2 Eastside Fire & Rescue Board of Directors AGENDA BILL JANUARY 11, 2018 SUBJECT: December Monthly Board Approval SUMMARY STATEMENT: The Board Secretary submits completed minutes for the prior month s meetings to the Board for review prior to the regular Board meeting. The Board acts upon the minutes first directing any needed changes to be noted on the document in ink, initialed by the Board Secretary, approving said minutes as amended. The Agency utilizes the Auditing Officer Certification method (RCW ) of approving normal and usual ongoing expenditures for payroll, utilities, and other goods and services, on behalf of the Board of Directors. Monthly, those expenditures are provided for review and oversight by the Board pursuant to state law (RCW ). Items requiring Board approval in advance of payment are presented on separate Agenda Bills to obtain approval and are included on the Monthly Financial Recap when paid after said approval. Items paid, but rejected by the Board after they have been paid, will become receivables and immediate collection by the Agency Audit Officer will commence. Expenditure Required: $ 1,083, Amount Budgeted: $ 1,083, Fund Utilized: General Fund & CFMF RECOMMENDED MOTION: Move to approve the December. ALTERNATIVE(S): Approve the attached, stipulating any items needing change or rejection, and order the collection of any items necessary. 4 Jon Wiseman, Union President, stated his support for the approval of the CBAs/LOAs and acknowledged the Board of Directors who will be stepping off the Board at the end of CONSENT AGENDA: IT WAS MOVED BY DIRECTOR MITCHELL SECONDED BY DIRECTOR KELLER TO: Approve the Consent Agenda. MOTION CARRIED, Agenda Bill Approval of Board. 2. Agenda Bill Transport Write-off Request COMMITTEE REPORTS: 1. Finance and Administrative Committee (FAC): The Committee recommended approval to the EF&R Board to enter into a one-year pilot program for MVA recovery costs. FIRE CHIEF BRIEFING: Chief briefed on the following; Potential Maple Valley Fire District Contract, City of Duvall and potential contract for Fire Prevention services, PFOS update, Headquarters will be closed December Walk-on Agenda Bill Legal Services Agreement. 13 Eastside Fire & Rescue Board of Directors 2018 Top Legislative Issues Sustainable Fire/EMS funding Fire Training Academy: State Capitol dollars to build aging North Bend Training Academy (HB 1075) 1% levy limit restructure: Consider COLA limits rather than 1% (HB 1764) GEMT Implementation: Ensure this Medicaid program continues to be implemented the way it was intended, passed in 2016 legislative session. May result in a small amount of money for EFR every year ($50,000). Wildland Fire Policy Issues Concerns EF&R s wildland response team, which is deployed throughout the State, and supports wildland prevention efforts in EF&R response areas. Pre-positioning: During the fire season in high probability areas Fast Aerial Attacks: Ensure aerial apparatus are available during peak season Pre-Fire Mitigation: Support for EF&R communities to prepare properties to minimize the effects of wildland fire Incentivize Regionalization EF&R is a superior model for regionalization efforts, look for opportunities to share information regarding the ILA model. Identify and Remove Barriers Identify statewide all-hazard response advantages Funding advantages Volunteer Recruitment & Retention EF&R in general support, anything that benefits statewide volunteers will benefit our ability to recruit and retain Consider additional incentives Bolster WFC program: State Fire Chiefs Association offering support for volunteer firefighter programs Regional Coordinator grant Ensure Family Leave Law does not apply: Very important for cost control to EF&R Hazardous Materials Planning and Response Update State CBRNE plan: Current Chemical, Biological, Radiological, Nuclear and Explosive plan is outdated and needs to be updated Oil by Rail Safety: Awareness of and safety for what travels through EF&R communities. No direct impact to EF&R other than the EF&R Hazardous Materials Team providing mutual aid (HB 1611) Hazardous Materials Transportation Safety: Must ensure safety for I-90, Highway 18, and Highway 202 All Risk Mobilization Page 13 of 22
14 Remove 2019 All Risk Sunset Clause, which will allow for EF&R, and all Fire Departments, to mobilize for all-risks, not just fire incidents. (HB 1019) Traffic Congestion Money for Bridges: Must be safe for heavy fire apparatus (Tolt, May Valley and all small bridges in service area) Money for Highway 18 / I-90 interchange: Current congestion in May Valley, Issaquah, Highway 18 and I-90 prolongs emergency response and increases volume. Fire Vehicle Exemption in HOV & Toll Lanes Preventing public records request abuses & funding agency costs for compliance (HB 1595) Page 14 of 22
15 Eastside Fire Rescue Revenue and Expense Report December 2017 Revenue Total Operating Revenues are greater than what we budgeted for by $2,135, Of this amount, $1,085, is due to the collection and recording of December 2016 Partner contributions in January This variance will continue through the end of the year. Fire Protection and EMS - Governmental Agencies revenue is coming in $352, greater than budgeted for. This is due to revenue received from the Snoqualmie Tribe that was not budgeted for in the 2017 budget. The Cost Recovery revenue is also coming in higher than budgeted. This is mostly made up of wildland fire cost recovery revenue ($335,881.35). Fee for Transport revenue is $31, greater than budgeted. We have seen a higher number of transports this year then we have seen in the prior years. Expenses Actual operating expenses are greater than budgeted by $362, Total salaries expense is greater than budgeted by $547, Overtime was greater than budgeted by $823, which is mostly due to suppression overtime. Total supplies expenses are $198, less than budgeted. We are seeing this in all major categories except for uniforms/protective clothing. Total service expenses are $48, greater than budgeted. Professional Services. Communication, Utilities, education and travel are currently more that what we budgeted for at this time. We are watching these to see if this trend will continue.
