1 MINUTES OF A REGULAR MEETING OF THE LACEY CITY COUNCIL HELD THURSDAY, MAY 14, 2015, IN LACEY COUNCIL CHAMBERS. CALL TO ORDER: Mayor Ryder called the meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE: Mayor Ryder led the Pledge of Allegiance. COUNCIL PRESENT: A. Ryder, C. Pratt, V. Clarkson, J. Gadman, L. Council Minutes of April 23, 2015 B. A motion to approve payment of claims, wages, and transfers for 04/15/2015 through 05/05/2015 COUNCILMEMBER GREENSTEIN MOVED TO APPROVE THE CONSENT AGENDA AND AGENDA. COUNCILMEMBER CLARKSON SECONDED. MOTION CARRIED. PUBLIC RECOGNITION: Mayor Ryder recognized Carolyn St. Claire, Planning Commission member, in attendance. Katie Rains, Executive Director of GRUB, presented Council with the GRUB Impact Report. In 2015, GRUB built ten gardens in the City of Lacey. Justin Sylvester, a participant in the GRUB program, shared his journey and the benefits of shared team building, emotional support, and community based sustainability. Page 1 of 6

2 Council was invited to attend GRUB s Open House on May 20, 2015, from 5:30 7:30 p.m. at the GRUB Farmhouse. Rick Walk, Community Development Director, recognized Gail Madden for six years of service on the Planning Commission, and extended the City s sincere appreciation for her outstanding leadership and volunteer service. PUBLIC COMMENTS: Ron Nesbitt addressed Council regarding the state of the black nation in a white America. He called for fair treatment of black Americans in the process of local government. Jeffrey McMeel addressed Council with concerns about local and federal governance. Terry Stanley, resident of Tanglewilde, addressed Council with concerns about violations related to disabled parking access. He commented that as a disabled veteran, this accommodation needs to be available for those who qualify. He asked the City to emphasize enforcement of the law. Rob Townsend, resident of Tanglewilde, expressed concerns about rent increases and the challenge of operating a small business. He also expressed his support of the Hip Hop culture during appreciation week. PROCLAMATION: Mayor Ryder and Council declared May 18-24, 2015, as Hip Hop Appreciation Week. Jose Guiterrez accepted the proclamation on behalf of the Zulu nation and Temple of Hip Hop. He acknowledged the Nisqually Tribal Nation for sharing their culture. In addition, Chris Parker and Miss Rosa spoke about the positive impact of Hip Hop in their lives and encouraged young people to become engaged to control their destiny. Mr. Guiterrez presented a declaration of the Hip Hop principles of peace, love and having fun, and thanked Council for joining other cities to honor the Hip Hop nation. Page 2 of 6

3 ORDINANCES: Ordinance No amends LMC , , , related to Board and Commission appointments. The amendments will provide for a consistent process in which citizens are appointed to the City s Boards and Commissions, and will clarify that the mayor s appointment is subject to confirmation by the Council. COUNCILMEMBER GADMAN MOVED TO ADOPT ORDINANCE NO TO APPROVE AMENDMENTS RELATED TO BOARD AND COMMISSION APPOINTMENTS. DEPUTY MAYOR PRATT SECONDED. MOTION CARRIED. MAYOR S REPORT: Mayor Ryder presented Council with a request to reappoint Councilmembers Clarkson and Gadman to the Law Enforcement Officers and Fire Fighters (LEOFF) 1 Disability Board. MAYOR RYDER MOVED TO RE-APPOINT COUNCILMEMBERS CLARKSON AND GADMAN TO THE LEOFF 1 DISABILITY BOARD. COUNCILMEMBER GREENSTEIN SECONDED. MOTION CARRIED. Mayor Ryder presented Council with a request to reappoint Dennis Reed to the Public Facilities District Board. MAYOR RYDER MOVED TO RE-APPOINT DENNIS REED TO THE PUBLIC FACILITIES DISTRICT BOARD. DEPUTY MAYOR PRATT SECONDED. MOTION CARRIED. CITY MANAGER S REPORT: Scott Spence, City Manager, announced that the 28 th Annual Lacey Spring Fun Fair will be held on May 16 and 17, 2015, at St. Martin s University. Page 3 of 6

4 Mayor Ryder reported he attended the Operation Recruit Enlistment Dinner (OP RED) on May 12 to honor new high school recruits who have joined the Armed Forces. He read a proclamation in their honor and was privileged to serve dinner to the young soldiers. GENERAL COMMITTEES: General Government & Public Safety Committee Deputy Mayor Pratt reported the Committee met on April 13, 2015, to discuss Compassionate Communities, Housekeeping Amendments to the 2009 Edition of International Building Codes, and the Boards and Commissions Appointment Process. BOARDS & COMMISSIONS: Community Investment Partnership Councilmember Clarkson reported the Board is in the process of reviewing requests for funding to determine allocations in the amount of $580,000. HOME Consortium Councilmember Clarkson reported the Board took action to forward $2M to the Thurston County Commissioners for consideration. Intercity Transit Councilmember Gadman announced that a public hearing will be held on June 3, 2015, to discuss service enhancements on Route 42. Upgrades are being made to the lighting at transit facilities to reduce costs. In 2014, 167 new riders have been added to the van pool. JASCOM Councilmember Gadman announced that the Bowwow Boogie annual fundraiser event has been cancelled for 2015 as the Board re-assesses its fundraising efforts. In other news, Susanne Beauregard, Executive Director, has announced her retirement. An endowment fund will be established in her name. The Board is in the process of recruiting a new director. 5 ORCAA Deputy Mayor Pratt reported that two public hearings were held; one for the 2016 draft budget, and the other to consider fee increases to reduce the frequency of residential outdoor burning. LOTT Deputy Mayor Pratt reported the Board discussed the results of Septic Summit II, and received a presentation on staff cessation planning. VCB Councilmember Steadman announced the Board has begun the process of recruiting a new executive director. TCCAT Councilmember Hearn thanked Council for their support and announced the group would like to provide Council with a brief presentation on their purpose and activities. TPB Mayor Ryder reported the Board discussed the call for projects and federal funding applications under three programs: Surface Transportation Program (STP); Transportation Alternatives Program (TAP); and Congestion Mitigation and Air Quality Improvement Program (CPAQ). Lacey Fire District 3 will apply for CMAQ funding to purchase a new ladder truck that will not burn fuel while idling. TRPC Councilmember Clarkson stated the Board discussed the same items during their meeting as reported by Mayor Ryder during his report on the TPB. In other business, Councilmember Clarkson reported he represented the City of Lacey at Yelm s recent Arbor Day Celebration. ADJOURNMENT: Mayor Ryder adjourned the Council meeting at 8:40 p.m. to an Executive Session for 20 minutes to discuss property acquisition. Council will reconvene, Page 5 of 6

6 but not take action. At 8:59 p.m., Mayor Ryder came out of Executive Session to extend the session by ten minutes.
