Introduction Thi report i publihed puruant to the proviion ofno. 102 of the Convention of the International Telecommunication Union, which provide that the SecretaryGeneral hall "with the aitance of the Coordination Committee, prepare an annual report on the activitie of the Union which, after approval by the Council, hall be ent to all Member State". 2. Memberhip and baic intrument of the union 2.1 at 31 December 2000, the Union compried 189 Member State and 648 Sector Member. The poition of Member State in relation to the ct of the Union i hown in nnex. 2.2 In 2000, zerbaijan, Guatemala, Hondura, Lithuania and Turkey ratified the baic intrument (Geneva, 1992), thu bringing to 169 the total number ofratification and acceion. 2.3 In accordance with No. 231 of the Contitution and No. 527 of the Convention, ratification and acceion received after 1 January 1996 apply to the baic intrument (Geneva, 1992) a amended in Kyoto, In 2000, two Member State which had ratified the baic intrument (Geneva, 1992) before 1 January 1996 alo ratified the amendment thereto adopted by the Plenipotentiary Conference (Kyoto, 1994); and 13 Member State ratified the amendment to the baic intrument (Geneva, 1992) adopted by the Plenipotentiary Conference (Minneapoli, 1998). 3. The council 3.1 The 2000 eion of the Council wa held at ITU headquarter from 19 to 28 July It wa attended by repreentative of the 46 Member State of the Council and 21 Member State of the Union participating a oberver. 3.2 M Kathleen Heceta (Philippine) and Mr Yuri Grin (Ruian Federation) were elected chairman and vicechairman of the Council, repectively. 3.3 The reolution and deciion adopted by the Council, ummarie of debate and other documentation concerning major iue dicued at the Council can be found on the ITU Council webite. 3.4 The following Council reolution and deciion, which have been implemented and are thu obolete, no longer appear in the current volume of Council reolution and deciion: R1100, R1109, R1118, R1119, R1120, R1130, R1134, R1135, R1136, R1145; D381, D464, D478, D479, D488.

7 2 4. ctivitie of the general ecretariat and the ector 4.1 ctivitie of the General Secretariat Strategic Planning and External ffair, Strategy and Policy and Corporate Communication Strategic Planning and External ffair (SPEU) Support for conference and meeting a) Planning, preparation and coordination for the 2000 eion of Council followed an etablihed management plan, which contributed to it ucceful outcome. In addition, SPEU provided upport to meeting of the General Secretariat, including the World Telecommunication Policy Forum in March b) Puruant to Reolution 74 and 90 (Minneapoli, 1998) of the Plenipotentiary Conference concerning ITU reform, and relevant Council deciion (Reolution 1132), activitie focued on preparing and aiting the third and fourth meeting of the Council Working Group on ITU Reform (WGR), held repectively in Geneva and Salvador, Brazil. SPU provided ecretariat ervice, and commiioned, edited and publihed a erie of country cae tudie on the impact of the lp telephony in different countrie. The reult of WTPF 01, together with the country cae tudie, are available on the ITU webite. b) SPU taff alo upported BDT in the planning and organization of the frican Telecom & Internet Summit, Gambia, 59 June 2000, a well a providing preentation Ongoing activitie a) SPU prepared paper, preentation, peeche and article for the SecretaryGeneral and the Deputy Secretary General. Together with BDT, it drafted and publihed the Trend in Telecommunication Reform, report, the merica Telecommunication Indicator, 2000, iapacific Telecommunication Indicator, 2000 and a new publication in the ITU Internet report erie on lp Telephony 2001.

