1 CITY COUNCIL CHAMBERS SIOUX CITY, IOWA MAY 14, The Regular Meeting of the City Council was held at 4:00 p.m. The following Council Members were present on call of the roll: Capron, Groetken, Moore, and Watters. Absent: Scott. Staff members present included: Robert Padmore, City Manager; Nicole M. DuBois, City Attorney; and Heidi Farrens, Deputy City Clerk. Mayor Pro-Tem Moore, on behalf of the City Council, proclaimed May 19, 2018 as National Kids to Parks Day in Sioux City; Matt Salvatore, Parks and Recreation Director, accepted the proclamation. 2. SHIP Presentation: Indian Health Services. Matt Ohman, Siouxland Human Investment Partnership (SHIP) Executive Director; Erin Binneboese, Siouxland Human Investment Partnership; and Kim Wilson, Jackson Recovery, provided information on the item. 3. City of Sioux City Strategic Plan Quarterly Update. Jessica Johnson, City Manager s Office Administrative Assistant; and Matt Salvatore, Parks and Recreation Director, provided information on the item. CONSENT AGENDA Motion by Moore, seconded by Watters, to adopt the Consent Agenda; all voting aye. Items 4 through 14B are approved unanimously unless specifically noted after the item. 4. Reading of the City Council minutes of May 7 and 9, Reading of the minutes of May 7 and 9, 2018, was waived and as part of the consent agenda the minutes were approved as presented. 5. SENIORS - Motion appointing Shirley McLeod to the Seniors Advisory Committee to complete the balance of a three-year term expiring December 31, 2019, replacing James Chartier AIRPORT - Resolution adopting plans, specifications, form of contract and estimated cost for the proposed construction of the Runway Reconstruction and Shift (6,400 feet by 100 feet) and Taxiway B, C, and D Reconstruction Project No ( , , ) at Sioux Gateway Airport/Col. TRANSIT - Resolution approving and accepting Transit Joint Participation Agreement No. STA-FORM-705-FY19 with the Iowa Department of Transportation for a State Transit Assistance (STA) Grant in the amount of $351,604 for operating or capital expenses required for support of public transit services AC&R - Resolution awarding a Service Provider Agreement to AC&R Specialists of Sioux City, Iowa in the amount of $31,225 to provide and install two (2) compressors at the IBP Ice Center. (Bid No ) C.A.P. - Resolution awarding a purchase order to C.A.P. 5 ORDINANCES 16. Ordinance amending Chapter entitled Schedules of the Sioux City Municipal Code to adopt new traffic schedules relating to traffic control devices placed on city streets The ordinance was considered on motion by Moore, seconded by Watters, to pass first consideration; all voting aye. On motion by Moore, seconded by Watters, all voting aye; the Statutory Rule requiring that an ordinance be considered at three separate meetings was suspended. On motion by Moore, seconded by Capron, the ordinance passed second and third considerations; all voting aye. 17. Ordinance amending Chapter 2.35 entitled Events Facilities Advisory Board and Events Facilities Director to reflect the change in management of the Tyson Events Center, Orpheum Theater and Sioux City Convention Center. (First Consideration passed April 23, 2018; Second Consideration passed May 7, 2018) The ordinance was considered on motion by Moore, seconded by Watters, to pass third consideration; all voting aye. 18. CITIZEN CONCERNS Taylor Goodvin, Taxpayers Research Council, provided information on current and upcoming rulings from the Supreme Court of the United States. 19. COUNCIL CONCERNS Watters encouraged citizens to attend the Morningside Days Parade on Thursday, May 17th and the Police Department Open House on Saturday, May 19th. Moore discussed the summer Free Bus Rides for Kids program and Bike to Work Day on Friday, May 18th. Moore congratulated Western Iowa Tech Community College for receiving the 2018 Bicycle Friendly Employer of the Year award. 20.
