Cecil Bjork asked that the Minutes summarizing agenda item Discuss/Take Action on Unpaid Coffee Pot Invoice, be revised from one SWMB member opposed to Cecil Bjork opposed, and the Minutes summarizing agenda item Discuss/Take Action on Buffalo County & Pierce County Cooperative Recycling Agreement be revised to Cecil Bjork distributed a projected recycling budget annual cost and income worksheet, based on the first five (5) months of Steve Melstrom also asked that Tim Lorenz s statement the 2015 recycling budget cost projections were not actual costs be also added to the revised Minutes. Motion made by Jerry Kosin to approve the Minutes of July 15, 2015, with the recommended revisions and additions, seconded by Scott Bjork. Motion carried. Motion made by Jerry Kosin to approve the voucher list as presented, seconded by Scott Bjork. Motion carried. Steve reviewed the 2015 Solid Waste, Recycling, and Clean Sweep Budgets and Revenues with the SWMB. The Clean Sweep budget is currently exceeding budgeted cost projections, due to a significant cost increase in recycling tires, and the record high turnout at the department s 2015 Spring Clean Sweep event. The 2015 Recycling and Solid Waste budget expenditures are in line with budgeted projections. Due to low/soft recyclable material prices, the department s 2015 budget revenues are significant lower than the budgeted projections. 13 MINUTES Page 2 August 12, 2015 This year s 2015 Fall Clean Sweep & Pharmaceutical Collection Event will be held on Saturday, September 19, 2015 from 8:00 a.m. 12:00 p.m., with a 7:30 a.m. safety meeting. Steve informed the SWMB that on August 1, 2015, Buffalo County started covering 50% of the costs to transport materials to Pierce County. The department should know within a week if Buffalo County approved Pierce County s proposed 2016 Cooperative Recycling Agreement. The SWMB reviewed and discussed Pepin County s proposed modification to the current Pepin County & Pierce County Recycling Cooperative Agreement. Pepin County s proposed modification to the current agreement is to commence on January 1, At that time, they will start covering 50% of the costs to transport their materials to Pierce County. Steve informed the SWMB that both counties must mutually agree for any modification(s) to be made to the current cooperative agreement. Motion made by Scott Bjork to accept Pepin County s proposed modification to the current agreement that on January 1, 2016, Pepin County will start covering 50% of the costs to transport their materials to Pierce County, seconded by Sandra Weix. Motion carried, with Jerry Kosin and Cecil Bjork opposed. Discuss 2015 Fall Clean Sweep & Pharmaceutical Collection Event Update on Buffalo County & Pierce County Recycling Cooperative Agreement Discuss/Take Action on Modifying and/or Withdrawing from the Pepin County & Pierce County Recycling Cooperative Agreement Proposed 2016 Solid Waste Budget: The proposed 2016 Solid Waste Budget personnel costs have been updated by Administration since the previous month (July) SWMB meeting. Proposed 2016 Clean Sweep Budget: There have been no significant changes made to the proposed 2016 Clean Sweep Budget since the previous month s SWMB meeting. Proposed 2016 Recycling Budget: The proposed 2016 Recycling Budget personnel costs have been updated by Administration since the previous month s SWMB meeting. The proposed reduction in the Transportation budget line item reflects Buffalo and Pepin County starting to cover 50% of the costs to transport their materials in Pierce County Administration has agreed to provide support in determining relevant costs to operating the Recycling Program. The department also has budget funds in Professional Services and Contracted Labor that could be used for an outside source to assist and/or perform the cost analysis. Discuss/Review 2016 Budgets And Revenues Proposed 2016 Capital Equipment and Improvements: The current proposed 2016 Capital Equipment is budgeting funds for replacing one of department s office computers, replacing the office pick-up truck, and the recycling facility s skid-loader. Proposed 2016 Budget Revenues: There have been no significant changes made to the proposed 2016 Budget revenues since the previous month s SWMB meeting. Proposed 3-Year Plan : Steve reviewed the current proposed 2016 department three-year-plan with the SWMB. Steve spoke with the Pierce County Highway Department and the recycling facility s service road should not need resurfacing until 2019 or Discuss/Review Proposed 2016 Department 3-Year Plan
14 MINUTES Page 3 August 12, 2015 Recycling Trends: Material Production Through the first seven months of 2015, the recycling facility has processed 295 tons, a 15% increase compared to the first seven months of the previous year (2014). Material Market Prices - The prices paid for recyclable materials continue to run lower than the previous year s (2014) material prices. Recycling Opportunities: The department is planning to order more recycling bins for outdoor venues to collect and store recyclable cans and bottles. All of the feedback from the schools that have received bins, thus far, has been positive. Discuss Recycling Industry Trends & Opportunities The department is planning to do a follow-up with Delta Plastic to see if they still are interested in purchasing baled ag film plastic. The department also needs to determine if the recycling facility s baler will effectively bale the ag film plastics. The SWMB