1 European Parliament Committee on Petitions PETI_PV(2016)252_1 MINUTES Meeting of 14 March 2016, and 15 March 2016, and BRUSSELS The meeting opened at on Monday, 14 March 2016, with Cecilia Wikström (Chair) presiding. 1. Coordinators' meeting (in camera) 2. Adoption of agenda The agenda was adopted with no objections. 3. Approval of minutes of the meeting of 28 January 2016 The minutes of the meeting of 28 January 2016 were approved, with no objections. 4. Chair's announcements Members were reminded that the following day, on Tuesday 15 March 2016, the whole PETI meeting would be devoted to a hearing on Citizenship, organised jointly with the Commission, LIBE, JURI and AFCO. The Chair emphasized that the hearing was of a very high importance, and urged all Members to participate. 5. Any other business There was no other business. 6. Chair's announcements concerning Coordinators' decisions 1. Adoption of the agenda for April 2016 and requests concerning later agendas The revised proposal for the April 2016 meeting agenda, as circulated by the PV\ doc PE v01-00 United in diversity

2 Secretariat, was endorsed. The Secretariat would look into the possibilities of adding petitions on routine tail-docking of pigs to the relevant group of petitions related to animal welfare. Petition 0735/2008 on the Lyon-Turin rail link and Petition 2288/2014 on air quality in Venice would be added to the 2 June agenda. Petition 0709/2015 on protection of the cultural identity and survival of the Sorb community would be added to the June agenda, provided that a reply from the European Commission is received in time for the meeting. The Secretariat would look into possibilities of adding a cluster of petitions related to the voting rights of UK citizens exercising their right to free movement to the 2 June agenda. 2. Reports and Opinions: PETI Annual Report 2015 The decision on the rapporteurship was postponed to a later meeting. Ombudsman Annual Report 2015 The rapporteur would be Notis Marias (ECR). Opinion to VI own-initiative report on EU options for improving access to medicines The decision on an opinion to the VI own-initiative report was postponed to a later meeting. 3. Contested recommendations Contested recommendations were adopted in the form proposed by the Chair. As regards petition 0603/2015, Coordinators agreed to the Chair's compromise proposal to send the petition to the Committee on Foreign Affairs for information and close the petition. 4. List 3 practices Kristian Knudsen, Director-General a.i. of DG Presidency, was present for the exchange of views. Coordinators agreed to continue with the current practices. 5. Possible follow-up of petitions on fixed term contracts and free movement a) Petitions on fixed term contracts and the alleged violation of Council Directive 1999/70/EC b) Petition 0884/2014 concerning free movement The decision was postponed to a date following the hearing "Obstacles to EU citizens' freedom to move and work in the Internal Market: as presented by petitioners to the European Parliament", due to be organized in autumn PE v /10 PV\ doc

