2 NEW JERSEY SPEECH AND DEBATE LEAGUE CONSTITUTION ARTICLE I - Name Thi organization hall be known a the NEW JERSEY SPEECH AND DEBATE LEAGUE OF SECONDARY SCHOOLS, or NJSDL. ARTICLE II - Purpoe The purpoe of thi organization hall be: to promote interet in all form of public peech to encourage a pirit of fellowhip to confer upon deerving candidate recognition of their achievement Thi organization i organized excluively for charitable and educational purpoe under Section 501 (c)(3) of the Internal Revenue Code, or correponding ection of any future federal tax code. Upon the diolution of thi organization, aet hall be ditributed for one or more exempt purpoe within the meaning of Section 501 (c)(3) of the Internal Revenue Code, or correponding ection of any future federal tax code, or hall be ditributed to the federal government, or to a tate or local government, for a public purpoe. ARTICLE III - Memberhip Section 1: (a) School eligible for memberhip in thi League mut be accredited econdary intitution. (b) A chool that i organizing one year at a time hall be permitted to join the League on a probationary memberhip when the 11th grade i organized within it chool, pending final accreditation. Section 2: All accredited and NJDOE-regitered public, private, and charter high chool in New Jerey hall be eligible for memberhip in the League upon fulfilling the following memberhip obligation: written application to the Executive Board payment of annual due chool proof of inurance that aume all tandard liability for tudent participation Section 3:All tudent participating in activitie of the League mut be bona fide tudent of active member chool and under twenty year of age at the time of participation in League event. Section 4: Student who attend alternative or magnet program, or who are homechooled or on home intruction are eligible for participation in League event, provided that the local Board of Education grant permiion and aume liability in accordance with their own policie.

3 Section 6: Upon requet, the Preident and Secretary will end report and letter of participation to the principal of any chool. ARTICLE IV - Officer Section 1: League Officer The League officer (Executive Board) hall be: Preident Vice Preident of Speech Vice Preident of Debate Vice Preident of Outreach Secretary-Treaurer A. The Preident reponibilitie hall include: 1. general uperviion of the work of the League 2. promotion of forenic and debate program in the State of New Jerey 3. to promote publicity for the League and it member chool 4. general uperviion of all League contet 5. the authority to call meeting of the Executive Board and to temporarily upend the Contitution for cae of a particular emergency 6. to call an Executive Committee meeting each fall and pring. B. The Vice Preident of Speech reponibilitie hall include: 1. to promote peech activitie and program throughout the State of New Jerey. 2. to ait member chool in developing and expanding quality program. 3. to ait the Preident in uperviion of all contet in peech by arranging a qualified pool of judge. 4. printing official tournament ballot, when neceary, and procuring and/or preparing topic (Extemporaneou, Impromptu, and Improviation) for league tournament. 5. preparing all tournament regitration material according to the direction of the Preident. 6. coordinating the activitie of the Tabulation Room. 7. to organize and upervie the activitie of Dometic and International Extemporaneou Speaking (EXT), Original Oratory (OO), Dramatic Interpretation (DI), Humorou Interpretation (HI), Oral Interpretation (OI), Program Oral Interpretation (POI), Impromptu Speaking (IMP), Improviational Acting (IMV), Declamation (Dec), Duo Interpretation (Duo), Informational Speaking (INF), and other event that the League may deem neceary to add to the competition late. 8. to aume, in the abence of the Preident, the dutie of the Preident. The Vice Preident of Outreach reponibilitie hall include: 1. to promote forenic activitie and program throughout the State of New Jerey 2. to ait member chool in developing and expanding quality program 3. to act a a liaion with tate and media outlet, including the Governor Award for the Art committee 4. to moderate webite development and management 5. to aume, in the abence of the Preident, the dutie of the Preident. E. The Secretary-Treaurer reponibilitie hall include: 1. the collection of member due before the required deadline 2. all neceary League financial tranaction, including maintaining tax-exempt tatu 3. the ubmiion of an annual Treaurer report 4. the reponibility for having the book audited each year by an independent peron 5. making available the chedule, Program of Event, Contitution, regitration material, and other League material to all member 6. notifying all member chool of the date and time of meeting 7. recording the official minute at all League meeting and to make available copie to each member chool 8. maintain communication with webmater regarding league announcement, form, and material. F. Be it undertood that all officer have the authority to delegate reponibilitie to other member of the executive board. Section 2: Election of Officer A. Nomination are to be mailed to the Preident for all elected officer by the annual Executive Council meeting. B. Nomination may be made from the floor at the annual meeting. A maximum of two (2) adult repreenting any one chool may be elected to and hold office imultaneouly. C. The officer hall be elected at the annual meeting. D. Executive Board officer hall be elected by ballot in the following order: Preident, Vice Preident of Speech, Vice Preident of Debate, Vice-Preident of Outreach, Secretary/Treaurer. E. Each office mut be filled in order before voting on the next office. F. A late of Executive Council candidate will be elected with the top nine vote-getter becoming Council member and the next two erving a alternate. Together, the Executive Board and Executive Council will be conidered the Executive Committee. G. Only member in attendance at the general meeting will be conidered for election to any League office unle prior arrangement between the Preident and the nominee permit that peron to run for office in abentia.

