Moynihan Award Criteria SIMUN XVI award policy center around recognizing the mot well-rounded delegate in the committee. Chair will award a Bet Delegate award to the delegate who work effectively with hi or her peer, craft ubtantive reolution and directive, and peak with purpoe. Chair will look unfavorably upon backtabbing, grandtanding, or copying the work of other delegate without due acknowledgement. Additionally, delegate mut ubmit a poition paper to be conidered for an award. 9 Poition Paper A implied by it name, a poition paper i a written document prepared before a conference outlining your country poition on the topic() that will be addreed by the committee. Poition paper hould be about one page in length, ingle-paced with 12 pt. Font. The foundation of all good poition paper i good reearch. It i abolutely imperative that you begin collecting relevant and valuable reearch a oon a you receive your country aignment, committee, and topic for a conference. Any plagiarim will reult in an immediate diqualification from award conideration. In writing a poition paper, there are three main thing you need to be thinking about: the relevant hitorical background of your country on the topic, what, if anything, your country i doing currently with regard to the topic, and what your country propoe to do in the future (at the conference) to deal with the problem. 11 Parliamentary Procedure The following i the official operating procedure for SIMUN. The point and motion below are lited in order of precedence. Only one point or motion may be entertained at a time, and point or motion of higher precedence hould be indicated by raiing a placard. The Chair hold final ay over which point or motion are in order at a pecific time. Any quetion about Parliamentary Procedure may be appealed to the Secretary General. Point of Order: Thi point may be raied when you feel that a delegate or the Chair i not abiding by correct parliamentary procedure (a laid out for the conference). A point of order i allowed to interrupt the peaker. Point of Peronal Privilege: Thi point i ued to indicate peronal dicomfort or impediment to debate. It may be raied during the debate if, for example, you cannot hear the peaker or feel uncomfortably hot or cold. Thi point i allowed to interrupt a peaker, but may not refer to the content of any peech or working paper. Point of Inquiry: Thi point may be raied after a peaker yield to quetion. It i ued to ak a quetion of the peaker relating to the peech jut given. It may alo be ued to ak the chair a quetion regarding parliamentary procedure during a normal eion. Motion to Open Debate: Thi i the firt motion of the conference and i made to move into formal debate and open the primary peaker lit. If there are multiple topic on the agenda, the body will firt debate on the order they are to be dicued until there i a motion to et the agenda. All delegate wihing to be added to the peaker lit hould raie their placard at the requet of the chair or end a note to the dai. Motion to Enter Moderated Caucu: Thi motion bring the body into a moderated debate on the iue on the floor for a pecified amount of time. The moderating officer will then recognize
12 peaker for a pecified amount of time, who cannot yield to anyone but the Chair at the end of their peech. Thi motion require a econd, i not debatable, and need a imple majority to pa. Thi motion may not be made once debate ha been cloed. Motion to Table the Topic: Thi motion table a topic (ending debate on the topic) until it i reopened with a Motion to Reconider. Thi motion require a econd, i debatable (two peeche in favor and two againt), and need a two-third majority to pa. Motion to Divide the Quetion: Thi motion may be made to requet that the reolution be divided in a manner pecified by the motioner (it can be by every other letter, by prime number, or even by every ten word). Thee claue will then be voted on individually. Thi motion require a econd, i debatable (2 peeche pro/2 con), and need a imple majority to pa. If the motion pae, the body then vote on the operative claue a they were divided out. If an operative claue fail to receive a majority vote, it i left out of the reolution. Motion for a Roll Call Vote: Thi motion requet that the Chair conduct a roll-call vote on the reolution. Thi motion only require a econd to be accepted. Motion to Adopt by Conenu: Thi motion requet that the body adopt the reolution by conenu, meaning that no delegation would be cating a no vote if the reolution were to be voted upon normally. A delegation may abtain, but hould one delegation object, the motion i out of order. Motion to Appeal the Deciion of the Chair: Thi motion appeal a deciion of the Chair to the body. Thi motion require the conent of the Chair and may be deemed out of order. If accepted by the Chair, the Chair and the Delegate hall each be given one minute to preent their argument to the body. Thi motion need a imple majority to pa. If paed, the deciion of the Chair i repealed. Motion to Introduce an Unfriendly Amendment: Thi motion bring an amendment that ha already been ubmitted to the Chair with the appropriate number of ignatorie to the floor for general debate and a vote when debate i cloed on the reolution. No econd i required. It i only for unfriendly amendment, for friendly amendment are jut conidered automatically part of the reolution. Motion to Introduce a Working Paper: Thi motion bring a working paper that ha already been approved by the Chair with the appropriate number of ignatorie to the floor for general debate.