Working Group on Child Welfare Eleonora Evi, Chair of the Working Group on Child Welfare, gave an account of the proceedings of the Working Group, as regards the format, frequency of meetings and expected outcome. 7. EPP requests concerning petitions to be closed The list of petitions which the Secretariat confirmed could be closed would be transferred to the B list, apart from those which have already been placed on the committee meeting agenda. All other petitions would be dealt with according to the recommendations by the Secretariat. Mr Marias asked petitions , and to be kept open. The Chair discouraged similar initiatives in the future since the majority of the groups seemed to prefer to leave it up to the secretariat to follow up on the handling of petitions, within the framework set in the PETI guidelines. 8. EPP inquiry concerning the follow-up on petition 570/2013 A letter would be sent to the Commissioner responsible for further investigation and consideration of possible follow-up to the petition. 9. Greens/EFA inquiry concerning the follow-up on the resolution on the Annual Report, in particular on human resources and meeting time The Chair would send a letter to the Secretary-General, with a copy to the Director-General of DG IPOL as regards the human resources issues in the Secretariat of the Committee on Petitions. 10. PETI Network: Written comments on the proposed guidelines should be sent to the Secretariat by 22 March. A decision on the guidelines and on the launch of the network would be taken in the April meeting. 11. ECA Work Programme call for priority areas Written comments on the proposed guidelines should be sent to the Secretariat by 22 March. 12. Items for information a) List 3. b) VI opinion on the use of the herbicide Glyphosate (Petition ). c) Report on the meeting of the Expert Group on the European Citizens' Initiative. 7. Short motion for a resolution Protecting the best interest of the child (across borders) in Europe The Motion for Resolution was adopted with 15 votes in favour, 1 against, 10 abstentions. Petition 0336/2013 by A.P. and others (Italian) on state aid received by the SEA Handling S.P.A. company Speakers: Gianni Cervone (petitioner), Bernhard von Wendland (EC DG COMPETITION), Peter Jahr, Marco Valli, Eleonora Evi. Decision: the petition would remain open pending a full assessment of the situation by the European Commission. A letter would be sent to the Italian Permanent Representation, with a copy to the Milan Municipalities, insisting on the situation of workers and transparency of proceedings. 9. Petition 0971/2013 by Carlos Alonso Cidad (Spanish), on the quality of drinking water at the Oiola reservoir in the Basque Country Speakers: José Javier Vásquez Velasco (petitioner), Daniel Fernández Gómez (EC DG VI), Josu Juaristi Abaunz, Jordi Sebastià, Marina Albiol Guzmán, Enrique Calvet Chambon, Jérôme Lavrilleux, Inés Ayala Sender. Decision: the petition would remain open. A new letter would be sent to the Basque authorities, requesting them to provide a full set of information, especially with regards to the source of pollution and the measures planned. The petition would be forwarded to the VI and REGI Committee, with a recommendation that the two committees give due consideration to the petition. The Coordinators would examine a proposal for carrying out a study commissioned by the Policy Department on this topic. Item 10 was dealt with at 18.26, after item Petition 2184/2014 by Adolfo Barrena Salces (Spanish) on the need of an EU intervention concerning the severe contamination of the river Gallego with lindane in Aragon (Spain) Speakers: Adolfo Barrena Salces (petitioner), Jorge Rodríguez Romero (EC DG VI), Marina Albiol Guzmán, Jordi Sebastià, Inés Ayala Sender, Rosa Estaràs Ferragut. Decision: The petition would remain open. Additional information would be requested from the European Commission as regards the state of play of the Ebro River Basin Management Plan. The petition would be forwarded to the VI and REGI Committee, with a recommendation that the two committees give due consideration to the petition. The Coordinators would examine a proposal for carrying out a study commissioned by the Policy Department on this topic. The Secretariat was mandated to look into further options for dealing with the petition. Item 11 was dealt with at 17.50, before item 10. Petition 1674/2013 was discussed before petition 1022/ Petition 1022/2012 by Sean Lawless (Irish), on the misapplication of the terms and conditions of the Single Farm Payment and Disadvantaged Area schemes by authorities in Galway, Ireland and PE v /10 PV\ doc

5 Petition 1674/2013 by Peter McHugh (Irish), bearing 2 signatures, on Agricultural subsidies Petition 1022/2012 Speakers: David Scallan and Teresa Murphy (petitioner's representatives), Nicolas Clisson (EC DG AGRI), Matt Carthy, Mairead McGuinness, Luke Ming Flanagan Decision: the petition would remain open. A letter would be sent to the Irish Permanent Representation, asking them to encourage the Department for Agriculture, Food and the Marine to request a review of the handling of the case. Petition 1674/2013 Speakers: Michael McHugh (petitioner's representative), Peter Jahr, Matt Carthy. Decision: the petition would remain open pending the reply by the Irish Ministry of Agriculture. A letter expressing sympathy would be sent to the petitioner regarding his misfortunes. The petition would be sent for information to the Committee on Agriculture and Rural Development.
