Commissioner Joe Nienaber led the invocation and the Pledge of Allegiance. Approval of Minutes fro:rn the :meeting of :Nove:rnber 11, Citizens Address No citizens came before the court at this time. General Business A. Claims List-Dated November 20th, 2015-Roy Cox, County Treasurer There were no questions on the Claim's List. B. Recognition of Election Poll Workers and Community Partners by the Kenton County Clerk, Gabe Summe. County Clerk, Gabe Summe stated that she wanted to thank all of the election poll workers for all of their hard work and dedication. She presented Daniel Gardner with a plaque for his 15

2 years as a dedicated poll worker, who goes above and beyond. Also, Ms. Summe presented Susan Durstock, who is the custodian at Holmes High School with a plaque for always going out of the way to get everything set up for the elections and providing such great service to the community. C. Update on the Office of Drug Control Policy from Kim Moser and Kirk Kavanaugh. Kim Moser stated that the Kenton County jail treatment program is up and running, and 100 inmates can be treated. There are three phases of treatment, and they have had their first graduation take place from this program. There have been talks that Campbell County may use this Kenton County model in their jail. Kim Moser then stated that they are working on education and prevention of drug abuse by partnering with Landor Marketing and Branding Team and Hamilton County. They are creating a regional educational campaign educate in and around the area about Heroin use and the addiction problem. Market Vision is a research company that Landor partners with, and they were hired by the Northern Kentucky Health Department and the Heroin Impact Task Force. Each organization contributed $25,000 towards completing the research. There have been precampaign surveys and focus groups. Kim Moser then stated that they are also doing a lot of community outreach. One of the outreach programs is the Marijuana Prevention Summit, which is taking place on December 1st. This will address the issue of legalization of marijuana, and the dangers of the drug. In the future, they will be working with St. Elizabeth to provide education to the physician groups. There will be UC professors who developed addiction protocols. A partnership has also been made with Northern Kentucky University to put together a faith based lunch and learn for ministers. A Judge's seminar may also come about in February. They will be attending the National RX Summit in March, and Kim Moser will be speaking at this conference. Kirk Kavanaugh stated that the HIRT Group had proposed a Helpline to the three Northern Kentucky counties at the cost of $275,000 for two years. Some partners that originally were going to be part of this decided not to participate. Therefore, the responsibility is on us. There have been discussions with Mental Health America, United Way and Addiction Services as to how to make informed decisions on the hotline. Earlier today, a proposal was received from Addiction Services to go forward. There are still some gaps in calculating the costs, locations and reimbursement. It is a work in progress. Commissioner Sewell asked if there is a timeline for the marketing campaign? Kim Moser answered that it should be within the next six months. The problem is getting the funding. There are many organizations that are working on securing the funding. Commissioner Draud stated that he continues to worry about the duplication of efforts between the different agencies.

3 Kim Moser stated that everyone has the right motivation, and now everyone is getting together to find out who is best suited for each piece of the puzzle. There is not a lot of duplication though, because there is not a lot of service. Commissioner Draud asked how many agencies there are in Northern Kentucky that are attacking the drug addiction problem? Kim Moser answered that there are approximately 20 agencies, but they are all focusing on different areas. There is a little bit of overlap, but that is not necessarily a bad thing as long as everyone is working together. Commissioner Draud asked if there are statistics showing that the drug problem has been reduced? Kim Moser answered that the tracking of outcomes is not very good right now. This is something that needs attention. The research was done, so outcomes can be tracked. The jail treatment center is being tracked very closely though. Commissioner Nienaber stated that he admires Ms. Moser and Mr. Kavanaugh for their ability to deal with this issue every day. It is hopeful, but it is difficult to remain hopeful. Resolutions A. Resolution No. 15-0lP (Action Requested) A Resolution for the Kenton County Fiscal Court concerning Fiscal Year budget adjustments. Roy Cox explained that the budget adjustments are for computers for the Animal Shelter, isolation channels for the Animal Shelter, lubricants for Fleet, security services for the Golf Course and water for the Golf Course. Commissioner Draud asked what is spent on water for the whole Fiscal Year for the Golf Course? Roy Cox answered that $155,000 is budgeted. Scott Gunning is having a meeting with the Water District next week to review the numbers one more time before we pay the bill. B. Resolution A Resolution requesting that the Kentucky Economic Development Finance Authority adopt a Resolution providing for the issuance of revenue bonds, the proceeds of which will be loaned to Baptist Convalescent Center, Inc. Roger Peterman explained that this Resolution is for Baptist Life Communities, who are going to replace their Newport facility with a new facility in Alexandria. These will be Jong term care facilities. The bonds for this facility will be issued by a state agency. The debt that belongs to

4 Baptist Life Communities will be refinanced as part of the overall refinancing package. This isn't for money that will be spent at the Kenton County facility. It is strictly for expenses in Alexandria, but due to the refinancing it is required by statute to have the permission of the Kenton County Fiscal Court for the state agency to issue the bonds. Commissioner Draud made the motion for approval; seconded by Commissioner Sewell. Judge Knochelmann called for a voice vote, and the motion passed unanimously 4-0. Ordinances No Ordinances came before the court at this time. Consent Agenda A. Exhibit No Request approval to purchase isolation fencing from Mason Kennel Company for the Kenton County Animal Shelter. B. Exhibit No Request approval to surplus (SCBA) Self Contained Breathing Apparatus, tanks and air packs from county owned vehicles for the Emergency Management Department. All items on the Consent Agenda were voted on together. Executive Orders A. Executive Order No An Executive Order relating to the Fiscal Court approving the appointment of Nathan Pflueger as an Equipment Operator for the Kenton County Public Works Department, effective December 1, B. Executive Order No An Executive Order relating to the Fiscal Court approving the termination of Amber Malarkey as a Trustee for the Parks and Recreation Department, effective November 14, Commissioner Nienaber made the motion for approval; seconded by Commissioner Sewell.

