2 3 rd Board Meeting of Officers Minutes of the Meeting Venue: The House of Lechon Date: September 4, 2018 Attendees: Achas-Unchuan, Kerlan Dy, Jehanne Jusayan, Nicomari Baura, Bembem Uypuanco, Kaloy Crisostomo, Nheil Canizares, Jose Mari Cuizon, Ann Molina, Danilo (Boysen) Rosario, Margret Rodriguez, Francis Erico Malayao, Robert Po, Ana Karmela Lastimoso, Carmel Dante, Reynaldo Jr. Rubia, Pedro III Oracion, Archimedes Java, Melva Cuizon, Emannuel Avila, Bing Presas, Marsha Minutes of the Meeting: Meeting started at 6:30pm Dinner Ar. Achas introduced the past presidents, fellows of UAP Cebu Chapter present in the board meeting. The Philippine National Anthem, UAP Hymn and Architect s Credo was played. 3 Forum on the Proposed 20-storey commercial building in the Cebu Provincial Capitol Complex. o Ar. Melva Java, Fuap was introduced by Ar. Achas to talk about the issue and give an overview of heritage conservation charters and guidelines. o Ar. Java started with the talk about the heritage aspect of the Capitol Complex. She discussed the following points: Guidelines in the care of built heritage R.A (The National Cultural Heritage Act of 2009) Definition of terms Article IV Heritage Zones Philippines is a member of ICCROM, an inter-governmental organization, whatever is agreed by the organization, must be respected and implemented. The Venice charter Articles 6, wherein it states that The conservation of a monument implies preserving a setting which is not out of scale. Wherever the traditional setting exists, it must be kept. No new construction, demolition or modification which would alter the relations of mass and color must be allowed. According to Ar. Java, there is a major alteration in the relation of the mass and color between the proposed reconstruction and the existing capitol building. The Venice charter Article 13, wherein it states that Additions cannot be allowed except in so far as they do not detract from the interesting parts of the building, its traditional setting, the balance of its composition and its relation with its surroundings. The Burra Charter Article 7, wherein it states that The conservation policy will determine which uses are compatible. Washington Charter methods and instruments o Ar. Java discussed the background and history of the Cebu Capitol Complex and its historical significance to Cebuanos in particular. o Ar. Java asked the body on what are the possible approaches for this issue? o Ar. Malayao presented to the body the following: Key points of UAP Datu Lapu Lapu s position paper to the local government. Rejection letter sent by NHCP to the local government stating that the Proposed structure is Too high that it will distort the balance and symmetry with the old Capitol building. Possible points for discussion and what is the collective move of the body. Possible Actions to consider Formation of a committee on heritage headed by a director with a goal of protecting the Cebuano Heritage. Let the people understand the effects of such construction (ie Brand activation) Host event that provide as venue for discussion Change.org petition o Ar. Achas opened the discussion to the body. o Ar. Canizares presented the letters he wrote to the governor of Cebu regarding the issue, the articles on newspaper and he gave copies to the body for further reading and discussion. o Ar. Avila suggested for a collective letter from the chapter. o Ar. Canizares gave out his opinion on the matter. o Ar. Achas made a motion to create a position paper to be presented during the upcoming General Membership meeting (GMM). o The body agreed and approved the motion. And was seconded by Ar. Malayao o Ar. Pedro Rubia III is the lead in drafting the position paper of the chapter. Nominees for Emeritus o Ar. 4 o anyone in our chapter who is eligible to nominate for emeritus status. o Ar. Malayao discussed the requirements for Emeritus eligibility. Update of PISO Fair CPD Seminar o Will be held on September 15,2018 o The chapter needs 5 more volunteers. We already have 5 officers, 6 members who volunteered for the event. o There will be a meeting on Sept. 8 at the SAFAD Graduate School. Other Matters o Joint Area Assembly Oct o World Architecture day on Oct 1 o Upcoming Events Oct 25- GMM w/ CPD Final Venue at Mandani Bay Showroom. Free registration for UAP Cebu Members 2 CPD points Sponsors as of the moment are CMI and Davies Nov 17 CPD Seminar Final Venue at Rigney Hall, USC-Talamban 8am-12pm 3 CPD Points o Proposals for fund-raising activity and CSR Beneficiary Ar. 8 2 ND GENERAL MEMBERSHIP MEETING & INDUCTION OF NEW MEMBERS Minutes of the Meeting Venue: Kalea Hall, Big Hotel Date: September 20, 2018 Minutes of the Meeting: Registration started at 6:00pm Opening Ceremonies led by Ar. Kerlan Achas, UAP Cebu Chaper President Dinner while sponsors flashed their product presentations on screen. Induction Rites of New Members Ar. Achas called the inductees one by one to go up to the platform to take their oath. The inductees were charged by UAP Cebu chapter secretary, Ar. Ana Karmela Po The inductees were then inducted by the District Director of Area C-1, Ar. Dennis Bernardo. The newly inducted members were given their kits (chapter polo shirt, keychain and chapter sticker) and got pinned by either an officer, a FUap or a past president. Chapter Forum Ar. Achas introduced Ar. Melva Java to speak about the the Proposed 20-storey commercial building in the Cebu Provincial Capitol Complex. Ar. Java presented to the body the presentation that she presented during the 3 rd Board meeting at the House of Lechon last September 4, Ar. Robert Malayao presented to the body the proposed chapter position paper regarding the Proposed 20-storey commercial building in the Cebu Provincial Capitol Complex. 9 Other Matters The details of the next GMM, which is on October 23 was announced o The venue will be at the Mandani Bay Showroom o There will be a CPD seminar with 2.0 accredited units o Registration is free for all UAP Cebu Chapter members It was announced that there will be another CPD Seminar on November with free registration for UAP Cebu Chapter members. Details will be announced soon. Chapter Merchandise (Mugs, Polo shirts, Car sticker, Keychain and UAP Cebu magnetic pins ) are being sold near the registration booth. Closing Remarks Ar.