Chair expressed a desire to address agenda items #7 and #8 prior to # 6. There were no objections from the SWMB members. Motion made by Jerry Kosin to approve the Minutes of June 10, 2015, as presented, seconded by Tim Lorenz. Motion carried. Motion made by Jerry Kosin to approve the voucher list as presented, seconded by Scott Bjork. Motion carried. The Pierce County Finance Director informed Steve Melstrom that an invoice for purchasing a coffee pot for the department could not be paid without approval from the SWMB. The Finance Director stated that a coffee pot is not an allowable county expense, and the department must list it as a separate discuss/take action agenda line item. Motion made by Jon Aubart to approve paying the unpaid coffee pot invoice, seconded by Scott Bjork. Motion carried. Cecil Bjork opposed. Steve reviewed the 2015 fair booth schedule with the SWMB, and requested SWMB members to contact the department if they can help staff the booth this year. 17 MINUTES Page 2 July 15, 2015 Proposed 2016 Solid Waste Budget: All of the proposed 2016 Solid Waste Budget personnel costs are the same as the current 2015 personnel costs. Administration has not released any 2016 personnel costs. The current proposed 2016 Solid Waste Budget continues budgeting funds for the department s Bulky Debris and Pharmaceutical Waste Collection Programs. The budget continues budgeting $1, for purchasing sharp bins for the Pierce County Public Health Department s Sharp Bin Program. The budget also continues budgeting $3, for potential Department Research and Development projects. The acting Drug Enforcement Agency (DEA) chief recently stated that he plans to revive the pharmaceutical take-backprogram. Proposed 2016 Clean Sweep Budget: The current proposed 2016 Clean Sweep Budget enables the department to continue holding two (2) hazardous waste collection events. The department is planning to continue having a cooperative agreement with Pepin County that requires them to reimburse Pierce County for the waste disposal costs incurred from their households and farms that use the county s hazardous waste collection events. The proposed budget continues budgeting funds for accepting and recycling non-chemical waste stream items, i.e., appliances, electronics, fluorescent lamps, tires, and latex paint. Proposed 2016 Recycling Budget: Discuss/Review 2016 Budgets And Revenues All of the proposed 2016 Recycling Budget personnel costs are the same as the current 2015 personnel costs. The current proposed 2016 Transportation budget costs are figuring no changes in the transportation costs for materials received from other county entities. The current proposed 2016 Gas/Heat and Electricity budget costs are based on the significant reduction in energy costs experienced by the department in Proposed 2016 Capital Equipment and Improvements: The current proposed 2016 Capital Equipment is budgeting $1, for replacing the MRF Supervisor s computer system, and $17, for replacing the MRF s skid-loader. Proposed 2016 Budget Revenues: The proposed 2016 Recycling Grant reflects the State of Wisconsin budget reduction of 21.05%/$40, in State Aid for year The current proposed 2016 Sale of Recyclable Materials is figuring the trend for material market prices will continue to be soft/low in Opportunities: The department shipped eight (8) bales/12,080 pounds of milk cartons to Fox River Fiber in Depere, WI. The milk cartons were generated by eight (8) schools that participated in collecting them in their cafeterias. The department also delivered additional recycling bins to the Ellsworth, Prescott, and River Falls High Schools for collecting and storing recyclable cans and bottles generated at their outdoor events. Discuss Recycling Industry Trends & Opportunities The department provided recycling bins and plastic bags for collecting recyclable materials generated at nine (9) special events (4 graduations, 2 weddings, 2 community events, and 1 business event).
18 MINUTES Page 3 July 15, 2015 Steve reviewed the current proposed Buffalo County & Pierce County Recycling Cooperative Agreement with the SWMB. The current proposed Cooperative Agreement requires Pierce County to pay 60% of the transportation costs. Cecil Bjork distributed a projected annual recycling cost and income work sheet based on the first five (5) months of Tim Lorenz stated that the projections were not actual 2015 costs and income. After reviewing and discussing the proposed cooperative agreement, a motion was made by Tim Lorenz for Steve to contact Buffalo County and propose a cooperative agreement, which requires Pierce County to pay 50% of the transportation costs, seconded by Sandra Weix. Motion carried, with LeRoy Peterson, Cecil Bjork, and Jerry Kosin opposed. As the discussions move forward regarding the Recycling Program, one of the re-occurring topics of discussion is the determination of overall operational costs. This has become a very divisive subject, due to differing opinions on how and where to apply budget revenue sources against budget cost expenditures, and the application of staff hours worked in each of the department s three (3) programs. The Administration department has recognized the complexity of the question and has offered to lend support in determining all the relevant costs to the Recycling Program. The temporary Chairperson, made (3) three calls for other nominations, but none were given. Motion made by Jon Aubart and seconded by Scott Bjork to close