house over 200 residents. There are also several manufacturing and warehouse businesses. Commissioner Draud asked if anyone responds to the bills? Scott Ringo answered that about 1/3 respond. Some pay for service rendered, and some do not. Commissioner Draud asked if the Judge has investigated this yet? Judge Knochelmann answered that there has been talk about it, and this presentation is an update on the issue. He stated that the Fire Authority is doing a great job. This issue has been going on for a long time now. There may be an opportunity for annexation. Tom Vergamini stated that the city of Crescent Springs has looked into this for some period of time, because there is a large area near the Buttermilk Town Center that is in the county. The property owners get all the services that the residents of the city receive, but they don't pay for it. This issue is the same for the police department. Two years ago a survey was conducted with the residents of that area asking if they would voluntarily annex themselves into the city. Some residents had no objection, but a vast majority said they didn't want to be annexed. Some of the larger businesses have refused to pay for fire services.. Commissioner Draud asked if they would like to annex those areas? Tom Vergamini answered that yes they would.

3 Judge Knochelmann stated that he wanted the court to be informed of this situation, and give everyone time to think about the issue. Options will be reviewed, and recommendations will come before the court in about a month. Commissioner Nienaber asked if it would be fair to the businesses to allow them to solicit service from Erlanger? Tom Vergamini answered that one of the businesses has already approached Erlanger about providing the service. The problem is that the boundary jurisdictions of the Fire District are set by the State Fire Commission. The reason they set the boundaries is to avoid poaching. Due to this prohibition, it is not possible to contract with another jurisdiction. B. Recognition of Election Poll Workers and Community Partners by the Kenton County Clerk, Gabe Summe. Gabe Summe thanked the Fiscal Court for allowing her to recognize all of the hard working individuals. First, Ms. Summe recognized Kelly Wiehe as the point person for the Election Poll Workers and Ft. Mitchell Baptist Church. Ms. Wiehe was very helpful, and always goes out of her way to make everything run smoothly. Ft. Mitchell Baptist church is a very welcoming polling place. Gabe Summe then thanked Gene Bezold, who is a poll worker. He spends over twelve hours at the polls on an election day, and is always calm and helpful. C. Final Report from Kim Moser on the Northern Kentucky Office of Drug Control Policy. Kim Moser explained that the Northern Kentucky Office of Drug Control Policy opened on July 1, The office is supported by Boone, Kenton and Campbell County Fiscal Courts. Ms. Moser then explained the efforts to date that the office has committed to, which include: a jail substance abuse program, neonatal abstinence support network, and an education and prevention campaign. The education and prevention campaign is through Inject Hope, which was started in Hamilton County. A survey was completed to illicit the communities responses on the subject of the drug issues. The community wants to see more treahnent facilities, and more support regarding recovery. Hamilton County is seeking support from philanthropies for the Inject Hope campaign. Kim Moser then explained another initiative that is being used called I'm Pushing. This application engages teenagers in the Northern Kentucky /Greater Cincinnati area in activities to help prevent substance abuse. There are 261 teens that are part of this group already. The next initiative that Ms. Moser explained was the Helpline. People don't know where to get treahnent, so Hamilton County has a helpline that provides the best services for those in need. They will provide a local 859 number for people to call, and they can get people into treatment in three to five days.

4 Kim Moser concluded that the Northern Kentucky Office of Drug Control Policy recommends that the following initiatives be addressed and followed through to the end: Helpline, Education and Prevention Campaign, a support network for mothers and babies and additional treatment facilities. Commissioner Nienaber asked if the three counties will help pay for the Helpline? Kim Moser answered they are still working on the funding. Commissioner Nienaber stated that he feels this initiative encourages people to get involved. He thanked Kim Moser and Kirk Kavanaugh for all of their hard work. Commissioner Sewell stated that the Inject Hope campaign seems to be a Hamilton County project. She wanted to know if Kenton County is putting together something similar. Kim Moser stated that Hamilton County will no longer be on the front of the website. There will also be a Northern Kentucky landing page on the website. Joe Nienaber had to leave the meeting at this time. D. Claim's List-Dated March 4, 2016-Roy Cox, County Treasurer. There were no questions on the Claim's List. Resolutions A. Resolution No.16-0lE A Resolution for the Kenton County Fiscal Court concerning Fiscal Year budget adjustments. Treasurer Roy Cox stated that the budget adjustments are for the following: 1. Engineering services for a structural evaluation of the Independence Courthouse. 2. Parks overtime for helping Public Works clear snow. 3. Consulting on the radio system project, and quality assurance services for Fiscal Year and upgrades to the Covington Fire and Police channel for Dispatch. Commissioner Draud asked if there was a firm estimate from Trott? Ed Butler answered that Trott will invoice us as work is done. Nothing was budgeted at the beginning of the Fiscal Year for this project. The budget adjustment is to cover the anticipated invoices from now to June 30th. Commissioner Draud asked what the total cost is going to be on this? Ed Butler answered that it is estimated at $99,000. Only a small portion of that will occur in this Fiscal Year.

