1 Carroll County Fiscal Court Minutes March 22, 2016 The regular meeting of the Carroll County Fiscal Court was held on Tuesday, March 22, Members present were Judge/Executive Bobby Lee Westrick, Magistrate Floyd Bowling, Magistrate Kerry Graham, Magistrate Mark Bates and County Attorney Nick Marsh. Judge Westrick called the meeting to order at 9 a.m., observing a moment of silence and reciting the Pledge of Allegiance. CiCi Award NAS Gary Mathis, CCCDC Director, presented the Community Investment Community Impact Award to Mary Jean Riley from North American Stainless. NAS was ranked 4 th nationally for their community investment. Approve Minutes Magistrate Bates made a motion to approve the minutes of the March 8, 2016 meeting. Magistrate Bowling 2 nd. All in favor. Motion carries. Budget Transfers Magistrate Graham made a motion to approve the attached list of budget transfers. Magistrate Bates 2 nd. All in favor. Motion carries. Invoice Approval Magistrate Bowling made a motion to approve the attached list of invoices. Magistrate Bates 2 nd. All in favor. Motion carries. Carroll County Conservation District David Rowlett presented the district s budget to the court and thanked them for their support over the years. No action taken. Jailer Budget Jailer Mike Humphrey presented his proposed budget to the court. The only increase is a 3% pay raise for employees and the resulting social security and retirement costs. No action taken. Grant Update Gary Mathis updated the court on a transportation grant for a van that could be used in partnership with CCMH for medical transportation. The grant is a 50/50 match but the hospital is willing to cover all costs associated with the grant. The court discussed possible liability issues. Magistrate Bates made a motion to approve the attached resolution authorizing the filing of the application, as long as details can be worked out with CCMH that the county will incur no costs or liability. Magistrate Graham 2 nd. All in favor. Motion carries. Magistrate Bates made a motion to approve the attached resolution committing local share of funds necessary for the grant. The local share of funds will be the responsibility of CCMH. Magistrate Graham 2 nd. All in favor. Motion carries. Solid Waste Report Solid Waste Director John Kyle informed the court of a grant available to assist with starting a recycling program. The court recognized the need for a program but had concerns regarding the cost of the program and a location. The court requested that John check with Rumpke about possible community recycling that they might offer. John also updated the court on the upcoming

2 town clean up dates: April 2 English, April 9 Worthville, April 16 Sanders, April 23 Easterday, April 30 Ghent and May 7 Prestonville. No action taken. Golf Cart Ordinance 2 nd Reading Magistrate Graham made a motion to have the second reading of the ordinance. Judge Westrick 2 nd. All in favor. Motion carries. County Attorney Nick Marsh read the ordinance. The court discussed permit costs. Magistrate Graham made a motion to adopt the golf cart ordinance. Magistrate Bates 2 nd. All in favor. Motion carries. Road Report Judge Westrick has asked OVA to prepare quotes for paving Ladder Lane and the walking path beside the road. Barriers need to be placed between the track and the road to keep the truck traffic off the walking path. Striping and fog lines on county roads will be done this year. Boone Road has a bad spot that needs repairing. Fox Valley Drive has been repaired. Speed limit signs have to be posted on all county roads. Saf-Ti-Co provided the cheapest quote. Magistrate Bowling will check on work that was supposed to be done on Vance Road. No action taken. Parks & Rec Judge Westrick reported that the temporary building is set up for concession. Hawkins Plumbing will install an outdoor sink. The new batting cages are being used and are working well. The grounds are being cleaned up after winter and mowing has started. A geological survey is required for the park renovations. A quote was presented for a cost of $4000-$6000. No action taken. County Attorney Comments None Magistrate Comments Graham - asked the County Attorney about a resolution between CSX and Worthville. Bowling reported that ditching and culvert work is ongoing. Judge asked the court if they were ready to proceed with the surplus sale. All agreed to go ahead with the advertisement. Adjournment Magistrate Graham made a motion to adjourn the meeting.