Executive Order No An Executive Order relating to the Fiscal Court approving the appointment of Elizabeth Carr as a Call Taker 1 for the Emergency Communications Department, effective December 13, D. Executive Order No An Executive Order relating to the Fiscal Court approving the appointment of Tracy Tattershall from a part-time Animal Shelter Technician to a full-time Animal Shelter Technician, effective December 1, Commissioner Nienaber made the motion for approval; seconded by Commissioner Sewell. E. Executive Order No An Executive Order relating to the Fiscal Court approving the re-appointment of Joe Shriver to the Kenton-Covington Wellness Center Board, with term expiring on December 31, Commissioner Nienaber made the motion for approval; seconded by Commissioner Sewell. F. Executive Order No An Executive Order relating to the Fiscal Court approving the Fiscal Court Holiday Schedule for the calendar year of G. Executive Order No An Executive Order relating to the Fiscal Court approving the appointment of Ryan Heath as a Tax Clerk for the COLT Department, effective December 14, Commissioner Draud made the motion for approval; seconded by Commissioner Nienaber. Administrative Reporting Police - Chief Jones Chief Jones went over some tips for safety during the Holiday Season. The safety tips are on the Police Departments website as well. Also, the Police Department has received a grant to provide overtime pay to officers to run patrols to detect seatbelt violations.

6 Public Works - Nick Hendrix Nick Hendrix stated that the Highwater Rd. project is winding down. He wanted his crew to know that they did a wonderful job. Also, temporary repairs are being done on the Ernst Bridge Rd., and this will double the capacity. Finally, the recycle/ solid waste dumpsters are ready, and will be delivered to the Kenton County Schools in December. Parks and Recreation/Building and Grounds/ Golf -Scott Gunning Scott Gunning stated that the boiler system at the Independence Courthouse is not working. The whole system must be replaced. There is an Executive Order number declaring an emergency at the Independence Courthouse. The cost will exceed the $20,000 mark, therefore a bid will be necessary. Judge Knochelmann certified that we are going to suspend the normal bid process, and asked to court to vote on Executive Order number Commissioner Draud made the motion for approval; seconded by Commissioner Sewell. Judge Knochelmann called for a voice vote, and the motion passed unanimously 4-0. It was stated that a budget adjustment will be made at the next Fiscal Court Meeting for the boiler repairs. Scott Gunning stated that the Golf Course is shutting down for the winter. Fox Run and The Willows are closed. The Pioneer will remain open for the winter season. The month of November has been good due to the weather. As of today, there have been 2,721 rounds of golf with the revenue being around $58,000 for November. Last November, rounds were at 1,486 with revenue at around $35,000. Scott Gunning then stated that Rick Buster, who works for the Parks, was awarded a scholarship to attend a Parks and Recreation management school in West Virginia. He thanked Mr. Buster for taking the initiative. Also, the courthouses have been decorated for the holidays. The Independence Christmas Walk will be on December 5th. Finally, the Letters for Santa program is underway. Steve Trauger personally delivers the letters to the North Pole, and makes sure that Santa writes everyone back. Director of External Affairs - John Stanton John Stanton stated that every two weeks he meets with Kim Moser and Kirk Kavenaugh, along with members of all three Fiscal Courts. They provide us with our work list. All the counties are working well with them. John Stanton then stated that he has had the opportunity to participate in the transition process of new administration down in Frankfort. From the first six hires that have been publicly announced, Northern Kentucky should be very pleased. We may have the most Northern Kentucky connected staff in a long while.

7 John Stanton then stated that the vacant properties issue is being worked on by PDS, and in the next days a report should be ready to report about the cities interest in this issue. There will be a meeting tomorrow about Economic Oevelopment as well. There will be presentations from five groups that participate in Economic Development in Kenton County. Then five of our mayors will join us for a panel discussion. Commissioner Draud stated that at the last PDS meeting, the feeling was unanimous that the Vacant Properties Ordinance was a good idea. Stacy Tapke was credited for her hard work on this issue. County Attorney's Report Attorney Stacy Tapke had nothing to report. Request a change to the December 8, 2015 Fiscal Court Meeting date and time. Judge Knochelmann asked that the court vote to approve canceling the December 8th meeting. Commissioner Draud made the motion for approval; seconded by Commissioner Sewell. Judge Knochelmann called for a voice vote, and the motion passed unanimously 4-0. Roy asked the court for permission to publish the Claim's List on December 4th, and issue checks on December 8th. Judge Knochelmann asked for a motion to approve. Commissioner Draud made the motion for approval; seconded by Commissioner Sewell. Judge Knochelmann called for a voice vote, and the motion passed unanimously 4-0. Executive Session

8 Pursuant to KRS (1), (B), deliberations on the future acquisition or sale of real property. Also, subsection F, discussions that might lead to the appointment, discipline or dismissal of an individual employee at the Golf Courses. Commissioner Draud made the motion for approval of Executive Session; seconded by Commissioner Nienaber. Judge Knochelmann called for a voice vote, and the motion passed unanimously 4-0. Commissioner Sewell made the motion for approval to return from the Executive Session; seconded by Commissioner Draud. Judge Knochelmann called for a voice vote, and the motion passed unanimously 4-0. Adjournment Having completed all business before the Court, Commissioner Nienaber offered a motion to adjourn which was seconded by Commissioner Sewell. Judge Knochelmann requested a voice vote whereupon all members present voted in the affirmative with a 4-0 vote.