In January 2000, a joint meeting with SG 2 wa held on naming, numbering addreing and routing and, in January 2001, a oneday ENUM Workhop wa hoted on adminitrative iue related to deployment of the ENUM protocol. The outcome of thi work i decribed in Council Document C2001/EP/ New activitie a) Under the New Initiative Programme, launched at Council99, a number of trategic planning workhop have been held, the frrt in December 1999 on electronic ignature and certification authoritie, the econd in June 2000 on IP telephony, and the third in September 2000 on fixedmobile interconnection. The outcome of thee meeting i decribed in Council Document C Further workhop are planned in b) In upport of the workhop, a number of country cae tudie were commiioned under the New Initiative Programme. Thee included tudie on IP telephony in Canada, China, Peru, Republic of Korea and Thailand, and on fixedmobile interconnection in China/Hong Kong SR, Finland, India and Mexico. In addition, in coordination with BDT, Internet diffuion cae tudie were reearched, drafted and publihed for Nepal, Uganda, Egypt, Bolivia, Singapore and Hungary. In addition to creating a coherent and conitent look and feel in order to brand ITU more effectively, the aim i to ultimately provide a logical tructure to the ite, uptodate information, better readability, link between related area acro the different web, a powerful earch capability, eae of ue and eae of maintenance. The new ytem, developed in cooperation with the IS Department, incorporate feature that bring an unprecedented level of flexibility and facility. The implementation of the new ite will take place in three phae: concept, development of tool and launch of core ite; training of web manager and content provider, adoption of web publihing policy and tyle guide, introduction of an archive erver, and migration of all exiting ite to the new look and feel; and revied architecture of the ite by way of a portal page to teer viitor in the mot appropriate direction while erving ITU' ditinct audience with often overlapping need Legal affair a) in previou year, the Legal ffair Unit (JUR) provided legal opinion in it cutomary area of activity, namely international law (public and private), taff matter, finance, privilege and immunitie, application of the Headquarter greement with Switzerland, negotiation of contract, agreement and memoranda of undertanding concluded within the work of the different ector, negotiation of headquarter agreement for the holding of ITU conference and meeting, and interpretation of ITU' contituent and regulatory text. Significant effort were devoted to iue of intellectual property law (copyright, patent policy, ue of the ITU logo, drafting and negotiation of licening agreement) and contract law (TELECOM exhibition and forum, publication, contruction and modification of ITU building, contract for logitic ervice, etc.), a well a retructuring of ITU' internal adminitrative procedure. JUR alo provided upport and advice in preparation for and during WRC2000 and WTS2000. Finally, JUR i in charge of adminitrating the role of depoitary of the GMPCS MoU, and participate actively in the Tak Force et up under the IMT 2000 project IMT 2000 project Support for conference and meeting a) Management upport wa provided for preparation of the Forum eion of TELECOM SI 2000 (Hong Kong, 49 December 2000) on 3G tandardization in ia and the ITUT Special Study Group on IMT2000 and beyond (Geneva, 1115 December 2000).

10 Ongoing activitie a) The activitie of the IMT2000 project in 2000 were dominated by coordination with the external organization participating in IMT 2000 tandardization and pectrum harmonization activitie. In particular, a a conequence of the adoption by ITUR of an update proce for the radio interface pecification ofimt2000, there wa a need to redicu the agreed arrangement for the collaboration of external organization with ITU. General activitie included participation in meeting with external organization (3G Partnerhip Project and Mobile Operator Harmonization Group in November 2000) and preparation of preentation to promote ITU activitie on IMT b) Further information concerning the IMT 2000 project activitie can be found at Internal audit a) In 2000, puruant to the Internal udit Charter, adopted through Service Order No. 10 to trengthen the mandate, mode of operation and function of the Internal uditor, a number of project were completed: human reource management audit; regional preence in the merica region; and a followup audit project in repect oftelecom which alo included a brief analyi of the TELECOM cutomer monitoring ytem. The procedure laid down in the Charter enable the Internal uditor to conduct follow""up audit and to conider the degree of implementation of recommendation made in internal audit report. Thee procedure include, inter alia: dicuion with manager concerned; report preented to and dicued with the member of the Policy and Strategic Committee; and ubequent followup of recommendation to be implemented. b) management audit of the proceing cot incurred by ITU in repect of atellite network filing within the Radiocommunication Bureau i till ongoing. Thi project follow a pecific requet