COUNCILMEMBERS PRESENT: Mayor Hopkins, Deputy Mayor Palmer, Councilmember Door, Councilmember Shadko, Councilmember Johnson, Councilmember Farris and Councilmember Swanson APPROVAL OF THE AGENDA Council Action: A motion was made by Councilmember Door, second by Deputy Mayor Palmer, to approve the agenda. The motion passed 7-0. CONSIDERATION OF MINUTES Council Action: A motion was made by Councilmember Door, second by Councilmember Shadko, to approve the minutes of November 14, 2017 as submitted. The motion passed 7-0. CITIZEN COMMENTS Ms. Beth Bestrom, representative of the Puyallup Historical Society, apprised the council about a new scholarship in honor of late Bob Minnich and the upcoming candlelight tour of the Meeker Mansion. Ms. Nancy Gowler urged the council to approve the agricultural overlay zoning proposal. Mr. David Meyers implored the council to address the issue of houses being rented out as apartments, in the city. Mr. Ted Brackman thanked Mayor Hopkins and Councilmember Shadko for their service to the city and for their work on the issue of homelessness in Puyallup. Mr. Bud Metzger emphasized the importance of preserving and protecting the good qualities of Puyallup. Mr. Chris Chisholm thanked and praised Mayor Hopkins and Councilmember Shadko for their leadership. He also commented on the agricultural overlay proposal and the city s municipal code. Ms. Kim McKillip Chisholm commented on the agricultural overlay proposal.

2 CONSENT AGENDA Accept the 14 th Street Place NW Permeable Streets project as complete Interagency agreement with the Washington Traffic Safety Commission for the enforcement of pedestrian safety Approval of updates to the City of Puyallup Portfolio of City Employment Positions Approve accounts payable, payroll and electronic fund transfers of $6,240,668.80; ratify and confirm payments as previously authorized by the finance director Council Action: A motion was made by Councilmember Shadko, second by Deputy Mayor Palmer, to approve the consent agenda. The motion passed 7-0. ORDINANCES First reading of an ordinance creating a Senior Advisory Board Assistant City Manager Steve Kirkelie presented a brief background for the proposal to create a separate Senior Advisory Board and responded to council questions. Council Action: A motion was made by Councilmember Johnson, second by Deputy Mayor Palmer, to approve first reading of the ordinance as submitted. A friendly amendment was made by Councilmember Door that at second reading there be a version with various options to formulate the board membership. The friendly amendment was accepted by the maker and seconder of the motion. The motion passed 7-0. First reading of an ordinance amending the Puyallup Municipal Code relating to the Zoning Overlay Map and code amendments Senior Planner Katie Baker presented an overview of zoning overlays in the city and requested council s consideration for an Agricultural Overlay, Flood Plain Overlay, and a Riverwalk Mixed Use Design Review Overlay. Council Action: A motion was made by Deputy Mayor Palmer, second by Councilmember Shadko. to approve first reading of the ordinance with stated amendments. The motion passed 7-0. Council Action: A motion was made by Deputy Mayor Palmer, second by Councilmember Shadko to suspend council rules and to approve second reading of the ordinance. With a roll call vote, the motion passed 6-1 (Swanson). 2

3 Second reading of an ordinance relating to 2017 Comprehensive Plan updates Council Action: A motion was made by Councilmember Door, second by Councilmember Farris, to approve second reading of the ordinance. With a roll call vote, the motion passed 7-0. ORDINANCE NO AN ORDINANCE of the City of Puyallup, Washington amending the City of Puyallup Comprehensive Plan, Future Land Use Map and Official Zoning Map Second reading of an ordinance amending the 2017 Budget Council Action: A motion was made by Councilmember Door, second by Councilmember Shadko, to approve second reading of the ordinance. With a roll call vote, the motion passed 7-0. ORDINANCE NO AN ORDINANCE of the City of Puyallup, Washington, relation to municipal finance, amending the 2017 Budget adopted by Ordinance No. 3128, and amended by Ordinance No. 3140, and authorizing certain expenditures in the amounts specified in this ordinance to conform with previous direction provided by the City Council Second reading of an ordinance amending the Puyallup Municipal Code relating to the treatment of animals Council Action: A motion was made by Councilmember Shadko, second by Councilmember Door, to approve second reading of the ordinance. With a roll call vote, the motion passed 7-0. ORDINANCE NO AN ORDINANCE of the City of Puyallup amending Puyallup Municipal Code sections , and 9A as they relate to animals and animal cruelty CONSIDERATIONS AND REQUESTS 2018 Planning Work Program Development Services Director Tom Utterback presented a snapshot of long-range work projects that will be presented to the Planning Commission, Design Review & Historic Preservation Board, and the City Council in

4 Food Truck Policy overview Senior Planner Katie Baker provided an overview of the proposed Food Truck Pilot Program in the City of Puyallup. Council members conducted an in-depth discussion of the merits and the drawbacks of the potential program and provided policy direction to Ms. Baker. Policy Trailer items for follow-up discussion City Manager Kevin Yamamoto sought policy direction regarding LTAC funds and Community Grants awards, from the council. He presented a draft resolution establishing criteria for awarding city funds and asked if the council preferred to take action immediately or to move the discussion to a future study session. Council members discussed ways to make the criteria for awarding funds more meaningful and ethical. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Shadko, to approve the resolution with the addition of the words and/or endorse political activity to the resolution. With a roll call vote, the motion passed 5-2 (Farris, Swanson) RESOLUTION NO A RESOLUTION of the City Council of the City of Puyallup, Washington, establishing criteria for the award of community grant funds, LTAC funds or other similar awards Council Action: A motion was made by Councilmember Swanson, second by Councilmember Door, to extend the meeting for 30 minutes. The motion passed. Consideration of the 2018 City Council Meeting Calendar Mr. Yamamoto presented a draft 2018 city council meeting calendar to the council and asked them to provide him feedback by . COUNCIL REPORTS Councilmember Swanson thanked the two outgoing council members and expressed his appreciation for their hard-work and dedication to serving the city. Councilmember Door appreciated Mayor Hopkins and Councilmember Shadko s service on the council. Councilmember Johnson appreciated the experience of serving on the council with outgoing council members Mayor Hopkins and Councilmember Shadko. 4

5 Councilmember Shadko spoke about her varied experiences as a council member and shared her views on several issues faced by the city. Deputy Mayor Palmer thanked the outgoing council members for their shared professional experiences and their friendship. MAYOR S REPORT Mayor Hopkins congratulated his opponent Mr. Jim Kastama and wished him success in his role as future Puyallup city council member. He provided updates on the Elmwood Mobile Home Park project and underlined the benefits of the city council s regional presence. He expressed his appreciation of and gratitude to Puyallup citizens, city staff, and the city manager for their service to the city. Finally, Mr. Hopkins highlighted the camaraderie between council members and applauded the generous spirit of Puyallup citizens over the years. Council Action: A motion was made by Councilmember Swanson, second by Councilmember Door, to extend the meeting until 10:30 p.m. The motion passed. EXECUTIVE SESSION At 10:06 p.m., Mayor Hopkins announced an executive session anticipated to last until 10:30 p.m., to review the performance of a public employee. City Manager Kevin Yamamoto, Assistant City Manager Steve Kirkelie, City Attorney Joe Beck, Human Resources Manager Katie Ortega, Mayor Hopkins and the council members moved into executive session. Mayor Hopkins adjourned the meeting at 10:30 p.m., with no action taken. ADJOURNMENT 10:30 p.m. 5
