PRESENTATIONS 2. 1 NEW EMPLOYEE INTRODUCTION James Hood, Police Chief Rudy Lovato, Sergeant Sheriff Steve Moore introduced Captain James Hood as the new Lathrop Police Services Chief of Police. City Manager Stephen Salvatore provided Chief Hood with his badge, and Chief' s Hood wife, Jamie Hood, pinned the badge. Chief James Hood introduced Sergeant Rudy Lovato as the new Lathrop Police Services Sergeant. City Manager Stephen Salvatore and Councilmembers welcomed the staff and commented on the matter PROCLAMATION HONORING FILIPINO INDEPENDENCE DAY Vice Mayor Dresser provided the proclamation to members of the Lathrop Filipino Community honoring Filipino Independence Day. 3 2. 3 PROCLAMATION DECLARING JULY AS PARKS & RECREATION MONTH Councilmember Salcedo provided the proclamation to Parks and Recreation staff declaring July as Parks and Recreation Month MAYOR' S COMMITTEE REPORT( S) Parks and Recreation Director Zach Jones provided the presentation relating to various special committee events and programs: Celebration of Cultural Diversity Event held on May 21, 2016 at Valverde Park. Memorial Day Celebration Event held on May 30, 2016 at the Valverde Park Veteran' s Memorial Movie Night " The Good Dinosaur" Event held on June 3, 2016 at Mossdale Park with 120 attendees. Lathrop Anniversary Celebration Event to be held on July 1, 2016 from 6: 00 p. m. to 10: 00 p. m. at the Lathrop Generations Center 3. CITIZEN' S FORUM - None 4. Robbie Swan ( Lathrop, CA.) spoke in support of traffic calming measures in the Commercial Street and Brookfield Avenue area. Dierdra McElroy ( Lathrop, CA.) spoke in opposition of installing speed humps and supported other traffic calming measures to deter speeding. Skyllar Canales ( Lathrop, CA.) spoke in opposition of installing speed humps and supported other traffic calming measures to deter speeding. Mary Lau ( Lathrop, CA.) spoke in opposition of installing speed humps and supported other traffic calming measures to deter speeding in that area. Ramon Batista ( River Islands Development) provided additional information related the ongoing development in the River Islands Development and supported staff in considering traffic calming measures most suitable for the area. Skyllar Canales ( Lathrop, CA.) spoke in support of a four- way stop sign. On a motion by Mayor Dhaliwal, seconded by Vice Mayor Dresser, the City Council approved Resolution approving the installation of a four- way stop sign on Commercial Street and Berkshire Drive, and authorizing the purchase of speed humps associated with traffic calming measures CIP PS 16-02, by the following roll call vote: 5. 2 ADOPT FINDING OF ADEQUATE PROGRESS TOWARD PROVISION OF 200- YEAR URBAN LEVEL OF FLOOD PROTECTION FOR RECLAMATION DISTRICT 2062 City Manager Stephen Salvatore introduced the item, provided an overview, and thanked the stakeholder' s for their efforts towards making adequate progress. City Engineer Glenn Gebhardt provided the presentation. Mayor Dhaliwal stepped down from the dais at 8: 58 p. m. Mr. Gebhardt also announced a revised Resolution for Item 5. 2, which provided additional CEQA language; copies for Council and the public were made available. Mayor Dhaliwal returned to the dais at 9: 03 p. m. On a motion by Councilmember Salcedo, seconded by Mayor Dhaliwal, the City Council approved Resolution acting as the land use authority, adopting findings of adequate progress toward providing a 200- Year urban level of flood protection in stage 1 levees of Reclamation District 2062 by the Year 2025: 5. 3 ADOPT FINDING OF ADEQUATE PROGRESS TOWARD PROVISION OF 200- YEAR URBAN LEVEL OF FLOOD PROTECTION FOR RECLAMATION DISTRICT 17 City Engineer Glenn Gebhardt provided the presentation. Mr. Gebhardt also announced a revised Resolution for Item 5. 3, which provided additional CEQA language; copies for Council and the public were made available. On a motion by Councilmember Salcedo, seconded by Mayor Dhaliwal, the City Council approved Resolution acting as the land use agency, adopting findings of adequate progress toward providing a 200- year urban level of flood protection in Reclamation District 17 by the Year 2025: 6. Councilmember Elliott also expressed appreciation to staff and thanked the public for their involvement. Councilmember Salcedo congratulated Chief Hood and expressed appreciation to staff. Vice Mayor Dresser expressed appreciation to staff for their efforts on SBS, congratulated Chief Hood on his new appointment, and thanked police services for efforts on traffic calming. Mayor Dhaliwal expressed appreciation to staff for their efforts related to SB5 legislation. City Manager Stephen Salvatore expressed appreciation to RD2062 and RD17 staff for their contributions towards adequate progress. 7.
