1 MINUTES Monroe County Solid Waste Management District Board of Directors Nat U. Hill III Meeting Room, Monroe County Courthouse Bloomington, Indiana Thursday, October 9th, :00 p.m. Members Present: Iris Kiesling, Mark Kruzan, Cheryl Munson, Steve Volan Members Absent: Patrick Stoffers, Dan Swafford, Julie Thomas Staff Present: Larry D. Barker, Executive Director, Jeania Baughman, Personnel Services Administrator, Connie Hudson, Controller, Tom McGlasson Jr., Environmental Compliance & Safety Director and Landfill Director, Elisa Pokral Legal counsel present: None CAC present: Clark Sorenson Chairperson Volan called the meeting to order at 4:05 p.m. Volan asked for attendance roll-call. Kiesling, Kruzan, Munson, and Volan present Approval of Minutes- September 14 th, Kiesling motioned to approve; Kruzan seconded. Minutes were approved. The verbal vote was unanimous. (Kiesling, Munson, Volan, Kruzan) Controller s Report Payroll & Claims. Hudson reported pre-approved claims of $111, Hudson requested approval for current payroll and claims of $11,100.31, with a total of $123, The vote was unanimous. (Kiesling, Munson, Kruzan, Volan). Controller s Report Cash Flow. Hudson reported the cash balance in the operating fund is $1,222,951 and debt service of $79,928. Resolution Ordinance for Additional Appropriation. Barker stated that this Resolution would bring forward $255,000 from the 2015 budget to the 2014 budget to begin the process of breaking ground for the Clean Stream MRF. Kiesling stated that she thought this Ordinance needed more public notice and more discussion. Volan asked if the resolution is to take money that is already in the Capital Fund and have authorization to use it three months early.

2 Barker restated what Volan asked and answered yes. Munson stated that the funds are already available. Kiesling asked if there is enough funds to also continue to pay all the bills for the rest of the year. Barker stated there is 1.2 million dollars sitting in the General Fund. Munson stated that DLGF ultimately said that the District has the money and can spend it if the Board wishes to. DLGF also suggested doing an ordinance for additional appropriations. Munson said that this would need to be advertised to the public and then the Council can act upon it, but the decision is mostly up to this Board. Barker stated that the earliest that County Council could look at this would be on November 12 th and they have to advertise ten days in advance to inform the public. Munson shared that there is no difference to DLGF whether the funds are appropriated in 2014 or spent in Munson commented that it makes good sense to her to move forward during construction season. She said it becomes difficult to build after December when the ground is frozen. Kiesling asked what is being built out there. Barker stated that there will be a facility built at the existing blue building/pole barn and installing three bailers. Barker stated that this has all been gone over in previous meetings. Volan asked how long it would take to construct the new facility. Barker answered stating that once these funds are released, it would approximately be about four weeks. Kruzan asked if this would need a constitutional majority or a simple majority vote. Volan answered that the Board has never adopted rules like the City Council requiring the majority of all members of the Board whether or not they are present. Volan stated that three members could pass this resolution today. Kruzan shared that he is still nervous about direction of this but he also knows there is no doubt it s the District Board s will that this move forward. Kruzan said he thinks that if everyone was at the meeting today they would probably vote no, but he doesn t want to kill it today because it s inevitable that it s going to pass and it would only create delay and there is no sense in that. No public comment.

