1 ASSOCIATION OF PHILIPPINE PHYSICAL THERAPY STUDENTS (A Special Project Arm of the Philippine Physical Therapy Association, Inc.) C O N S T I T U T I O N Vision The Association of Philippine Physical Therapy Students (APPTS) envisions itself as the premier organization of united proactive Filipino Physical Therapy students working with the Philippine Physical Therapy Association Inc. (PPTA) in the promotion and advancement of Physical Therapy (PT) education and the Physical Therapy profession in the Philippines. Mission The Association of Philippine Physical Therapy Students commits itself to the betterment of Physical Therapy education and practice by leading in the development of patriotic, committed, and skilled Physical Therapy students in the country. Article I. General Provisions Section 1 This constitution shall be known as the constitution of the Association of Philippine Physical Therapy Students. Section 2 As a special working arm of the Philippine Physical Therapy Association Inc. (PPTA), this constitution shall subject to the constitution of the PPTA. Section 3 The office of the APPTS shall be located at the CHAP Office Room 107 Philippine Medical Association Building, Diliman, Quezon City. Article II. Declaration of Principles and Objectives Section 1 The following are the objectives: 1.1 To promote unity and cooperation among Filipino PT students 1.2 To aid in the improvement of the educational environment in the country 1.3To aid in the promotion and advancement of PT in the country Section 2 The following are the functions: 2.1 To create linkages of PT students through PT student organizations and schools
2 2.2To serve, whenever appropriate, as the official representative of Filipino PT students in assembly within and outside the country 2.3To coordinate with different professional organizations the issues that are of significance with the Filipino PT students and disseminate necessary information from the professional organizations to its members Article III. Membership Section 1 The members shall be qualified according to the following: 1.1 Affiliated college organization 1.2 Associate membership 1.3 Individual membership Section 2 In order to be qualified members, the applicants should meet the following criteria: 2.1 Affiliated College Organization Official PT student organization which is recognized by a CHEDaccredited institution In cases of the absence of an official PT student organization, the official student council may apply. 2.2 Associate membership Members from the affiliated college organization Any first to fifth year PT student of a CHED-accredited institution for the said year the applicant will apply Applicant must submit registration form of the said year the applicant will apply. 2.3 Individual membership PT student who is not a member of the any of the affiliated college organization Any first to fifth year PT student of a CHED accredited institution for the said year the applicant will apply Applicant must submit registration form of the said year the applicant will apply. 2.4 Any person/ institution who has met the qualifications on the after mentioned and paid the membership dues may apply for membership subject to the approval of the Executive Committee. Section 3 The members shall be required to pay their respective membership fee. 3.1 Annual membership is three hundred pesos (Php300) for Associate Member
3 3.2 Annual membership is three hundred fifty pesos (Php350) for Individual Member 3.3 College Organization membership fee is three thousand pesos (Php3, 000) for lifetime membership 3.4 Terms of payment for the Associate Member and Individual Member The payment may be paid in full by July The first partial payment may be made by July, second (final) payment by November Section 4 Renewal of Membership 4.1 Associate member and Individual member shall renew in the association annually. Section 5 The following will be the grounds for revocation/ suspension 5.1 Affiliated College Organization If the official PT student organization is not renewed/ re-accredited by the CHED-accredited institution 5.2 Associate Member/ Individual Member Misrepresentation of the Association in whatever way Mis-appropriating funds or property owned by the Association Inability to attend to at least one event of the Association Article IV. Rights and Privileges Section 1 The Affiliated College Organization will have the following rights and privileges 1.1 The Associate member gets a discount of 15% of the membership fee. 1.2 The affiliated college organization may be the host of any official activity of the association 1.3 They will constantly be updated of the activities of the Association and the PPTA Section 2 The Associate Members and Individual Members will have the following rights and privileges 2.1 No member shall divest of his/her rights and privileges without due process of the law and the observance of the procedure provided for in these by-laws. 2.2 Members are entitled to full and detailed report from the President and the Vice-President for Finance