nominations, and cast a unanimous vote for Greg Engeset. Motion carried. SWMB Chairperson, Greg Engeset, made (3) three calls for other nominations, but none were given. Motion made by Cecil Bjork and seconded by Tim Lorenz to close nominations, and cast a unanimous vote for Sandra Weix. Motion carried. Sandra Weix was duly elected the SWMB Secretary. Motion made by Jerry Kosin to approve the Minutes of May 13, 2015, as presented, seconded by Tim Lorenz. Motion carried. Steve Melstrom informed the SWMB that the voucher list did not include an invoice for a coffee pot that was purchased for the department. The coffee pot was not on the voucher list because the department was informed by the Finance Director that it was not an allowable county expense. The SWMB recommended the unpaid invoice for purchasing the coffee pot be listed on the July 15, 2015 SWMB meeting agenda as a discuss/take action item. Motion made by Cecil Bjork to approve the voucher list as presented, seconded by Tim Lorenz. Motion carried. David Murphy informed the SWMB that during the equipment vendor s annual inspection of the facility s baler, the hydraulic cylinder on the baler was diagnosed as needing repairing or replacing. The facility s baler was installed in 1996, and the cylinder on the baler has never required repairing or replacing. David presented three (3) options for repairing or replacing the cylinder on the baler: Option #1: Replace the main cylinder on baler with OEM Cylinder at a cost of $26, Option #2: Remove the main cylinder, and repair/refurbish worn parts at a cost of $15, Option #3: Replace the main cylinder with a custom built cylinder at a cost of $19, Elect Secretary Approve the Minutes of 5/13/15 Approve Vouchers Discuss/Take Action on Repairing or Replacing the Hydraulic cylinder on the MRF s Baler After reviewing and discussing the (3) three options, a motion was made by Jerry Kosin to approve accepting Option #3: Replace the main cylinder with custom cylinder at a cost of $19,326.04, seconded by Tim Lorenz. Motion carried. Steve reviewed the 2015 Spring Clean Sweep Report with the SWMB. Steve reviewed the proposed Tire Recycling Service Agreement with the SWMB. agreement secures a set price for the 12-month term. After reviewing and discussing the agreement, a motion was made by Tim Lorenz to approve the Liberty Tire Recycling Service Agreement, seconded by Scott Bjork. Motion carried. Steve informed the SWMB that the department is recommending no changes to the proposed 2016 Department Staffing Plan. After a brief discussion, a motion was made by Scott Bjork, to approve the proposed 2016 Department Staffing Plan as presented, seconded by Jon Aubart. Motion carried. 22 MINUTES Page 3 June 10, 2015 Recycling Trends: Annual State Aid/Recycling Grant The Joint Finance Committee (JFC) did not make any changes to the Governor s proposed budget as it relates to Recycling Grants and associated programs. The JFC will most likely meet one or two more times and then the amended bill will go to the Senate and Assembly for their consideration. Material Prices - Steve reviewed the Jan-May 2015 monthly prices paid for recyclable materials. The 2015 monthly prices continue to run lower than the previous year s (2014) monthly prices Material Production - The 2015 monthly materials (tons) processed, continues to run ahead of the previous year s (2014) monthly material (tons) processed. Through the first five months (January-May), the Recycling Facility has processed 186 more tons, a 14% increase, compared to the first five months of the previous year. Recycling Opportunities: The department delivered bins to the Elmwood, Prescott, and River Falls High School for experimenting with collecting recyclable cans and bottles generated at their outdoor events. All of the feedback from the schools on the bins thus far, has been positive. The bins have been working great for them, and the schools plan to continue testing the bins this summer at other outdoor venues. For the second consecutive year, the department provided guidance and assistance to the Town of Gilman who held a one-day clean-up event. This year s event wasn t as successful as last year s. This year s event collected 840 pounds scrap metal, four computer components, 1 VCR, and four (4) fluorescent lamps. Discuss Recycling Industry Trends & Opportunities The department s staff applied used recycled tire mulch (donated by Liberty Tire) when they did some landscaping in front of the facility s office. Liberty Tire also provided the fairgrounds with free mulch to apply around some of their trees. The primary topic of discussion focused on the estimated costs and revenues related to the recyclable materials received from other non-pierce County sources. After much discussion, the SWMB suggested that Steve Melstrom, and SWMB members Jerry Kosin and Tim Lorenz meet with representatives from Buffalo County to discuss and review options for reducing the costs associated with their recyclable materials. A record four hundred twenty three (423) vehicles attended the department s 2015 Spring Clean Sweep Event. It was an increase of 136 vehicles from the previous year s (287 vehicles) event. The event s hazardous waste vendor is still tabulating the number of hazardous waste and latex paint (pounds) collected at the event. The Pierce County Sheriff s Department and Public Health Department help staff the event, and collected three hundred twenty-five (325) pounds of medications from a record onehundred twenty-five (125) participants at the event. 