1 NOTICE OF MEETING OF THE CITY COUNCIL OF THE CITY OF SIOUX CITY, IOWA City Council agendas are also available on the Internet at You are hereby notified a meeting of the City Council of the City of Sioux City, Iowa, will be held Monday, June 25, 2018, 4:00 p.m., local time, in the City Council Chambers, 5th Floor, City Hall, 405 6th Street, Sioux City, Iowa, for the purpose of taking official action on the agenda items shown hereinafter and for such other business that may properly come before the Council. This is a formal meeting during which the Council may take official action on various items of business. If you wish to speak on an item, please follow the seven participation guidelines adopted by the Council for speakers: 1. Anyone may address the Council on any agenda item. 2. Speakers should approach the microphone one at a time and be recognized by the Mayor. 3. Speakers should give their name, spell their name, give their address, and then their statement. 4. Everyone should have an opportunity to speak. Therefore, please limit your remarks to three minutes on any one item. 5. At the beginning of the discussion on any item, the Mayor may request statements in favor of an action be heard first followed by statements in opposition to the action. 6. Any concerns or questions you may have which do not relate directly to a scheduled item on the agenda will also be heard under Citizen Concerns. 7. Reading of the City Council minutes of June 18, PARKS AND REC - Resolution fixing fees for services provided by the Parks and Recreation Department and rescinding Resolution No CONE PARK - Resolution fixing fees for services provided by the Parks and Recreation Department at Cone Park and rescinding Resolution No FINANCE - Resolution amending the Position Classification Manual adopted by Resolution No. S by adding thereto the position, title and job description of Contract Coordinator, Class Code IV-1357; amending the salary schedule and authorizing said position in the Finance Department. HUTCHINSON - Resolution awarding a purchase order to Hutchinson Salt Company of Baxter Springs, Kansas in the amount of $53.88 per ton for the purchase of rock salt until July 1, 2019 (RFQ No ) 8. BRIDGEPORT WEST - Resolution authorizing and directing the City Attorney and/or her assistants to proceed under the power of eminent domain as authorized under Chapters 6A and 6B of the Code of Iowa to condemn certain property in connection with the Bridgeport West Improvement Project, Phase 5. (Property commonly known as 2300 and 2310 Boulevard of Champions) 9. AUDIOVISUAL - Resolution adopting plans, specifications, form of contract, and estimated cost for the proposed construction of the Council Chambers Audiovisual Replacement Project. (Project No ) 10. ACTIONS RELATING TO GRANTS A. GILCHRIST - Resolution authorizing the Parks and Recreation Department to apply for a Gilchrist Foundation Project Grant in the amount of $200,000 to support the Chris Larsen Park Riverfront Development Project. B. SPORTS AUTHORITY - Resolution authorizing the submission of a Regional Sports Authority District Grant application to the Iowa Economic Development Authority in the amount of $50,000 to offset the cost of certain sporting events. C. RAIL CROSSING - Resolution authorizing and approving the City of Sioux City s applications to the Iowa Department of Transportation FY 2019 Federal Aid Highway/Rail Crossing Safety Program for safety improvements at 18th Street (FRA No E), 11th Street (FRA No A), 7th Street (FRA No U), 6th Street (FRA No B), 3rd Street (FRA No S), Leech Avenue (FRA No S), Taft Street AKA 46th Street (FRA No E), Virginia Street (FRA No A), Hamilton Boulevard (FRA No T), and Taft Street AKA 46th Street. ESG - Resolution authorizing and approving the City of Sioux City s application to the Iowa Finance Authority 2019 Iowa Statewide Emergency Solutions Grant (ESG) program in the amount of $50,000 to provide street outreach to the homeless population. 11. ACTIONS RELATING TO STREET CLOSURES A. BIG PARADE - Resolution temporarily closing 3rd Street from Iowa Street to Pierce Street and Pierce Street from 3rd Street to the northeast parking lot entrance of the Long Lines Family Recreation Center on July 6, 2018 beginning at 6:00 p.m. and ending at 10:00 p.m. and temporarily closing 3rd Street from Hoeven Drive to Iowa Street on July 6, 2018 beginning at 2:00 p.m. and ending at 6:00 p.m. for the Big Parade and staging. B. FIREWORKS - Resolution temporarily closing Larsen Park Road from the Lewis and Clark Interpretative Center to the Anderson Dance Pavilion on July 6, 2018 beginning at 3:00 p.m. and ending at 11:59 p.m. for the Big Parade Fireworks Display. EXECUTIVE - Resolution approving Change Order No. 3 to the contract with Executive Companies, Incorporated in the amount of -$7,685 for storm outlet work in connection with the Channel Improvements, South Saint Aubin Street to Lincoln Way Project. (Project No ) B. VEENSTRA - Resolution approving a Consulting Services Agreement with Veenstra & Kimm, Inc. for design of the Bacon Creek Culvert Project in an amount not to exceed $233,200. SUBSURFCO - Resolution approving the contract and performance bond with SuBSurfco, LLC of South Sioux City, Nebraska in the amount of $296, for the Big Sioux River Trail Phase 1 Project.