5 H. Each chool hall have the power of only one vote in the election of League officer. Section 3: Policy A. All matter of baic policy hall be determined by an Executive Committee. Thi Committee hall conit of the officer and at leat nine other member, all repreentative of member chool.1if the Preident hould receive a complaint againt a particular chool, the Executive Committee hould meet with all partie involved and if the complaint i judged valid, that chool hall be banned from League activitie for the remainder of the chool year. Otherwie, the Executive Committee hall take whatever action i neceary. B. The member of the Executive Committee hall ait the preident in the operation of League function. C. The Preident hall have the authority to aign member of the Executive Committee to erve a liaion in promoting League activitie and in improving communication between the League and it member. ARTICLE V - NJSDL State Tournament A. : In order for a tudent to receive a bid to the NJSDL State Tournament, the following criteria mut be met: a. Student mut place in the top 6 at a NJSDL-member hoted tournament. In event where there are le than 6 competitor, the top 20% of uch competitor will be awarded a bid to the State Tournament. b. In event where a non-league member ha advanced to final, the next tudent() below the break line will qualify in that event. c. At National Tournament, a defined by the Executive Board, any tudent() who advance into elimination round will receive a tate bid. d. Each chool i allotted a maximum of 4 pot in each category, with the exception of Congreional Debate, where entrie hall be unlimited. e. Each chool i awarded one free lot per category, provided that the chool doe not exceed the maximum allotment of 4 pot in a category. B. All NJSDL criteria et forth in thi Contitution and it By-Law mut be followed. ARTICLE VI- Conduct of Contet Section 1: A early a poible each September, the Secretary-Treaurer, in conjunction with the Preident, hall complete a chedule of League event for the eaon. A copy of thi chedule hall be made available to each member chool. The Secretary-Treaurer i reponible for the compiling of a formal Program of Event that will include the following: A. a liting of all League event for the year including the time and place for uch event B. a current lit of member chool and baic contact information C. a lit of winner of the competitive event of the previou year, their chool, and a lit of the highet-coring ten team D. the name, chool, and contact information of the officer of the League E. contet rule, judge training material, and any other material that the Executive Board deem neceary Section 2: Application to participate in any contet mut be completed online via the appropriate

6 webite identified in the tournament invitation. No late entrie hall be accepted. Section 3: The Preident or ome other officer appointed by him/her mut be preent at all Leagueponored contet. Section 4: In no cae may a contet be held again. Clerical and technical error may be reviewed and corrected in a cloed eion by member of the Executive Board who were preent at the contet. Their deciion i final. Section 5: The NJSDL ballot form mut be ued in every contet, except in event where no uch ballot form exit. Section 6: Ballot hall be tabulated according to NJSDL rule in the contet headquarter, the Preident of the League or hi/her appointed repreentative preiding. Section 7: All member of the Executive Board hall be rotated in the tabulation room where feaible in all contet. Section 8: All participant (tudent, coache, judge and guet) will adhere to the NJSDL Code of Conduct a communicated in the Program of Event. ARTICLE VII - Judge Section 1: Judge, when reaching their deciion, are to adhere to definition and interpretation of contet a et down in the By-Law. Section 2: The Secretary-Treaurer, at the direction of the Preident, i hereby empowered, when neceary, to remunerate judge. ARTICLE VIII - Trophie and Award Section 1: At the State Championhip tournament, the League hall preent a chool trophy a well a an individual trophy to firt place winner. All other participant in the final round hall receive League plaque or trophie. Section 2: A team trophy hall be preented to the top ix chool in Speech and the top ix chool in Debate on the bai of their ucce at the State Championhip tournament. Trophie hall alo be preented to the top ix chool with the bet overall performance, in both categorie. Section 3: In determining the team award, the following table i to be ued:

Section 2: The amendment hall become effective upon the approval of 2/3 majority of the coache preent at the meeting. Section 3: League By-Law may be amended by a imple majority. ARTICLE X - Conduct of Meeting Section 1: All quetion of procedure at any League meeting will be decided by Robert Rule of Order.

