2 Developing oultion for drug and related challenge in Pakitan

3 Second Pakitan Country Programme UNODC ha been working in Pakitan for over 35 year, in cloe collaboration with the Government of Pakitan (GOP) and civil ociety, with the purpoe of addreing development challenge, pecifically related to drug and crime. Together with the GOP, the UNODC ha developed it econd Country Programme in order to enure that it upport i clearly directed toward trategic prioritie and meet Pakitan' need. The econd Country Programme (CPII) draw on the leon and experience of it predeceor (CPI) and aim to bolter the effort of the GOP in enforcing the rule of law. To enure coherence and efficacy, the GOP and the UNODC have jointly agreed to outcome that will contribute to peace and tability, complement GOP policie and programme, ait Pakitan in achieving international commitment, and engage with UNODC mandate. The development proce, a with it predeceor, ha been built around mapping exercie, trategic conultation with donor and baeline aement. CPII i not a tatic document but a dynamic framework that can be adapted a it i implemented according to changing need and prioritie. ( ) The

4 A Dynamic Approach to Technical Aitance UNODC undertand the particular challenge related to governance, ecurity and public health in Pakitan, and a uch i collaborating with the Government of Pakitan (GOP) to align programming in order to effectively meet thee challenge. The long-term objective of the UNODC i to expand the capacity of the GOP to identify challenge, addre longterm goal and maintain a high level of technical capacity. Thi approach will conit of the following: Developing olution with takeholder Baeline Iue Plan Solution Reviewing and recalibrating activitie and programme Baeline Solution Output By developing olution and integrating a review loop into programming, UNODC and the GOP improve programme delivery.

5 Country Programme UNODC i focued on three interdependent domain: 1) illicit trafficking and border management; 2) criminal jutice and legal reform; 3) drug demand reduction, prevention and treatment ; and two additional cro cutting theme: e-learning; and reearch and analyi. OUTCOME 3 Integrated border management ytem enhanced through croborder collaboration OUTCOME 4 Invetigation of TOC crime facilitated by technology, including cybercrime improved OUTCOME 6 Proecutorial and Judicial ervice enhanced for fair, effective and prompt proecution and adjudication of criminal cae OUTCOME 7 Prion, Probation and Parole Sytem improved and in line with national prioritie and international bet practice OUTCOME 8 Effective anti-corruption trategie and practice developed and implemented by relevant agencie againt corrupt practice OUTCOME 10 Need-baed drug treatment and rehabilitation ervice integrated into exiting national ytem (including health, education and ocial welfare) with emphai on vulnerable group women and children OUTCOME 11 Increaed acce to and uptake of HIV prevention, treatment and care ervice for people who inject drug in line with global and national policie, trategie and guideline e- Learning

6 Illicit Trafficking and Border Management Pakitan i a tranit, detination country for drug and precuror chemical. It i alo a tranit, ource and detination country for trafficked peron and muggling of migrant. Thi illicit traffic in narcotic and human being poe ignificant challenge to border management, a critical iue for economic development and national ecurity. Sub-Programme I (SP-I) will focu on helping the country' law enforcement agencie (LEA) to provide a ecure environment for the people of Pakitan, which i free from illicit trafficking, human trafficking, migrant muggling, and other Tran-organied Crime (TOC) related activitie. The work will be carried out t h ro u g h t h e cont i n u e d ca p a c i t y building of the LEA, particularly thoe operating along the wetern border region, with a focu on inter- agen cy an d cro - b o rd er cooperation. Thee region how a higher level of drug dependence, and are home to the mot ignificant drug trafficking route. The SP-I i deigned to enhance the core capacitie of Pakitan' LEA to counter illicit trafficking and more effectively manage border. Thi include baic and pecialized training and capacity-building aitance through proviion of operational equipment. In addition, a ignificant component i related to promoting and upporting regional cooperation forum for Information-haring, joint training and operational collaboration between regional and international counterpart agencie. A ignificant component of the work will conit of building the capacity of communitie thoe are particularly vulnerable and could potentially fall victim to the trannational criminal yndicate in affected region uch a Khyber Pakhtunkhwa and Balochitan. Continuou conultation with civil ociety in collaboration with g o v e r nment takeholder will contribute to enuring that the programme activitie are incluive, involve the beneficiarie, and raie awarene amongt the general public regarding challenge related to illicit trafficking and the activitie of TOC network. The cope and focu of the work i outlined a per the following outcome and output:

12 Governance and UNODC ha intitutionalied GOP ownerhip and input in the implementation of activitie through an incluive governance mechanim compried of a high-level trategic Programme Governance Committee and expert-level Technical Working Group. Jointly, the GOP and UNODC have developed a trong, collaborative relationhip dedicated to achieving hared outcome. Overview of Governance Mechanim: Programme Governance Committee (PGC): Technical Working Group (TWG): Monitoring and Evaluation (M&E): The PGC i co-chaired by the UNODC and GOP for the purpoe of reviewing progre and developing future plan for ub-programme. TWG provide a platform for GOP repreentative to provide advice and technical input on UNODC work-plan. A TWG meet twice a year for each repective ub-programme. A UNODC function that focue on analying achievement at the output and outcome level.