4 Article V. Organizational Structure Section 1 The Executive-Committee shall be composed of the President, Vice President-Internal Affairs, Vice President-External Affairs, Vice President-Finance, Vice President Documentation, Vice President Advertising and Communication and Vice President-Membership. They shall be the representatives of the Physical Therapy student body. They shall initiate and execute activities in line with the objectives of the organization. Their term of office is for one Academic Year. Section 2 Qualifications, Roles and Duties of Officers 2.1 President 2.1.1To qualify as the president, candidate must meet the following criteria The candidate must be an incoming 3rd or 4th year The candidate must have been part of the Executive Committee for at least 1 year The candidate must be a regular student with regular load The candidate must not be the president of any other organization (in his/her institution) The following are the following are the duties and responsibility of the President The president is the head of the Executive Committee The president calls and presides over the meetings The president calls for general assemblies The president enforces and executes by-laws and such other rules as may be passed by the Executive Committee from time to time The president signs all resolutions, communications, and papers of the organization The president shall represent or assign individuals to stand in for him/her on all occasions deemed necessary The president shall create committees and appoint respective coordinators and members whenever the need arises The president will have access to the organization s bank account, together with the vice president of internal affairs and the vice president of finance 2.2. Vice President Internal Affairs To qualify as the Vice President Internal Affairs, candidate must meet the criterion Must be a regular student with regular load The following are the duties and responsibilities of the Vice President Internal Affairs
5 The Vice President Internal Affairs coordinates with the school delegates The Vice President Internal Affairs manages and is liable for any property the organization will possess The Vice President Internal Affairs will have access to the organization s bank account, together with the president and the vice president of finance The Vice President Internal Affairs shall ensure good relations among the members of the organization The Vice President Internal Affairs is the 2nd-in-command and will assume the position of the president in his absence The Vice President Internal Affairs shall perform other duties incidental to his/her office which may be prescribed by the president 2.3 Vice President External Affairs To qualify as the Vice President External Affairs, candidate must meet the criterion The candidate must be a regular student with regular load The following are the duties and responsibilities of the Vice President External Affairs The Vice President External Affairs facilitates external affairs such as conferences and conventions The Vice President External Affairs is responsible for outsourcing, networking, and establishing other affiliations The Vice President External Affairs is responsible with regards to Sponsorship for the activities of the Association The Vice President External Affairs shall perform other duties incidental to his/her office which may be prescribed by the president 2.4 Vice President Documentation To qualify as the Vice President Documentation, the candidate must meet the criterion The candidate must be a regular student with regular load The following are the duties and responsibilities of the Vice President - Documentation The Vice President Documentation prepares resolution and bank documents The Vice President Documentation keeps the database of the organization The Vice President Documentation prepares performance reports after every major and minor activity
6 The Vice President Documentation keeps the minutes of the meeting The Vice President Documentation certifies all official acts of the organization The Vice President Documentation shall perform other duties incidental to his/her office which may be prescribed by the president 2.5 Vice President Finance To qualify as the Vice President Finance, the candidate must meet the criterion The candidate must be a regular student with regular load The following are the duties and responsibilities of the Vice-President- Finance The Vice President Finance manages the financial affairs of the organization The Vice President Finance will have access to the bank account together with the president and vice president for internal affairs The Vice President Finance turnover the balance to the succeeding vice president of finance The Vice President Finance shall prepare a financial presentation to the public during every general assembly The Vice President Finance prepare the financial report after every major and minor activity The Vice President Finance shall perform other duties incidental to his/her office which may be prescribed by the president 2.6 Vice President Advertising and Communications To qualify as the Vice President Advertising and Communications, the candidate must meet the criterion The candidate must be a regular student with regular load The following are the duties and responsibilities of the Vice President Advertising and Communication The Vice President Advertising and Communication takes charge of publicity, including advertisements and other propaganda for the organization The Vice President Advertising and Communication maintains and updates websites, newsletters, etc The Vice President Advertising and Communication shall perform other duties incidental to his/her office which may be prescribed by the president The Vice President Advertising and Communication draft and implement marketing strategies for the organization