25 MINUTES Page 2 May 13, 2015 Steve reviewed the 2014 Solid Waste, Recycling, and Clean Sweep Budget expenditures and revenues with the SWMB. The 2014 budget expenditures are in line with year-end budget projections, and the 2014 budget revenues have exceeded year-end budget projections. Steve reviewed the 2015 Solid Waste, Recycling, and Clean Sweep Budget expenditures and revenues. All of the current 2015 budget expenditures are in line with budget projections, and current 2015 budget revenues are below budget projections, due to low recyclable material market prices. Review 2014 Budgets and Revenues Review 2015 Budgets and Revenues Recycling Trends: Annual State Aid/Recycling Grant Trend- The State Joint Finance Committee (JFC) approved the Governor s recommendation to reduce funding to the Basic Recycling Grants in by $4,000,000.00, from $19,000, to $15,000,000.00, and return to the current level of $19,000, during the second year (2017) of the budget. The JFC will continue to meet in the coming weeks before sending the amended budget to the Senate and Assembly floor for action in early June. Material Prices Trend - The 2015 monthly prices to date have been consistently lower than the previous year s (2014) monthly prices Material Production Trend - The 2015 monthly materials (tons) processed, continues to run ahead of the previous year (2014). Through the first four months (January-April) 2015, the Recycling Facility has processed 189 more tons, a 19% increase, compared to the first four months of the previous year. Recycling Opportunities: Ag Film Plastic - The Administrator and Pierce County UW-Extension Agent had a teleconference with the Green County UW-Extension Agent about Green County s 2014 Agricultural Plastic Collection Program. The Administrator also had conversations with the Green County landfill operator, who collected and baled the Ag plastics, and a sales person from Delta Plastics, the company who purchased the baled plastics. Discuss Recycling Industry Trends & Opportunities Green County collected the plastic twice a year in the months of April and November. Farmers were responsible for transporting/delivering the plastic. Green County provided a copy of the survey they used for the types of plastics they accepted, and the Memorandum of Understanding that Delta Plastics had with them. Delta Plastic still needs to figure the freight costs before providing a price if any they could pay. Schools (Outdoor Event Recycling) Update The department currently has four (4) schools that want the new bins to collect recyclable materials at their outdoor sporting events. The four schools are, Ellsworth, River Falls, Prescott, and Elmwood. The Ellsworth High School was the first School to get the new bins, and they reported the bins are working great for them. They would like four (4) more bins besides the two (2) they started with to cover all outdoor football, baseball, softball, and track events. #1-#7 Baled Plastics - The department submitted a price proposal to a material broker for accepting and shipping without processing semi-loads of baled #1-#7-type plastics. After a brief discussion, the staff recommended the SWMB approve accepting the lowest responsible bid of $21, submitted by Wisconsin Lift Truck Corp, Eau Claire, WI, for a used 2000 (JLG 450 A) Articulating Boom Lift. Motion made by Jon Aubart to accept the lowest bid of $21,935.00, submitted by Wisconsin Lift Truck Corp, Eau Claire, WI, for a used 2000 (JLG 450 A) Articulating Boom Lift, seconded by Scott Bjork. Discuss/Take Action on Used Articulating Boom Lift Bids The SWMB reviewed the January 2015 costs for transporting and processing Pierce and other County s materials. The SWMB also reviewed the current projected revenues generated by Pierce and other County s materials. There was diverse conversation among the SWMB members regarding the costs and revenues generated by various material streams. The SWMB would like to continue discussing the recyclable materials from other counties at the next April 15, 2015 SWMB meeting. Discuss Recyclable Materials from other Counties Recycling Trends: Material Production Through the first two months (Jan. Feb.) monthly production is up 20% versus the first two months of the previous year (2014). Material Market (Prices) - Steve handed out the current trends for material market (prices). State Aid/Recycling Grant - If the Governor s current state budget proposal is approved, there will be a trend/change in the amount received in state recycling aid/grant funding. The proposed budget reduction only impacts calendar year (2016) in state aid/grant funding. The grant award would be reduced by approximately 21.05%. The department s 2015 and 2017 state grants should be consistent with the $201, received in The grant amounts are purely projections, and are subject to change, based on the state s final approved budget. Recycling Opportunities: At the recent winter conference in February, 2015, Steve had a discussion with a representative from TJM Innovations regarding their interest in using the latex paint collected at the recycling center and Clean Sweep events for painting the gutter product they manufacture. TJM intends to research the feasibility and freight costs. The Pierce County UW Ag Extension agent and Steve are planning to do a tele-conference with the Green County UW Ag Extension agent on March 18th, to discuss their Ag Plastic Collection Program.
