1 CITY COUNCIL CHAMBERS SIOUX CITY, IOWA FEBRUARY 12, The Regular Meeting of the City Council was held at 4:00 p.m. The following Council Members were present on call of the roll: Capron, Groetken, Moore, Scott, and Watters. Absent: None. Staff members present included: Robert Padmore, City Manager; Nicole M. DuBois, City Attorney; and Heidi Farrens, Deputy City Clerk. 2. The Council interviewed the following applicant for a position on the Effective Fiscal and Public Policy Committee: Adam Johnson. 3. PRESENTATIONS A. City of Sioux City Strategic Plan Quarterly Update Presentation. Jessica Johnson, City Manager s Office Administrative Assistant, provided information on the item. B. Presentation on the PlyWood Trail Project. Matt Salvatore, Parks and Recreation Director, provided information on the item. Lesley Bartholomew, Plywood Trail Executive Board, and Jeff Schug, McClure Engineering, spoke on the item. CONSENT AGENDA Motion by Scott, seconded by Moore, to adopt the Consent Agenda; all voting aye. Items 4 through 17B are approved unanimously unless specifically noted after the item. 4. Reading of the City Council minutes of February 1, 3, and 5, Reading of the minutes of February 1, 3, and 5, 2018, was waived and as part of the consent agenda the minutes were approved as presented. 5. CLG - Motion accepting and approving the Sioux City Certified Local Government (CLG) 2017 Annual Report NESBITT - Resolution accepting a donation from the Estate of Mary L. Nesbitt for the Sioux City Animal Adoption and Rescue Center SIDEWALKS - Resolution fixing the amount to be assessed against private property, adopting and levying schedule of assessments for the 2017 Sidewalk Program and providing for the payment thereof Page 1

EXPO CENTER - Resolution authorizing the Environmental Services Division of the Utilities Department to submit a grant application to the Iowa Department of Agriculture and Land Stewardship Water Quality Initiative Program for funding of green infrastructure in connection with the Sioux City Bomgaars Expo Center Water Quality Improvement Project B. HOUSING TRUST - Resolution accepting the State Housing Trust Fund Grant Agreement Number 18-LHTF-04 between the Sioux City Housing Trust Fund, Inc. and the Iowa Finance Authority in the amount of $199, ACTIONS RELATING TO AGREEMENTS AND CONTRACTS A. FEH - Resolution approving a Consulting Services Agreement with FEH Design to provide design, construction documentation, bidding, negotiation and construction administration services for repairs to multiple city buildings that received hail damage from the June 29, 2017 storm in an amount not to exceed $121, Stan LaFave, Facilities Maintenance Supervisor, provided information on the item. 6 20. CITIZEN CONCERNS Elisabeth Murdach, 401 Paxton Street, spoke on the Chad Plante accident involving a City bus. Paul Stensland, Bacon Creek Design, spoke on a report requested by Council regarding the possible relocation of Pulaski ball fields to resolve current storm water issues. Mark Simms, Utilities Director, provided information on the study. 21. COUNCIL CONCERNS Watters invited citizens to attend upcoming events including Entrepalooza beginning Monday, February 12th at Briar Cliff University and Steines & Vines on Saturday, February 17th. Moore acknowledged the NAACP Freedom Fund Banquet to be held Saturday, February 17th. Scott requested the Council participate in Black Balloon Day on March 6th, a day of remembrance for those who lost their battle with addiction. 22.
