1 Township Board Proceedings Dry Grove Township, McLean County, IL The Board convened for a regular monthly meeting scheduled in the Township Community Building at 7:00 p.m. on Tuesday, August 11, Call to Order: Supervisor Jim Phillips called the meeting to order at 7:00pm. 2. Pledge of Allegiance: The Pledge of Allegiance was recited. 3. Roll Call of Officers Supervisor Phillips directed the Clerk to call the roll for attendance and the following Board members answered present: Trustees: David Bevans Paul Rutledge Terry Woith Greg Yoder Supervisor: Jim Phillips Absent: none Road Commissioner Hauptman was present. Clerk Greg Kallevig was present. Electors and guests present: 7 4. Approval of Previous Meeting Minutes: July 14, 2015 Monthly Town Meeting Motion by Trustee Rutledge, seconded by Trustee Bevans, to approve as printed the minutes of the July 14, 2015 Monthly Town Meeting 5. Road District (Commissioner) Report Road Commissioner Hauptman reported that Old Peoria Road near 1540 East Road will be closed for about 1.5 weeks for culvert work. 6. Audit Road District Bills for Approval Road District Bills were presented to the Board as follows: Road and Bridge Fund $18, Permanent Road Fund $ Building and Equip. Fund $10, Joint Bridge Fund $ 0.00 Insurance Fund $ 0.00 Audit Fund $ 0.00 Page 1 of 3

2 Total $28, Following an audit of the Road District bills, motion by Trustee Woith, seconded by Trustee Bevans, to approve the Road District bills. 7. Township (Supervisor) Report Supervisor Phillips reported that a new Township Laws and Duties Handbook is available and will be ordered for the Board members. A summary of Township funds was then given to the Board. 8. Audit Township Bills for Approval Township bills were presented as follow: Community Building Fund $ 5, Town Fund $ 2, Cemetery Fund $ 0.00 IMRF Fund $ Audit Fund $ 0.00 Insurance Fund $ 0.00 General Assistance Fund $ 0.00 Total $ 8, Following an audit of the bills, motion by Trustee Yoder, seconded by Trustee Woith, to approve the Town bills for payment. 9. Community Building Discussion and Floor Covering Cost Approval Dave Bevans gave a report of the ongoing building remodel work. Tony Haney was brought in to perform plumbing work and has corrected problems with missing sink and toilet shutoff valves and reversed water lines. Mr. Weber with Koener Electric corrected problems with missing ground wire connections and ground fault circuit interrupter outlets, Mr. Weber also provided a quote of $ to replace the obsolete breaker panel with a new Square D model panel. Mike Ohler is completing wall relocation and framing work including a new kitchen pass-through wall with a crank down metal door, the low quote for this door was $ All interior doors are being replaced. Dave Bevans investigated different types of floor covering including carpeting at $3,500.00, and a floating floor system at $13,000, but decided on a chip epoxy floor for $5,400 with a lifetime warranty. Hank Campbell inquired about the condition of the furnace and air conditioner units, Jim Phillips stated they were recently inspected and it was recommended not to replace at that time. All modifications are expected to be complete by the September election, and under the previously approved budget of $19, Page 2 of 3

3 10. MJ Rhymer Nature Preserve Discussion and Determination of Joint Meeting Date Nancy Boitnott presented example minutes, agenda, and financial information prepared by the Park Board. The Town Board approved the date of Monday, August 31, 2015, 6:00pm for a meeting at the Nature Preserve to tour the park. The Nature Preserve Board will send their usual monthly reports to the Town Board for review. 11. Old Business None. 12. New Business None. 13. Public Comment Cathy Winters asked about the status of the Town Financial Audit. Jim Phillips stated it should be available by the next meeting and that the auditors were looking at IMRF contributions which may have been in excess of the required amount. Ms. Winters pointed out that the Attorney General Office had sent a letter regarding an overdue FOIA request she had made to the Township. Nancy Boitnott asked if the Board knew of any impact to the Township from the Mitsubishi plant closure, Jim Phillips has not been given any updates about the closure. Hank Campbell commended the friendliness of Dry Grove Township citizens and especially Greg Yoder for helping a group of 10 Israeli foreign exchange students performing a cleanup on Yuton Road, Mr. Yoder helped pull the group s van out of the ditch. 14. Adjourn With no further business, a motion was made by Trustee Yoder, seconded by Trustee Bevans, to adjourn the meeting at 8:18pm. 7 Township Board Proceedings Dry Grove Township, McLean County, IL The Board convened for a Special meeting at the MJ Rhymer Nature Preserve at 6:00 p.m. on Monday, August 31, Call to Order and Pledge of Allegiance: Supervisor Jim Phillips called the meeting to order at 6:00pm and the Pledge of Allegiance was recited. 2. Roll Call of Officers Supervisor Phillips directed the Clerk to call the roll for attendance and the following Board members answered present: Trustees: David Bevans Paul Rutledge Terry Woith Greg Yoder Supervisor: Jim Phillips Absent: none Clerk Greg Kallevig was present. Preserve Board, electors and guests present: 6 3. Public Comment: Jim Phillips thanked Nancy Boitnott for the invitation to tour the Park. 4. Park Tour and Discussion: Nancy Boitnott began the tour of the Preserve by explaining the building of the gazebo and the help received from Bob Moews of the Bloomington Parks and Recreation Department. The pollination plant raised beds near the gazebo were installed with a grant from the Illinois Department of Natural Resources and serve as the only downstate demonstration plot for teachers and their classes to visit to learn about beginning their own school campus plant beds. Dale Birkenholtz explained the Rhymer gift of the park property was intended to preserve the elements of the natural features of McLean County before development including woodland, grassland, and a wetland habitats, all of which can be found at the Preserve. Mr. Birkenholtz explained how the Park Board has found various economical sources for trees to plant at the Preserve. Hank Miller explained that a class from Heartland Community College installed a solar light near the gazebo. The group was then led on a walking tour of the Preserve by members of the Park Board. 5.