3 Kiesling stated that she doesn t like this being thrown at her at the last minute. She said she knows the money is in the bank, but she doesn t think she can approve it. Kruzan asked if there has been any changes or additions to the budget that was already passed. Barker stated that there has been absolutely no changes or additions. Volan stated that the process of getting information to the Board was sufficient. He stated that he concurs with the Mayor and with Mr. Barker that this is not something new, that they are just using money that is already in the General Fund. He said we might as well get this started so we can see if it will work or not. Volan said he is pretty confident that it will. Munson commented that this process has already started, and this resolution gives us a sooner start than waiting until the spring. Munson called the question, Kruzan seconded. Roll call vote was taken. Kruzan, Munson, and Volan vote yes. Kiesling voted no. Resolution passed 3:1. Resolution Pre-Approved Vendor List. Hudson stated that the District is adding Bloomington Powder Coating for Coating of the leachate tank and I S S I Industrial Service & Supply, Inc. for parts for the freightliners. The District is not deleting any vendors. No public comment on Kiesling called the question. Munson seconded. The roll call vote was unanimous. Munson, Kiesling, Volan, Kruzan vote yes. Jeff Rosenplot Report. Jeff Rosenplot of Jeff Rosenplot Design gave a presentation on advertising and media, marketing, web design, print design, social media management, general press releases and other advertising and media outlets used to build an organic relationship with the public. He gave a report on how his strategies are helping earn a wider range of followers on social media sites and gave statistics of how much this has increased over the last five months. Munson commented that she would like to know what the plans are moving forward in educating the public on the soon to be developed Clean Stream MRF. Rosenplot said he is involved in this process and is currently putting together a press release, and has plans to share it with the media once more developments occur.

4 Munson and Volan suggested getting the name gogreendistrict for Facebook since it is not in use at this time. Reports from Staff Pokral thanked Jeff Rosenplot for all the work he has done for the District. Pokral stated that the H-T Mr. Rogers 9/11 article was published as an article in the Neighbors section rather than as an editorial to expand coverage of District education. Pokral shared several thank yous from different agencies, schools, clubs and organizations that use the Materials for the Arts program. Pokral thanked the Stormwater Management Board for allowing the District to present the vital public message of keeping our water clean and safe. She reported that the four Stormwater Management cable TV infomercials are running now over three networks. She reported that a Friday Zone, the PBS children s program, taping is scheduled for October 22 nd. Pokral announced the Fullbright Scholar, Remya Iyer Parameswar at the IU Department of Education will observe one of the District sessions. Parameswar will include information from Pokral s published overview of 5 District sessions and will put the knowledge into application in classrooms in India. Pokral stated that she participated in the Children s Farm Festival activity booth reaching over 2,500 students, parents, and teachers. She gave an EEAI (Environmental Education Association of Indiana) update as having complete a document regarding science education in the schools that will help non-formal educators gain more access into the schools. The goal is to help teachers teach vital science education supporting them in the classroom. EEAI is working on obtaining an endorsement of this document by IDOE. They are waiting to see if the Next Generation Science Standards will be adopted next spring. She said they are set to release the document soon after a decision has been made in McGlasson reported Lee Paulsen took his Wastewater Certification exam last Thursday and it takes about thirty days to get the results. He said that he restarted the leachate treatment plant last week which is a little earlier than in the past but he hopes it will alleviate some of the hauling through the winter. He said they are trying to stay ahead this year in anticipation of delays in hauling due to the construction of I69 impacting Larry Todd s ability to get to Dillman Rd. McGlasson reported that they are working on the eastside of the old MSW hill toe drain and he will also be adding a second pump at the lift station this month. He said that the toe drain is having the desired effect, but the water that is being caught is getting to the lift station a lot faster since the pipes are clean. Volan asked McGlasson if he could flush the numbers on the Leachate Generation data tables to the right instead of centering the numbers for easier reading. Kruzan exited at 4:45 pm. CAC Membership Approval: Paul White There is no quorum to vote a new member. Citizens Advisory Committee Report.

5 Sorenson reported that three members of the CAC attended the Association of Solid Waste Management conference last week and they learned a lot from the experience. He reminded that there is an Adopt-A-Road session October 25 th at the Kroger South. Sorensen reported that it is a general interest of the CAC to be involved in the 5 Year Plan review and said the CAC would like to be more involved in the MRF discussions. Munson commented that she is happy to have organizations like the CAC as a part of local government. Volan asked that the District expedite the CAC membership approval to the top of next month s agenda to make sure there is a quorum for approval. Public Comment. Paul White shared his interest in becoming a CAC member and a few topics that he thought the public needed more education on, including the MRF. Kiesling motioned to adjourn. Munson seconded.