7 2.7 Vice President Membership To qualify as the Vice President Membership, the candidate must meet the criterion The candidate must be a regular student with regular load The following are the duties and responsibilities of the Vice President - Membership The Vice President Membership manages the database of all members of the organization The Vice President Membership is responsible for the collection of registration fees of the members of the organization The Vice President Membership shall perform other duties incidental to his/her office which may be prescribed by the president The Vice President Membership is responsible for the membership application and renewal 2.8 School Delegates To qualify as a School Delegate, the candidate must meet the following criteria: The candidate must be chosen by his/her own institution The candidate must be a regular student with regular load The candidate must be an officer of the official recognized academic organization of the institution There is only one school delegate per institution The following are the duties and responsibilities of the school delegates The school delegates are responsible for soliciting feedback, recommendations, and suggestions from their respective institutions The school delegates are eligible for assuming the position as a committee head for every activity or project The school delegates shall perform other duties incidental to his/her office which may be prescribed by the president 2.9 Board of Directors To qualify as a Board of Directors, the candidate must meet the criterion Previous executive committee who does not intend to be part of the succeeding executive committee The following are the duties and responsibilities of the Board of Directors The Board of Directors shall serve tenure for 1 year The Board of Directors shall abide to the due process on cases of suspension and or impeachment of any officers based on performance and stipulation of these by-laws.
8 The Board of Directors reviews and makes recommendations to the president on matters concerning the association and its members. Section 3 The process for resignation of any officer If an officer desires to resign from his/her position, he/she must submit a letter of resignation. The vacant position will be filled by appointing a school delegate. Section 4 This is the ground for impeachment for any officer If an officer fails any subject, he/she shall be under probation for 2 weeks. The executive-committee will deliberate and vote if the said officer will continue to be part of the executive committee or will be impeached. Article VI. Elections Section 1 Elections for the Executive Committee will be at the last Sunday of February which is also the last General Assembly for that year. Section 2 The elections shall be facilitated and overseen by Philippine Physical Therapy Association (PPTA) who will act as the Commission on Election (COMELEC). Section 3 Manner of Election: 3.1 Nomination of the Executive Committee There will be a nomination process One nominee per institution/ affiliated college organization COMELEC will screen the nominees, and notify the qualified nominees COMELEC will release the final list of candidates for the electoral posts There will be two manners of voting 3.2 Election for the Executive Committee Elections shall be carried out through: secret balloting and online voting Election by proxy shall not be allowed Election procedure shall be formulated and implemented by the COMELEC. Section 4 Declaration of the Election Results 4.1 Results will be announced five (5) days after the date of the election 4.2 For a candidate to be declared a winner, he/she must incur a total number of 25%+1 of the voter s turn out 4.3 The top 7 PT students with the highest number of votes shall be declared part of the Executive Committee. Section 5 Induction of the newly elected officers shall be done within a month after the declaration of election results
9 Section 6 Declaration of Failure of Election If the voters turn out does not reach 25%+1 of total possible voters Article VII. Meeting and Quorum Section 1 There will be monthly meetings of the Executive Committee and special meetings called by the president when necessary. Section 2 General Assembly of members shall be held twice a year, where in the second GA will be for the election for the next year s executive committee Section 3 A majority of the members of the Executive Committee and Directors shall constitute a quorum in a meeting of the Executive Committee and Directors; two-thirds of the registered member shall constitute a quorum in a general assembly unless the law requires the affirmative vote of a greater proportion Article VIII. Amendments Section 1 Amendments of these by-laws shall take effect when approved by the majority vote by the quorum during the meetings of the Executive Committee and Directors Section 2 Any member may propose an amendment in a general assembly, majority vote of all members present shall be decisive for the proposal be discussed by the Executive Committee and Directors /2011