from the External uditor, with whom the ITU Internal uditor i working cloely. In thi cae, cloe cooperation ha been developed to repond to Council Deciion 482 inviting the External uditor to prepare and ubmit an annual report containing a fitiancial and management audit ofthe proceing cot incurred by ITU. ~ c) The Internal uditor alo took part in the_ work of the community of United Nation auditor, epecially exchange of information concerning working practice and rik management. In addition, he attended meeting of the Internal udit and Invetigation Service of the United Nation Multilateral Financial Intitution. d) fter agreement with the Secretary~General, the Internal uditor ha alo created an internal webpage in an effort to increae viibility of the work and mandate of internal audit function and to facilitate contact between the Internal uditor and taff of the Union Peronnel and Social Protection Department Staff ituation a) t 31 December 2000, the total number of regular taff (excluding hortterm taff and project peronnel) tood at 769, compriing 5 elected official, 301 taff in the Profeional and higher categorie and 463 in the General Service category. b) The following change occurred during the year among taff with permanent or fixedterm contract: 46 retirement, 11 reignation, 1 interorganization tranfer and 1 death. t 31 December 2000, 38 taff member were working parttime and there were 117 hortterm taff member in ervice (21 Profeional and 96 General Service). c) Table 1 to 5, which can be found at the ITU Council webite, how the taffing ituation at 31 December 2000 in more detail. Where applicable, the figure for the preceding year are hown in parenthee for comparion purpoe. d) The taffmg table in 2000 compried 996 pot, 745 of them permanent, 39 fixedterm and 212 unetablihed pot. t 31 December 2000, 143 pot were vacant/frozen. e) Shortterm contract (Table 2) were etablihed to enure neceary reinforcement of taff during conference and meeting, for temporary increae in urgent work, hift work or prolonged ick leave of eential taff.

The geographical ditribution at the end of 2000 i hown in Table 4, for all taff employed by ITU except language taff, technical aitance project peronnel and hortterm taff Staff adminitration a) Implementation of the recommendation made by the Tripartite Conultative Group on Human Reource Management continued in The peronal promotion cheme put into place for the firt time in 1998 wa again implemented in 2000 for both Profeional and General Service taff. b) It wa agreed to continue to "regularize" the contractual tatu of hortterm taff working at ITU for long period (five year or more) within the ame ervice. Such taff were granted fixedterm appointment following the advertiement of budgeted vacant pot or unetablihed pot financed from aving, in accordance with the precribed election and recruitment procedure. c) In the area of pot claification, the coniderable increae in volume of work in 1999 continued in The principal reaon for thi conitently high workload ha been the many tructural change made during the year within ITU aimed at improving working method and better meeting the need of the organization' memberhip. In all, there were approximately 200 claification action which led to 85 confirmation of grade, 30 upgrading, 6 downgrading, the creation of 48 unetablihed pot, and variou tudie related to hortterm recruitment. d) Recruitment activitie have increaed due to the relatively large number of taff reaching retirement age and the need to cover new need. Particular attention wa paid by the Peronnel Department and the Focal Point for Gender Iue to the recruitment and promotion of women in the ecretariat.

12 7 b) GGI attended a training eminar on gender maintreaming, pecifically deigned for it, taking into account the tatu of gender iue in ITU. To celebrate International Women' Day on 8 March 2000, it organized a wellattended panel dicuion on Young Women and Telecommunication with repreentative from the private ector, frica, Eatern Europe and ITU a panellit. c) It alo prepared a webpage for it activitie which wa brought online early ctivitie organized by ITU with international collaboration a) pecial event on Gender and Emergency Telecommunication with peaker from ITU, OCH, UNHCR and World Space wa organized for Councillor during the Council 2000 eion. b) Breakfat were held during WRC2000 and WTS2000 for women delegate, to promote networking and cooperation among the till few women participating in ITU meeting and conference Participation in UN agency activitie a) ITU participated in the annual meeting of the Intergency Meeting on Women and Gender Equality (IMWGE). It wa nominated to chair a new tak group on gender and ICT under IMWGE to purue interagency cooperation on thi iue during the period between eion of IMWGE. The Union contributed to documentation for the General embly, in particular for the SytemWide Medium Term Plan on Women, and it concern and work have been firmly incorporated in the work programme of IMWGE. ITU i an active member of Geneva Group of the IMWGE which meet quarterly. b) The SecretaryGeneral igned an MoU with UNIFEM and UNDP on 6 July 2000, which will form the bai for cloe