8 NEW JERSEY SPEECH AND DEBATE LEAGUE BY-LAWS I. GENERAL A. The New Jerey Speech and Debate League of Secondary School hall offer a program of event deigned for tudent participation. B. The annual memberhip fee will be $ unle paid at the previou year tate tournament where the fee will be $ C. All chool are expected to adhere to a high tandard of ethic. Prohibited are the ue of recording device during competitive event. D. The Preident will keep record of each tournament for one year. II. ANNUAL TOURNAMENT PROGRAM A. Each year the League will ponor tatewide tournament in the following event: Varity Policy Debate, Junior Varity and/or Novice Policy Debate, Varity Lincoln-Dougla Debate, Junior Varity Lincoln-Dougla Debate, Novice Lincoln-Dougla Debate, Varity Public Forum, Junior Varity Public Forum, Novice Public Forum, Congreional Debate, Extemporaneou Speaking, Original Oratory, Dramatic Interpretation, Humorou Interpretation, Oral Interpretation, Declamation, Impromptu Speaking, Improviational Acting, Duo Interpretation, Informative Speaking, and Program Oral Interpretation. B. The annual Program of Event will be printed each fall. It hall contain a complete liting of all winner in the previou year competition and the chedule of tournament for the coming year. III. JUDGES A. It hall be the reponibility of each participating chool to upply the tipulated number of qualified judge for each contet. Judge are obligated for the entirety of each contet, unle otherwie directed. B. A moderator of record of each participating chool mut be preent for all league tournament. C. The Preident i empowered to hire qualified judge a neceary for all league event, to be remunerated at a rate determined by the Executive Board. D. Penaltie may be aeed by the Preident and/or Secretary-Treaurer for chool and/or judge who fail to meet their judging aignment and obligation. IV. DEBATE EVENTS A. Debate topic hall be the national debate topic for each event a determined by the National Speech and Debate Aociation. All rule and regulation for thee debate event will follow thoe etablihed by the National Speech and Debate Aociation, except where noted. Competition will be offered at the Varity, Junior Varity, Novice diviion. The minimum tandard for a League-anctioned qualifying tournament are the following: four (4) round of debating one (1) powered round three (3) place award in the diviion lt i the reponibility of the team coach to validate a team award and eligibility when entering contetant for the State Tournament.

9 B. A Varity debater i any 9-12th grader who i entered in a varity debate event. A Junior Varity debater i any tudent with no more than one year experience prior to the current chool year. A Novice debater i any 9 th or 10 th grade tudent who i in hi or her firt year of debate, computed from June 30 of the previou chool year. C. Round 1 and 2 will be randomly paired. In Round 3 and all ubequent preliminary round all team are power-bracketed according to the bet record baed on win-lo record, total peaker point, number of ballot won and total peaker rank. Elimination round will be paired according to the high/low ytem. Bracket will not be broken, and each team will be treated a an independent unit, not a a chool unit. If two team have previouly met, they will witch ide. D. There will be one judge in each preliminary round and at leat three judge in the elimination round. E. Award for debate event hall be given to all elimination round participant. F. Debate event offered by the League hall include: a. Policy Debate (CX) b. Lincoln Dougla Debate (LD) c. Public Forum Debate (PF) Congreional Debate (CON) All debate event will follow National Speech and Debate Aociation rule, with the following exception. Public Forum Debate will follow National Speech and Debate Aociation rule with two exception. Firt, ide and peaking order will be et prior to the round and be clearly marked on the publihed pairing. The Pro team will alway peak firt. Second, evidence challenge will be adjudicated by a 3-member committee of tate executive board member whoe tudent or judge are not involved in the round. Evidence challenge mut be launched before the concluion of the round. If the challenge i upheld, the offending team will receive a lo and 0 peaker point. If the challenge i denied, the challenging team will receive a lo and 0 peaker point. Formal evidence challenge may be iued only in intance of ditortion, non-exitent evidence, and clipping per NSDA rule. G. Congreional Debate logitical procedure are a follow. a. Legilation for Congreional Debate will be required at a date publihed in the Program of Event, no later than one full week before the State Tournament contet. All legilation mut be formatted according to the guideline et forth by the National Speech and Debate Aociation. The preident may appoint a committee to approve legilation before diemination to chool and tudent. b. The league will make all reaonable effort to provide judge and parliamentarian who are unaffiliated with any chool repreented in the chamber(). c. Chamber hould be limited to a maximum of 16 tudent. If more than 16 tudent participate, additional chamber will be aigned. d. Competition will conit of four round of roughly 90 minute each. e. Judge and/or Parliamentarian will be ued to determine the final advancement and/or ranking of tudent. No tudent voting will be utilized at league ponored event to determine advancement and/or ranking. H. Ballot will be provided either in paper format or via electronic ubmiion. VII. SPEECH EVENTS A. Declamation and Oral Interpretation will follow the rule and regulation etablihed by the National Catholic Forenic League. All other peech event will follow the rule and