5 4. Testing and evaluation for Dispatch for pre-employment testing. 5. Telephones and pagers for Dispatch. Ordinances A. Ordinance No Second Reading An Ordinance amending Kenton County's Code of Ordinances, designating portions of certain roads located in Unincorporated Kenton County as Fire Lanes. Consent Agenda A. Exhibit No Request approval to extend the lease agreement for 3920 Richardson Road with Gregory and Charlene Combs for one year, effective May B. Exhibit No Request approval to extend the contract with the Denise Amber Lee Foundation to provide 3rd party Quality Assurance Review to calls into the Communications Center. C. Exhibit No Request approval to accept proposal from GRW Engineering to evaluate the required renovation needs and estimated cost of such repairs at the Independence Courthouse. D. Exhibit No Request approval to accept bid from PlayCraft to replace the playground at Pioneer Park near Shelterhouse 2. All items on the Consent Agenda were voted on together. Executive Orders A. Executive Order No of Wayne Bach to the Road Closure Committee, with term expiring on February 26, 2019.

6 B. Executive Order No of Jim Shumate to the Road Closure Committee, with term expiring on February 26, C. Executive Order No of Tony Tuttle to the Road Closure Committee, with term expiring on February 26, D. Executive Order No of Tim Sogar to the Aviation Noise Abatement Committee, with term expiring on March 31, E. Executive Order No of Jillene Trame to the Aviation Noise Abatement Committee, with term expiring on March 31, F. Executive Order No An Executive Order relating to the Fiscal Court approving the retirement of Jenny Douglas as a Dispatcher for the Emergency Communications Department, effective March 31, G. Executive Order No An Executive Order relating to the Fiscal Court approving the change of Tracy Tattershall from full-time to part-time Animal Shelter Technician, effective March 8, 2016.

Executive Order No An Executive Order relating to the Fiscal Court approving the change of Ella Mobley from part-time to full-time Animal Shelter Technician, effective March 8, Administrative Reporting Police - Chief Jones Chief Jones had Sergeant Schierberg show the court the body cameras that the Police Department is using. He explained that May 1st is the anticipated date that all the officers will have cameras. Public Works - Nick Hendrix Joe Shriver stated the City of Independence came and asked for assistance with the Pelly Rd. Project. A solution has been worked on, and an agreement will be brought before the court to provide services. Nick Hendrix stated that he is able to send the most updated estimate to the Fiscal Court this week. In working with the City of Independence, the project is the right size for the city. It will be paid with in-kind. Judge Knochelmann thanked Nick Hendrix, because this is saving the city around $150,000 in terms of overall recommendations. Nick Hendrix then stated that the roadway reconstruction for Latonia Lakes is advertised. The bids will be opened on March 15th, and hope to have a recommendation to the Fiscal Court at the next meeting. Secondly, Mr. Hendrix spoke about the 80/20 bridge fund projects that he had thought had lost their funding. Thanks to Judge Knochelmann and John Stanton, the Transportation Cabinet has reauthorized those funds for the project. Commissioner Draud asked if that was $80,000? Nick Hendrix answered that yes, it was $80,000. We are moving forward with all three projects now.

8 Parks and Rec./Building and Grounds/ Golf -Scott Gunning Scott Gunning stated that nine companies submitted bids to manage the Golf Courses. All of the bids were delivered to the Advisory Committee, and they will meet next Tuesday to narrow the bids down to two or three. His hope is to have an answer by the next Fiscal Court Meeting. Commissioner Draud asked if we are going with a private company? Scott Gunning answered that we are not at that point yet. There is still not a recommendation for the court. Joe Shriver stated that all of the companies that submitted bids have a transitional plan to make the change easier. Commissioner Draud asked who is in charge of the golf course at this time? Judge Knochelmann answered that Scott Gunning is running the golf course right now. He then stated that the proposals for the golf course management all look good. Scott Gunning stated that the bids came in for renovations at the golf course, and he recommends that the renovations be put on hold until it is known whether the Fiscal Court will decide to go with a management company. Lastly, Scott Gunning thanked the Parks and Recreation staff for their efforts on the Sugar Camp that took place last week. Director of External Affairs - John Stanton John Stanton stated that economic development efforts continue to press forward. Tri-Ed and PDS are doing great work on site readiness. In the near future, there will be a presentation to the Fiscal Court to help outline some of the site readiness issues dealing with economic development. Also, we are pressing forward on some knowledge based economic development. John Stanton then stated that tonight is the night for the four special elections in Kentucky. The line-up that we will be working with should be available tomorrow. Treasurer - Roy Cox Roy Cox asked that the minutes reflect that the February Financial reports have been submitted. Roy Cox then stated that the last piece of the new COLT software is moving into initial testing, and will go live July 1, Mr. Cox then stated that 37 financial software programs have been reviewed, and it is narrowed down to 15. Also, the State Auditor's Office will be doing our 2015 audit. Finally, the OpenGov kickoff meeting was today, and the hope is to get this implemented in April 2016.

9 County Attorney's Report Attorney Stacy Tapke had nothing to report. Commissioners' Reports Commissioner Ton Draud Commissioner Draud had nothing to report. Commissioner Beth Sewell Commissioner Sewell had nothing to report. Judge/Executive's Report A. Amending of the Fiscal Court Meeting schedule to cancel the April 12, 2016 Fiscal Court Meeting, and move the March 22, 2016 Fiscal Court meeting To March 29, Roy Cox asked for permission to submit a Claim's List and issue checks on April 12th. Adjournment Having completed all business before the Court, Commissioner Sewell offered a motion to adjourn which was seconded by Commissioner Draud. Judge Knochelmann requested a voice vote whereupon all members present voted in the affirmative with a 3-0 vote.
