1 BOARD OF COMMISSIONERS COUNTY OF SCOTT AUGUST 1, 2017 (1) The Board of Commissioners, in and for the County of Scott, Minnesota, met in the Courthouse Board Room in the City of Shakopee, Minnesota, and convened at 9:00 a.m., with the following members present: Commissioner Beard, presiding, Commissioner Weckman Brekke, Commissioner Wolf, Commissioner Beer and Commissioner Ulrich. Robert Goede, Minnesota Counties Intergovernmental Trust (4) Agenda: On a motion by Commissioner Weckman Brekke, seconded by Commissioner Wolf, the agenda was approved as presented. (5) Minutes: On a motion by Commissioner Ulrich, seconded by Commissioner Wolf, the Minutes of July 18, 2017 were approved. (6) Consent Agenda: A. Commissioner Beer moved, seconded by Commissioner Wolf to approve a Renewal Application for 2017 for a 3.2 Malt Liquor License for Patricia Johnson dba Scott Carver Threshers. The motion carried unanimously.

2 B. Commissioner Beer moved, seconded by Commissioner Wolf to approve the Master Grant Contract with the Department of Employment and Economic Development. The motion carried unanimously. C. Commissioner Beer moved, seconded by Commissioner Wolf to approve the reappointment of Jean Gramling of Commissioner District 2 to an at-large position on the Personnel Board of Appeals for a three-year term effective August 3, 2017 through August 2, The motion carried unanimously. D. Commissioner Beer moved, seconded by Commissioner Wolf to authorize submittal of a Clean Water Fund Application for a capital improvement project to the Minnesota Board of Water and Soil Resources. The motion carried unanimously. E. Commissioner Beer moved, seconded by Commissioner Wolf to adopt Resolution No ; Authorizing Entering Into Amendment No. 1 to the Agreement With WSB and Associates, Inc. for Additional Design Services on County Highway 42 and Trunk Highway 13 Reconstruction Project CP in the Cities of Prior Lake and Savage and Authorizing a Budget Amendment. A copy of the resolution is available in the office of the County Administrator and is made a part of this record by reference. The motion carried unanimously. F. Commissioner Beer moved, seconded by Commissioner Wolf to adopt Resolution No ; Authorizing Entering Into Cooperative Construction Agreement No With the State of Minnesota Department of Transportation for Cost Participation for the CPT Frontage Road to the Mobile Manor Community in Jackson Township. A copy of the resolution is available in the office of the County Administrator and is made a part of this record by reference. The motion carried unanimously. G. Commissioner Beer moved, seconded by Commissioner Wolf to approve estimate of just compensation by a market value appraisal for new right-of-way for the reconstruction of the intersection of County Highway 42 with Trunk Highway 13 Under Project CP Located in the Cities of Prior Lake and Savage. The motion carried unanimously. H. Commissioner Beer moved, seconded by Commissioner Wolf to approve estimate of just compensation by a market value appraisal for new right-of-way for the construction of an interchange at Trunk Highway 169, Trunk Highway 41, and County State Aid Highway 78; Overpass at County State Aid Highway 14; and Frontage Roads Under County Project CTP Located in Jackson and Louisville Townships.. The motion carried unanimously. I. On the recommendation of the County Administrator, Commissioner Beer moved, seconded by Commissioner Wolf, to approve the payroll processing of personnel actions indicated below and certified by the Employee Relations Director and the Appointing Authority to be in compliance with provisions of Minnesota Statutes and the Scott County Merit Personnel System: 1. (7) Customer Service: Creating a Customer Experience That is Respectful, Responsive and Solution-Oriented: Business Information/System Specialist Troy Pint announced the 2017 Second Quarter Spirit of Scott Awards have been presented to Library Associate Marietta McLeod, Benefits and Loss Control Manager Rhonda Laxen, and Occupational Health Nurse Cheryl Kollasch for going above and beyond in the area of excellence in customer service. (8) Stewardship: Ensuring the Responsible and Stable Investment of Taxpayer Dollars and Communicating its Value to the Public: Minnesota Counties Intergovernmental Trust (MCIT) Account Executive Bob Goede presented the 2017 Member Report for Scott County. Mr. Goede provided an overview of the history of MCIT, benefits of membership, rates, dividends, Scott County s claims history, and training available through MCIT. (9) Committee Reports and Commissioner Updates: A. Commissioners Weckman Brekke and Beer reported they continue to receive comments regarding New Options and would like to receive a status update. B. Commissioner Weckman Brekke met with the Scott County Mental Health Local Advisory Council Chair on July 20. C. All the Commissioners attended the Scott County Fair Kick-off Breakfast on July 26. D. Commissioners Weckman Brekke and Wolf participated in various events at the Scott County Fair on July 26 through July 30. E. Commissioners Weckman Brekke and Ulrich attended the Families and Individuals Sharing Hope (FISH) Board meeting on July 27.