cooperation between the three entitie in gender and information technologie and policie. Concrete project to implement the MoU are under tudy Funding of activitie a) Due to limited fund (CHF for ), only limited activitie could be undertaken. Voluntary contribution would be mot welcome and would permit an expanion of activitie and proper followup to activitie already initiated Finance iue a) Reference i made to Document C2000/EP/5 (General Secretariat Operational Plan for 2000) Support for conference and meeting a) Finance Department activitie in 2000 included the preparation ofcounci1.:.2000 document, upport to the Standing Committee on Finance, and advice and upport to the Working Group on ITU Reform. In addition, advice and upport were provided to the budget control committee of WRC/R2000 and WTS2000, and account were kept for ITU TELECOM MERICS 2000 and ITU TELECOM SI Ongoing activitie a) Finance Department activitie in 2000 included cloure of the account of the Union covering the biennium, implementation of the approved budget and preparation of the draft budget. nnual activitie covered maintenance of the account for UNDP project, Trut Fund project, the Special Fund for Technical Cooperation, voluntary contribution and TELECOM. General activitie covered the area of financial advice and guidance to outide bodie and within ITU, cooperation with member for matter of aeed contribution and amount in arrear, budget control and fund control, financial and cot analyi, cah management and treaury, payroll and other micellaneou financial ervice. Maintenance of the SP financial information ytem and tudie around the development of a new information ytem in the area of human reource continued in b) The 2000 Financial Operating Report et forth detail on the financial management of the Union and provide all financial element for 2000, and further information concerning Finance Department activitie throughout 2000 can be found at in the variou FI document.

13 Support for conference a) Puruant to it miion, the Conference Department provide ongoing upport and tool required by the memberhip to meet, communicate, exchange view and dieminate information on telecommunication activitie in line with the ITU Contitution and Convention. In particular, it different ervice provide upport to conference and meeting in and outide Geneva, and language and document ervice Ongoing activitie a) In 2000, the Conference Service upported a total of day of meeting and conference in Geneva, including Council2000, and major event held outide Geneva (a total of 60 day), in particular WRC2000 (Itanbul, 2000), WTS2000 (Montreal, 2000) and regional preparatory meeting (RPM) for WTDC02. It alo initiated or purued preparation forupcoming event, including WGR4, Council01, WTDC02 and it RPM, PP02 and WSIS03. b) Following the completion of a pilot project to enhance the efficiency and timeline of document production, the document function wa retructured with the etablihment of a Document Production and dminitration Unit. In 2000, a total of document ( page) were proceed. c) In the field of language upport, the Interpretation Service recruited 199 interpreter on a total of 926 contract, repreenting 4138 working day, while the Tranlation Service proceed word ( page) of tranlation into Englih, French and Spanih, and a total of word ( page) of tranlation and page of typing/publication in rabic, Chinee and Ruian. BR' online databae on hip tation, MRS (Maritime mobile cce and Retrieval Sytem), which i available 24 hour a day, ha been enhanced by incorporating additional earch and recue information and appropriate arrangement were made to provide acce to thee additional data for authorized uer around the world. f) In view of the favourable feedback on the online availability of MRS, the Bureau alo extended the online availability of new databae, uch a monitoring obervation from adminitration. g) Click here for a detailed report on BR publication. 4.3 ctivitie of the ITU Telecommunication Standardization Sector (ITUT) a) Major event took place in the Telecommunication Standardization Sector (ITUT) in 2000, namely the World Telecommunication Standardization embly (WTS2000) in Montreal, duly prepared by the Telecommunication Standardization dviory Group (TSG), the initiative by the Director of TSB to contact the ITUT memberhip in order to better repond to their requirement, and the continuou activitie of the 14 tudy group WTS2000 a) WTS2000 agreed on fundamental change to the exiting working method and tructure of the Sector, with the approval of 21 reolution and 9 Serie recommendation. To be noted in particular are Reolution 22 (uthorization for TSG to act between WTS) and Reolution 39 (The changing role of the World Telecommunication Standardization embly), and Recommendation.8 (lternative approval proce for new and revied Recommendation) and Recommendation.9 (Proviional working procedure for the Special Study Group on IMT 2000 and beyond). b) WTS2000 approved all Recommendation ubmitted by the tudy group, including Recommendation D.50 (International Internet connection) and nnex E to Recommendation D.l40 (Guideline for bilateral negotiation toward cotorientation, 1999 to 2001 ).
