COUNCILMEMBERS PRESENT: Mayor Hopkins, Deputy Mayor Palmer, Councilmember Door, Councilmember Shadko, Councilmember Swanson, Councilmember Johnson, Councilmember Farris Mayor Hopkins requested a moment of silence in remembrance of local artist and icon Mr. Fred Oldfield who passed away on February 24, APPROVAL OF THE AGENDA Council Action: A motion was made by Deputy Mayor Palmer, second by Councilmember Door, to move Item 15 to 10-B but not as part of the consent agenda and approve the agenda as amended. The motion passed 7-0. CONSIDERATION OF MINUTES Council Action: A motion was made by Councilmember Shadko, second by Councilmember Door, to approve the minutes of January 18 and January 24, 2017 as submitted. The motion passed 7-0. PRESENTATIONS AND PROCLAMATIONS Presentation: MIG/SvR Consultants for the Van Lierop Park Master Plan Brice Merriman, landscape architect at MIG/SvR, presented the consultants goals for Van Lierop Park based on community feedback. Council members shared their visions for the park s place and role in the city. Homelessness Status Update City Manager Kevin Yamamoto, Police Chief Bryan Jeter, and City Attorney Joe Beck provided a homelessness status update to the council. They discussed a chronology of recent events, police response efforts, and common questions from the public regarding homelessness in the city. Council Action: A motion was made by Councilmember Shadko, second by Councilmember Door, to remove Item 10B and Item 17 from the agenda. The motion passed 7-0.

2 COMMITTEE REPORTS Councilmember Shadko spoke about Pierce Transit s (PT) new strategic plan and paid her respects to PT employee Roy Stevens who passed away in a recent accident. Councilmember Farris made an announcement about Hoops for Troops, a fundraiser organized by the Association of United States Army (AUSA) to support the troops at JBLM on Saturday, March 4 th. Mayor Hopkins underscored the importance of representing the city on various committees in order to receive funds for the city. He spoke about his work on the Flood Advisory Committee, Citizens Advisory Committee, and Steering Committee for HB 2160 and CITIZEN COMMENTS Ms. Joni Shellenback urged the council to protect citizens from the negative impacts of homelessness in Puyallup. Ms. Suzy Perkinson provided updates regarding the Puyallup Historical Society and the Meeker Mansion s upcoming events. Mr. Tim Mellema discussed council s that he received through a public records request. Mr. Dave Churchman commented on various issues including taxes, ST3, and Van Lierop Park design. Ms. Kathy Turner advocated for improved law enforcement and council efforts to manage the negative impacts of homelessness. Ms. Ashley Cuyle recommended a review of the Freezing Nights (FN) program and hiring more police officers. Mr. Matt Cuyle questioned the council s leadership and made suggestions to manage the issue of homelessness. Ms. Jenny Roberts spoke about the impacts of homelessness and New Hope Center s (NHC) operations in downtown Puyallup. Ms. Patty Gratz expressed her lack of faith in the council s leadership and in police efforts to deal with the impacts of homelessness. Mr. Steve Aldridge voiced his concerns regarding the widening of 39th Avenue SW. Mr. Jim Kastama highlighted citizens disillusionment with the council s approach towards homelessness and made suggestions regarding FN s and NHC s operations.

3 Mr. Bill Hilton complimented the council and staff for their work on public safety grants and city trails. He encouraged the council to try new ideas to deal with homelessness. Ms. Dawn Murrell emphasized the need for the mental health tax and for making Puyallup safer by providing resources to the homeless. Ms. Olivia highlighted the struggles of the homeless and advocated for more support from the community. Mr. Kevin Bates spoke about support and shelter services for the homeless, provided by Helping Hand House and other local organizations. CONSENT AGENDA Authorize the acceptance of the 2016 Bulletproof Vest Partnership Award in the amount of $11, and amend the budget as appropriate Authorize the City Manager to execute an agreement with RH2 Engineering in the amount of $154,650 for the design of Salmon Springs Phase 2 Water Main Replacement Authorize the acceptance of a WASPC Traffic Safety Equipment Grant in the amount of $7, and amend the budget as appropriate Authorize the acceptance of the Interagency Agreement between the City and the Department of Corrections (DOC) for the housing and care of DOC offenders Authorize the City Manager to purchase a replacement aerial truck for the Public Works Department in the amount of $113, and amend the budget as appropriate Authorize the City Manager to purchase ten replacement police vehicles in the amount of $365, Approve accounts payable, payroll and electronic fund transfers of $5,653,976.76; ratify and confirm payments as previously authorized by the finance director Council Action: A motion was made by Councilmember Door, second by Deputy Mayor Palmer, to approve the consent agenda. The motion passed 7-0. PUBLIC HEARINGS Conduct a public hearing and adopt a resolution to amend the Six-year Transportation Improvement Plan to include the 5th Street SW/NW Adaptive Traffic Control project Mayor Hopkins opened the public hearing at 9:34 p.m. Seeing no one wished to speak, Mayor Hopkins closed the public hearing at 9:34 p.m.

4 Council Action: A motion was made by Deputy Mayor Palmer, second by Councilmember Shadko, to approve the resolution. The motion passed 7-0. RESOLUTION NO A RESOLUTION of the City Council of the City of Puyallup, Washington to adopt a resolution to amend the Six-year Transportation Improvement Plan to include the 5 th Street SW/NW Adaptive Traffic Control project Conduct a public hearing and adopt a resolution authorizing the City Manager to surplus property related to the Salmon Springs Water Main Replacement Project Mayor Hopkins opened the public hearing at 9:36 p.m. Seeing no one wished to speak, Mayor Hopkins closed the public hearing at 9:36 p.m. Council Action: A motion was made by Deputy Mayor Palmer, second by Councilmember Shadko, to approve the resolution. With a roll call vote, the motion passed 7-0. COUNCIL REPORTS RESOLUTION NO A RESOLUTION of the City Council of the City of Puyallup, Washington, confirming appointments to the Law Enforcement Officers and Firefighters (LEOFF) Board, Parks Recreation and Senior Advisory Board, Planning Commission, and the Design Review and Historic Preservation Board Councilmember Swanson made an announcement about the availability of Veterans Memorial bricks until March 31 st. He suggested forming a committee of the whole for issues related to homelessness, to allow the council more time to pursue regular city business. MAYOR S REPORT Mayor Hopkins spoke about local farms and the book Hop King about Ezra Meeker s life. EXECUTIVE SESSION At 9:47 p.m. Mayor Hopkins announced an executive session anticipated to last until 10:00 p.m. City Manager Kevin Yamamoto, Assistant City Manager Steve Kirkelie, City Attorney Joe Beck, City Clerk Mary Winter, Executive Assistant Jessica Johnson, Mayor Hopkins and the Councilmembers moved into executive session. The council reconvened at 10:05 p.m.

6 Council Action: A motion was made by Deputy Mayor Palmer, second by Councilmember Shadko, authorizing the City Attorney to settle the Arthur West OPMA case within the City Attorney s discretion. The motion passed 7-0. ADJOURNMENT 10:06 p.m.
