2 Dues and Fees Policies The Board of Directors of the has set the following rates for fees and dues. I. Target Fees 2 cents per target II. Regular Member Annual Dues - $10.00 III. Associate Membership Annual Dues - $10.00 IV. Life Membership One-Time Dues - $ V. Club Membership Annual Dues - $25.00 These rates shall remain in effect until changed by the Board of Directors in accordance with the Articles of Association and By-Laws of the. 1

3 Annual Procedure for Scheduling Shoots The President of the may appoint a person to coordinate the scheduling process with the Member Clubs. That process will be conducted in the Fall of the year. The following guidelines will be used to make the process as fair as possible: 1. In assigning shoot dates, an effort will be made to avoid having two shoots held in Louisiana on the same date. 2. Clubs that have held a shoot in a prior year will be given preference to their keeping the dates closest to their prior year shoots dates. If a Club elects not to use the dates from the prior year, such dates shall become open dates. 3. In scheduling shoots for open dates, two or three day shoots will be given preference over one day shoots and will be scheduled before one day shoots. 4. In the event of a conflict that cannot be resolved by the scheduling Member, the Board of Directors will decide the outcome. 5. Once the tentative schedule is set. The President or Secretary can poll the board to get approval of the final schedule. 2

4 Hall of Fame Procedures I. The Hall of Fame is hereby instituted to honor those members of the State of Louisiana who have distinguished themselves by a high degree of proficiency in the sport of Skeet shooting and/or by significant contributions to the promotion and welfare of skeet shooting on a state or national level, exhibiting in the process a high degree of dedication and sportsmanship to their fellow shooters. II. In order for the s Hall of Fame to be administered on a consistent, just basis, free from temporary influences and to reflect the perspective of time, the following rules and guidelines for its administration and the selection of the recipients for such honors are set forth. A. Selection of persons to be honored shall be made by a Committee consisting of four (4) people. At least three (3) members of the Committee must be Members of the LSSA Hall of Fame, if willing to serve and/or able. Committee Members will serve a four-year term, with one new Member appointed by the President each year. The senior member of the Committee (the longest serving) shall act as Chairman of the Committee. The President may appoint another member if one Member becomes disabled or otherwise is not able to serve. A formal resignation signed by the Committee Member must be submitted to the President. B. Upon selection by the Committee with not less than three (3) positive votes, the name of the Inductee and necessary paperwork shall be submitted to the printer for incorporation into the State Championship shoot program no later than June 1 of same year. It will also be the responsibility of the Committee to provide the plaque honoring the Inductee. The selections of the Committee are final and are not open to review or veto. C. The formal ceremony of induction into the Hall of Fame shall take place at the Louisiana State Skeet Championships. The major accomplishments of the Inductee shall be included in the citation. D. Each Inductee shall be presented a suitable plaque and memento of the occasion. A Master plaque with the names of each Inductee placed thereupon shall be displayed at the Home Club of the President of the Association, or in a location that the Inductee may deem appropriate. This plaque shall be displayed yearly at the Louisiana Skeet Championships for viewing by the Membership. E. The number elected to the Hall of Fame shall be determined by the Committee. If there are no qualified nominees, no induction will take place. 3

5 Hall of Fame Procedures III. In the selection of persons to be inducted into the Association s Hall of Fame, the Selection Committee shall be ruled and guided by the following: A. Basic Requirements 1. Any nominee considered must have a shooting record for a minimum of fifteen (15) years, except in cases in which untimely death or disablement terminated an active shooting career. 2. All Inductees shall have been or are presently residents of the State of Louisiana and have competed in registered Skeet competition in the State. 3. Inductees may be deceased, retired from active competition, or if still active, must have completed ten (10) years of competitive registered Skeet shooting in the State of Louisiana and participated in a minimum of five (5) Louisiana Skeet Championships. 4. An individual who has been selected to the National Skeet Shooting Association s Hall of Fame shall automatically be qualified for induction into the Louisiana Skeet Association s Hall of Fame, provided he or she meets all the longevity and Louisiana State Skeet Championships participation requirements and is nominated by a member of the Association. 5. A nominee who is considered and not selected may be considered an unlimited number of times. However, the individual must be re-nominated by a member of the Association each year for reconsideration. 6. Individual information sheet contents must be verified by the selection Committee. B. Nominating Procedures 1. Any member of the Association may nominate an individual for Hall of Fame consideration. Nominations must include as accurate as possible a list of the nominee s accomplishments, titles and qualifications. 2. Nominations must be received by the Secretary/Treasurer of the Louisiana Skeet Shooting Association prior to April 1, to be considered for induction at the forthcoming State Championships. Nominations received after April 1 will not be considered nor held over to the following year. 4

