Hearing on the "Protection of the rights of people with disabilities, from the perspective of petitions received" In the beginning of the hearing the research study commissioned by Policy Department C on "The protection role of the Committee on Petitions in the context of the implementation of the UN Convention on the Rights of Persons with Disabilities" was presented by Professor Mark Priestley, Centre for Disability Studies at the University of Leeds. a. Coordinators' meeting from to (in camera) 3. Adoption of agenda PETI_OJ (2015)246_1 The agenda was adopted. 4. Approval of minutes of the meeting of 17 September 2015: Postponed to the next meeting. 5. Chair's announcements a) The Chair announced that PETI and LIBE are working on a joint report on the Ombudman's special report on Frontex under Rule 55. The first joint committee meeting is scheduled to take place on 10 November from 11:30 to 12:30. In this meeting, which is held during a LIBE meeting, the co-rapporteurs Mrs Metsola and Mrs Keller will present their draft report. The next day, 11 November at noon, there will be deadline for amendments, which can presented in only. The following day, 12 November, the two committees meet to consider the amendments during PETI meeting time. On 16 November, a joint meeting of LIBE and PETI will vote on the PE v /12 PV\ doc

3 report. This will be done during LIBE meeting time. b) The Chair announced that the joint PETI - JURI workshop on cross-border adoptions will be organised on 1 December from 9.00 to The programme will be circulated later. 6. Other business 7. Chairman's announcements concerning Coordinator's decisions 1) Draft agenda for 12 November The draft agenda for 12 November was approved, with the following modifications: The accelerated procedure for the Joint PETI-LIBE report on Ombudsman's special report on Frontex (rapporteurs Roberta Metsola and Ska Keller) was approved with amendments for the report to be tabled in English only. Petitions on wolves ( , , ) will be included in agenda of 12 November, petition on a child custody case ( ) will be included in agenda of 3 December. 2) Reports and opinions None 3) Requests by groups None 4) Contested recommendations Coordinators took decision on the following contested recommendations. Petitions , , , , , , , , , on various aspects of Catalonia's independence were put to individual vote. All these petitions were declared inadmissible (Rule 215(7)), with GUE/NGL and the Greens/EFA voting in favour of their admissibility, and EPP, S&D and ALDE voting against their admissibility. ECR voted against the admissibility of , , , , and and abstained in the votes. EDFF abstained in all the votes. Three petitions on which compromises proposed by the Chair were contested by ECR were put to individual vote: - petition 2076/2014 was closed; - petition 2213/2014: original recommendation maintained with the addition of a PV\ doc 3/12 PE v01-00

4 notification to be sent to the Maltese Permanent representation; - petition 2214/2014 was declared admissible (ECR, GUE/NGL, The Greens/EFA, EFDD voting in favour of admissibility, EPP - against). The Commission will be asked for information and notification will be sent to Greek and German authorities. Decision on admissibility of petition 0927/2015 was postponed to the next meeting. In the absence of contestations, the compromise proposed by the Chair was approved for petitions , , , , , , , , At the request of Mrs Vallina, Coordinator for GUE-NGL, the decision on contested recommendations on petitions , , and will be taken in the next Coordinators' meeting in November. 5) Fact-finding visit to the UK on 5-6 November 2015 Coordinators took note on the programme and list of participants to the fact-finding visit to the UK to take place on 4-5 November 2015 The coordinators agreed that the Chair, who will participate in the delegation, will also chair the delegation. The more updated programme will be provided to the participants. 6) Implementation of the PETI requests for research and workshops in 2015 Point for information. Coordinators took note on update provided by the Policy Department C on the implementation of the research programme as agreed by the Coordinators for ) Gender mainstreaming network Point for information. Coordinators took note of the questionnaire on gender mainstreaming submitted by the FEMM Committee. They were invited to send their proposals on how to strengthen gender mainstreaming to the Secretariat before 28 October. 8) Any other business: Oral questions on the protection of the best interests of the child in Europe Coordinators discussed the EPP initiative on tabling oral questions on the protection of the best interests of the child in Europe. Mr Walesa asked for the support of the other Coordinators for the questions to the Commission and the Council. These questions had already gained support from the Coordinators in JURI. Coordinators decided to refer it to the Working group on Children's Welfare meeting on 19 October. Vote on the opinion on the Situation in the Mediterranean and the need for a holistic EU approach to Migration (for LIBE) (2015/2095(INI)): Rapporteur MIZZI (S-D) adoption of a draft opinion The vote took place starting in the afternoon session.
