BACKGROUND: The Capital Area Regional Public Facilities District (CARPFD) Board is an interjurisdictional body created by the cities of Olympia, Lacey, Tumwater and Thurston County. The purpose of this district is to receive PFD revenues from the State and then enter into contracts with local entities for regional projects, based on the interlocal agreements. Currently the CARPFD has contracts with the cities of Lacey and Olympia. The CARPFD is managed by a 7-member Board of Directors. Three members of the Board are appointed jointly by the four local jurisdictions. The remaining four members are appointed individually by each of the jurisdictions to four year terms. The Regional Representative position is one of the three positions appointed jointly by the jurisdictions. Mr. Jon Halvorson declined to continue on this board and his position expires on March 15. Former Lacey Mayor Nancy Peterson has expressed a desire to serve on this board in this capacity.
2 ANALYSIS AND OPTIONS: During Ms. Nancy Peterson s tenure as the Mayor of Lacey from , she worked closely with former Olympia Mayor Doug Mah to facilitate the selection of the two regional projects that are currently funded today. The function of the CARPFD Board is limited, and involves reporting annually to the public on how public facilities district funds have been spent. Option 1: Appoint Nancy Peterson to a 4 year term. Implications 1. This action will provide consistency within the Board. Option 2: Refer the matter to the General Government Committee for a recommendation. Implications: 1. The next General Government Committee meeting is March 20, which would postpone Council appointment to April 10. The next CARPFD meeting is scheduled for March 15, stf Page 2 of 2

I am sure the Board will miss Jon s involvement and expertise. I am writing to officially express my interest in serving as a Regional Representative on the PFD. I understand the PFD Board has fiduciary responsibility over the expenditure of sales tax revenue collected specifically for funding of the Regional Athletic Complex and the new Hands on Children s Museum. I would consider it an honor to serve as a member of the Board. I know that Jon has served as a regional representative on the PFD Board and any replacement must receive the approval of all the involved jurisdictions. If additional information is needed from me to assist with that approval, please let me know.