6 C. Qualifications Exhibit A Hall of Fame Procedures 1. Satisfaction of any three (3) of the following requirements qualifies an individual s shooting proficiency. a. Two (2) All-American Teams, including any concurrent teams. b. Three (3) All-State First Team selections. c. Any three (3) Louisiana State Championships including: High Overall, Gun Champion, or Doubles Champion. d. Three (3) World Championships, including any concurrent. e. National or State High Average Leader, including any concurrent events in any gauge or doubles. f. World record or world record ties, including all concurrent events. g. LSSA Officer or Committee Chairman, three (3) terms. h. LSSA State Championship Committee member, five (5) State Championships i. LSSA Director, three (3) terms. j. NSSA State Director, three (3) terms. k. Volunteering time and effort at the Louisiana State Skeet Championships on a long-term basis. l. Other significant and lasting contributions. 5

7 State Awards Procedures Requirements: I. A Regular or Life Member of the LSSA must meet the following criteria in order to be eligible for the LSSA All-State Teams: A. Shoot one hundred (100) registered targets in each gauge (12, 20, 28 &.410) in the State during the current Skeet year at a four (4) gun shoot, other than the State Skeet Championships. B. Shoot all for (4) gauges at the Louisiana State Skeet Championships in the current Skeet year. C. Must shoot a minimum of six hundred (600) registered targets in each gauge (12, 20, 28 &.410) during the current Skeet year. No more than 100 Monthly Targets or League Targets may be counted toward the minimum requirement in each gauge. II. A Regular or Life Member of the LSSA must meet the following criteria in order to be eligible for High Average Leader awards: A. Must meet All-State Team requirements in the 12, 20, 28 and.410 to be eligible. Individual with the highest average in each category, meeting the requirements, will be the High Average Leader for the State in each of the respective categories for the current Skeet year. B. The Doubles High Average Leader must meet the All-State Team requirements and shoot a minimum of five hundred (500) registered Doubles targets, of which fifty (50) must come from the State Championship shoot and another one hundred (100) within the State of Louisiana during the current Skeet year. III. There will be three (3) teams of five (5) Members each selected to the First Team, the Second Team and the Honorable Mention Team. The teams will be selected by High Over All averages. The highest HOA (4-gun 12, 20, 28 and.410) average will be team Captain. IV. Rookie of the Year A. The President shall appoint a Committee which shall review the records of eligible shooters to select the Rookie of The Year. The Committee may select more than one Rookie of The Year if circumstances give rise to a need to do so. B. A shooter will be a Rookie in the first Skeet Year he or she shoots registered Skeet targets. If the shooter does not shoot any registered targets until after the State Championship in his or 6

8 her first year shooting registered targets, he or she will not be a Rookie until the next Skeet Year. An individual may only be a Rookie for one Skeet Year. The Skeet Year starts November 1 and ends the following October 31. 7

9 State Shoot Rotation In order for a Club to host the State Shoot, it must have adequate facilities to hold such a shoot. The Board of Directors will establish which Clubs are eligible to host the State Shoot. A list of the Clubs that are currently available to hold the State Shoot will maintained and the contract shall be awarded on a rotation basis. Any new Clubs meeting the requirements will be added to the list and the Board of Directors will adjust the rotation accordingly. 8

10 Mail Ballot Procedures Any business or election of the Association conducted by mail ballot shall follow the following procedures. The Secretary/Treasurer shall mail all ballots to the Membership or the Board of Directors with a return envelope plainly marked Ballot at least twenty (21) days prior to the date other ballots must be returned. Ballots for Officers and Directors at Large shall be in two parts. 1. The signature and the LSSA Membership number of the voter will be on a separate sheet of paper for recording of a valid voter. 2. The ballots will be separated at time of counting so one part cannot be connected to the other. No candidate can participate in the counting of the ballots. The Secretary/Treasurer shall collect all ballots and present them to the Committee selected by the Board for tally. Any ballot that has been opened prior to delivery to the Board is immediately ruled invalid. 9