10 regulation etablihed by the National Speech and Debate Aociation, except where noted. B. Speaking order will be determined by random draw by the tab room taff a cloe a poible to the commencement of competition. C. Each peaker i ranked and graded for each round. The rank of 1 i given to the bet peaker in the round, 2 to the econd bet, etc. Rank are ued to determine a peaker placement in the tournament. The cumulative tabulation method will be ued to determine winner in the final round of each event. D. Ballot will be ditinctively color-coded for each event. A decription of the criteria for judging will be printed on the ballot. In addition, each judge hall complete a eparate critique heet for each tudent, outlining contructive criticim of the contetant performance. The critique heet will be given to the tudent at the concluion of the tournament. E. The printed election to be performed by each contetant mut be available for inpection by the Executive Board. F. Selection for interpretation event hould be from a ingle ource of merit that i publihed, printed and readily available to the general public, or via approved internet ource, a pecified by the National Speech and Debate Aociation. G. No cotume, prop, or manipulation of phyical environment i allowed for effect, except in Informative Speaking, in accordance with the rule et out by the National Speech and Debate Aociation. H. For each event, there i a thirty econd grace period. Student who go beyond the given grace period may not be ranked one in that round and may incur an additional penalty of rank a determined by the judge. Student who do not exceed the grace period may not be penalized. I. Speech event offered by the League hall include: a. Dometic and International Extemporaneou Speaking (EXT) b. Original Oratory (OO) c. Dramatic Interpretation (DI) d. Humorou Interpretation (HI) e. Oral Interpretation (OI) f. Program Oral Interpretation (POI) g. Impromptu Speaking (IMP) h. Improviational Acting (IMV) i. Declamation (Dec) j. Duo Interpretation (Duo) k. Informational Speaking (INF) J. All National Speech and Debate Aociation guideline for laptop ue are in effect for League contet. The League i not reponible for lot, tolen, or broken computer. K. NJSDL-Specific Event Rule a. Impromptu Speaking 1. Student will take no more than even minute to deliver an impromptu peech on one of three topic drawn at random. 2. Impromptu topic will adhere to national tandard. 3. A contetant time may be divided a he/he chooe between preparation and peaking. 4. During the preparation period the peaker may take note, but note may not be ued during the preentation. 5. The judge will hold the peaker accountable for trict adherence to the topic drawn; well-choen, pertinent, and ufficient information to upport the central thought of the topic; organization of material according to ome logical plan in order to produce a complete peech within the time

11 allowed; delivery free from marked defect in the mechanic of peech poie, quality and ue of voice, enunciation, fluency, bodily expreivene and the effectivene in enliting and holding the interet of the audience. b. Improviational Acting 1. Student will take no more than even minute to deliver an improvied cene on one of three cenario drawn at random. 2. Improviational acting cenario may be humorou or dramatic in nature and may be delivered a a monologue or a a dialogue between multiple character. The cene hould be organized with a clear development of plot including a clear opening and cloing. 3. Scenario will be appropriate and acceible to all tudent. They ought to follow theme and guideline uch a: one-character, fill-in-the-blank, two-character, multiple character, and combination thereof. 4. A contetant time may be divided a he/he chooe between preparation and peaking. 5. During the preparation period the peaker may take note, but note may not be ued during the preentation. 6.
