1 MINUTES OF REGULAR MEETING The City Council of the City of Volga, SD met for a regular meeting at 5:30 PM Monday, June 6, 2016 in the conference room of City Hall; Mayor Randy Santema presiding. Members present: Dave Rankin, Kelly VanderWal, Roger Anderson, Nichole Hofer, Matt Jaquet and Ken Fideler. Also present: City Attorney Steve Britzman, City Administrator Jameson Berreth, Finance Officer Ashley Rentsch, Deputy Finance Officer Mary Ries, Brookings County Sheriff Marty Stanwick, Dave Lorang and Tim Fonder with Banner Associates, Activity Center Planning Team members Kelly Trenhaile, David Squires, and Jammey Rawden, and Kathi Granum with the Volga Tribune. Following the Pledge of Allegiance, Rentsch noted that the agenda should be amended to add item e. under Finance & Revenue - discussion and possible action for City Administrator Berreth to attend the 2016 ICMA conference. The Volga Activity Center Planning Team addressed the Council to present a design and budget for the proposed facility. Dave Lorang and Tim Fonder with Banner Associates provided each Council member with a detailed summary book containing all the information discussed during the Planning Team meetings. They also spoke in detail regarding the proposed floor plan and exterior, as well as how they arrived at the approximately $2.75 million construction budget. Fideler thanked Lorang and Fonder for their work in developing the plan and stated that further Council discussion would be necessary. Planning team members Trenhaile, Rawden, and Squires also spoke about the planning team s process and the objective to provide a multi-purpose facility that Volga residents can be proud of. Fideler expressed his concerns regarding the budget, stating that the City would not be able to afford to take on this entire project in addition to annual operating expenses; nor would taxpayers be able to assume the full burden. Mayor Santema and Council member VanderWal thanked the Planning Team for their time and effort in developing the plans. Mayor Santema stated that the Council will need to take some time to decide how to proceed. No action was taken. Rentsch stated that she and Electric Superintendent Chad Collins are currently working with Blair Metzger of DGR Engineering on an electric rate study for Brookings County Sheriff Marty Stanwick was in attendance to introduce himself to City Administrator Berreth and new council members Hofer and Jaquet. Stanwick stated that he would not be increasing the contract law rates for He also stated that he was recently contacted by the manager of Dollar General regarding the need for a crosswalk on US Highway 14. A study by the SD Department of Transportation indicated that traffic counts do not warrant the need for a crosswalk at this time. The DOT and the Sheriff s Department are currently considering adjusting the placement of speed signs coming into Volga from the west to slow the traffic sooner. Stanwick also mentioned that he is planning to schedule a deputy meeting this summer in Volga so that City staff and Council will have an opportunity to get acquainted with his staff. Rentsch stated that Utility Service Group recently completed their cleaning procedures on the City s four existing wells. The cleaning was successful by Utility Service Group s standards in that the specific capacity of each of the wells was increased, however the pumping capacity of the two wells with 10 HP

2 pumps would not allow for an increased pumping capacity. Rentsch and Berreth met with Nikki Grasma of Utility Service Group, who confirmed that USG would replace the two 10 HP pumps with 15 HP pumps and charge the city only their cost of $3,500 per pump. The company will also be replacing one 15 HP pump at no cost, as it is covered under the maintenance agreement. Berreth and Rentsch both agreed that this is the best solution, and there is room in the 2016 budget for these improvements. VanderWal stated that the RCPE railroad is planning to replace the track at Caspian Avenue in the near future and will likely result in a two-day closure of the US Highway 14 and Caspian Avenue intersection. During this time, trucks will be rerouted and walking along 6 th Street will not be advised. A date has not been set at this time. VanderWal also stated that improvements to the intersection at 4 th Street and Lincoln Lane are scheduled to be completed in late June or early July. Adjustments to pool employee wages effective May 15, 2016 are as follows: Sierra Leighton - $9.25, Alyssa Haaland - $9.25, Krista Honomichl - $9.50 and Hannah Wozniak - $9.75. Anderson stated that a resident had approached him requesting that the pool open by Memorial Day weekend if possible. Rankin made a motion to approve RESOLUTION BE IT RESOLVED that in accordance with SDCL , prior authorization for persons to consume or blend alcoholic beverages on Saturday June 11, 2016 and Sunday June 12, 2016 at Cotton Sports Complex is hereby given. All such consumption or blending shall occur during the Old Timers Day Softball Tournament. Said property shall be considered for purposes of the Resolution to be the location of a special license and shall not constitute a public place as defined by Ordinance 145 of the City of Volga. Sale of alcohol beverages shall not be permitted at any time at the above described location. There shall be no consumption of any alcoholic beverage by any individual who is under twenty-one years of age. City Administrator Berreth addressed the Council regarding the 2016 International City/County Managers Association Conference in Kansas City, MO September He is seeking a $1,500 scholarship to assist with travel costs and also seeks to become a member of the Association. Fideler made a motion to approve Berreth to attend the ICMA National conference and become a member. VanderWal seconded the motion. All in favor, motion carried. Mayor Santema stated that a new item has been added to the agenda for topics of future discussion. Topics the Council would like to discuss at future meetings may be brought forward at this time so that staff may have the opportunity to gather the appropriate information prior to the topic being placed on the agenda.
