CONTEXT Under the direct supervision of the Migrants Assistance and Protection (MAP) Coordinator and the overall supervision of the Chief of Mission (IOM Philippines), the successful candidate will be responsible for providing Manila-based support to Assisted Voluntary Return and Reintegration (AVRR) cases to the Philippines, Refugee Resettlement as well as provide Operations support to the MAP unit. 2 CORE FUNCTIONS / RESPONSIBILITIES 1. Assisted Voluntary Return and Reintegration (AVRR) Provide operational support in airport caseload reception and post-reception modalities, visa and other safe travel documentation requirements, in close coordination with other IOM missions. Assist in the implementation of Assisted Voluntary Return and Reintegration assistance plan for returning beneficiaries in coordination with respective IOM Missions. Interview and provide assistance to returnees in completing the reintegration application forms and assess their return and reintegration need. Assist in coordinating with government and non-government partners for assistance to referred cases. Conduct reintegration monitoring and evaluation activities in areas of return. Prepare and submit return/reintegration monitoring reports, on a per caseload basis, to relevant IOM missions (of origin). 2. Refugee Resettlement Communicate with relevant IOM offices and counterparts (RSC, UNHCR, ICRC, embassies) about departure schedules, logistics, and completion of resettlement processing of Emergency Transit Mechanism (ETM) refugees. Ensure the orderly departure of refugees from the Philippines to resettlement countries including the completion of travel records/documents, using organization internal applications such as Mimosa and I-Gator. Prepare and distribute Advance Booking Notifications (passenger manifest) to counterparts in the refugee resettlement process. Assist refugees during medical screenings and other pre-departure requirements, exit clearance etc, in coordination with United Nations High Commissioner for Refugees (UNHCR) and the Government of the Philippines. Liaise with airlines, immigration and airport authorities on bookings, pre check-in procedures and customs / security clearances as necessary. Page 2 / 5

3 Ensure that relevant airport services are accessed for cases with special needs including medical and unaccompanied minors. Coordinate with relevant IOM missions ensuring that IOM airport assistance is provided in all concerned ports. Provide Operational Escort assistance as necessary. 3. Self-Payers/Ticketing Maintain Operations Manila dedicated telephone and inbox, and respond to inquiries on IOM s ticketing assistance program of Migrants to Australia and Canada. 4. Operations Support to MAP Draft and submit monthly revenue and caseload/activity statistical reports. Assist the MAP Coordinator in organizing protection mainstreaming activities including coordination with relevant government and UN counterparts involved in counter-trafficking and AVRR issues. Assist in strengthening coordination including referrals to and from government and non-government partner agencies. Perform any other Manila-based support for Migrants Assistance and Protection operations that may be assigned. Support field operations and other MAP caseloads including duty travel, as needed. REQUIRED QUALIFICATIONS AND EXPERIENCE Education University degree in Social Work, International Studies, Behavioural, or any related field from an accredited academic institution, with two year of relevant professional experience in the various fields of assistance and protection. OR Completed High school degree from an accredited academic institution, with four years of relevant professional experience. Experience Experience in the operational aspects of said fields; Page 3 / 5

4 Experience in utilizing Amadeus reservation system and working knowledge in operations-related duties such as airport and or consular liaison. Knowledge of migrant operations, e.g. airport and/or consular liaison, support to vulnerable migrants; Working knowledge in operations-related duties particularly in ticketing and movement arrangements within IOM Knowledge in case work reports and crisis victim assistance an advantage Excellent communication and coordination skills; Excellent organizational skills, attention to details, sense of responsibility and team work; Languages Fluency in English is required. Working knowledge of Spanish or French an advantage.