4 F. Commissioners Wolf and Beard attended a Chamber of Commerce sponsored legislative session wrap up luncheon on July 18. G. Commissioner Wolf attended the Scott Watershed Management Organization Planning Commission meeting on July 24. H. Commissioner Wolf attended the Prior Lake City Council meeting on July 24. I. Commissioner Wolf attended the Metropolitan Mosquito Control District Board of Directors meeting on July 26. J. Commissioner Wolf attended the Vermillion River Watershed Joint Powers Board meeting and budget workshop on July 27. K. Commissioner Beer met with members of the Prior Lake City Council on July 20 regarding a road project and an upcoming joint meeting. L. Commissioner Beer attended the Inter-Governmental Work Group meeting on July 25. M. Commissioner Ulrich attended a FISH work session on July 19. N. Commissioner Ulrich attended the Metropolitan Council Transportation Advisory Board Transportation Policy Plan workshop on July 19. O. Commissioner Ulrich met with Scott County Parks staff on July 20 regarding the Draft 15 Year Parks Policy Plan. P. Commissioner Ulrich led church services at the Scott County Jail on July 23. Q. Commissioner Ulrich met with County Administrator Gary Shelton on July 24. R. Commissioner Ulrich attended the Suburban Transit Association Board meeting on July 24. S. Commissioner Ulrich attended the FISH Partner Relations Committee meeting on July 25. T. Commissioner Ulrich attended the Kevin Ellsworth Celebration of Life event on July 26. U. Commissioner Ulrich attended the Minnesota Valley Transit Authority Board meeting on July 26. V. Commissioner Beard attended the City of Shakopee 2040 Comprehensive Plan Outreach workshop on July 18. W. Commissioner Beard met with City of Shakopee officials and staff on July 19. X. Commissioner Beard attended the Metropolitan Area Agency on Aging meeting on July 20. Y. Commissioner Beard met with the Metropolitan Area Agency on Aging Director on July 20. Z. Commissioner Beard participated in a Chamber of Commerce golf event on July 25. AA. Commissioner Beard attended the Minnesota Municipal Utilities Association plant grand opening in Shakopee on July 27. AB. Commissioner Beard worked in Scott County s Fair booth on July 29. AC. Commissioner Beard met with representatives of Chart Industries in New Prague and toured the facility on July 31. (10) County Administrator Update: Mr. Shelton reported the Minnesota Department of Public Safety has recently implemented new software for motor vehicle transactions. Transactions are taking longer than normal to be completed due to software issues. This is causing long lines and wait times at Customer Service. This is a statewide problem, and Deputy Registrars are communicating with the State regarding the software issues. Mr. Shelton thanked patrons for their patience and thanked staff for providing the best possible customer service under adverse conditions.

5 Mr. Shelton provided a brief update regarding New Options. At this time, staff is still fact gathering and does not have a recommendation. Per the Board of Commissioners direction, a Request for Proposal (RFP) to provide day training and habilitation services for people with disabilities has been issued to assist in determining the cost of various levels of service. Mr. Shelton stated New Options will be discussed in greater detail at a County Board workshop in September. As a follow up to the report from Commissioners Wolf and Beard on the legislative session wrap-up, Mr. Shelton stressed the importance of talking to our legislative delegation regarding the negative effect to Counties due to the cost shifts from the State. Mr. Shelton suggested having the County host a meeting with the delegation prior to the beginning of the next session to discuss County specific legislative issues.
