1 11 OFFICIAL PROCEEDINGS OF THE COUNTY BOARD WASHINGTON COUNTY, MINNESOTA JANUARY 12, 2016 The Washington County Board of Commissioners met in regular session at 9:00 a.m. in the Washington County Government Center, County Board Room. Present were Commissioners Bigham, Kriesel, and Weik. Commissioners Bearth and Miron were absent. Commissioner Kriesel was voted as temporary Board Chair due to Chair and Vice Chair absent. Also present were Molly O Rourke, County Administrator; George Kuprian, County Attorney Division Chief; Becky Sells, Board Secretary; county residents; media representatives; outside agencies; and county staff. The Board recited the Pledge of Allegiance. TEMPORARY BOARD CHAIR FOR JANUARY 12, 2016, BOARD MEETING Commissioner Bigham moved for Commissioner Kriesel to be temporary Board Chair for the January 12, 2016, Board Meeting, due to Board Chair and Vice Chair absent from meeting. Commissioner Weik seconded the motion and it was adopted unanimously. COMMENTS FROM THE PUBLIC The Board Chair asked for comments from the public; none were heard. CONSENT CALENDAR Commissioner Bigham moved, seconded by Commissioner Weik to adopt the following Consent Calendar: 1. Approval of Contract #10000 with Community and Family Services, LLC. 2. Approval of the 2015 HOME Program Subrecipient Agreement and Adoption of Resolution No as follows: Resolution Approving Washington County 2015 HOME Investment Partnerships Program Subrecipient Agreement (Dakota County Community Development Agency and County of Washington) WHEREAS, the HOME Investment Partnership Program Final Rule 24 CFR Part 92 as amended sets forth regulations governing the applicability, and use of funds under Title II (the Regulations ); and WHEREAS, the counties of Anoka, Dakota, Ramsey, and Washington, and the cities of Coon Rapids and Woodbury (referred to together as the Consortium ), created a consortium under the Act for purposes of acting as a participating jurisdiction ( PJ ) under the Act and Regulations, which

2 12 is evidenced by sequential Joint Powers Agreements, including the most recent Joint Powers Agreement (the JPA ) executed and delivered as of October 1, 2013; and WHEREAS, the JPA authorizes the continuation of the Consortium for the purpose of continuing to undertake, or assist with the undertaking of, low and moderate-income housing assistance activities pursuant to the HOME Program as authorized in the Act and the Regulations; and WHEREAS, the aforementioned counties and cities in the Consortium are geographically contiguous units of general local government and each represents that it has sufficient authority and administrative capability to carry out the purposes of the Act; and WHEREAS, the JPA designates Dakota County as the Lead Agency, as described therein; and WHEREAS, Dakota County and the Dakota County Community Development Agency (the CDA ) enter into annual subrecipient agreements, pursuant to which the CDA agrees to perform all of the duties imposed upon the County by HUD pursuant to the funding agreements between the County, as Lead Agency for the Consortium, and HUD; and WHEREAS, Washington County and the Washington County Housing and Redevelopment Authority (the HRA ) entered into a subrecipient agreement, pursuant to which the HRA agrees to perform all of the duties imposed upon Washington County pursuant to the funding agreements between Washington County and the County, as Lead Agency for the Consortium; and WHEREAS, Washington County is entitled to HOME Investment Partnerships Program (HOME) funding through its participation in the Dakota County HOME Consortium with the cities of Coon Rapids and Woodbury and the counties of Anoka, Dakota and suburban Ramsey; and WHEREAS, this Agreement is intended to satisfy the requirements of Section of the Regulations, which requires that the CDA enter into a written agreement with Washington as a condition to a subgrant of HOME funds. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF WASHINGTON COUNTY, that, in consideration of the mutual covenants and promises contained in the Agreement, the parties mutually agree to the terms and conditions. BE IT FURTHER RESOLVED that the Board Chair or his designee is authorized to execute the Fiscal Year 2015 HOME Agreement with Dakota County Community Development Agency for the acceptance of the HOME funds upon final receipt of the documents. Adopted by the Board of Commissioners of Washington County this 12th day of January, Approval of Memorandum of Agreement between the County and L aw Enforcement Labor Services Local 2014 (Sheriff s Deputies) describing the terms and conditions of employment for the five Newport Police Department officers, placing them as Washington County Patrol Officers.

Approval of 1.00 Full Time Equivalent Deputy Patrol Sergeant and 5.00 Full Time Equivalent Deputy Sheriff-Patrol Officers per the Sheriff s Office Contract with the City of Newport effective January 1, 2016, for two years. 5. Approval of agreement with the University of Minnesota Extension Service for 4-H programs and staffing. 6. Adoption of Resolution No as follows: Historic Courthouse Office Space Lease Amendments Youth Service Bureau and Valley Tours, Inc. WHEREAS, Washington County and the Youth Service Bureau propose to enter into Amendment No. 1 to Lease Agreement No for office space at the Historic Courthouse for a period of one year (twelve months) to December 31, 2016; and WHEREAS, Washington County and Valley Tours, Inc. propose to enter into Amendment No. 1 to Lease Agreement No at the Historic Courthouse for office space for a period of one year (twelve months) to December 31, 2016; and WHEREAS, the Youth Service Bureau and Valley Tours, Inc. have approved and signed said leases; and NOW, THEREFORE LET IT BE RESOLVED, that Amendment No. 1 to Lease Agreement No between Washington County and the Youth Service Bureau, and Amendment No. 1 to Lease Agreement No between the County and Valley Tours, Inc., be executed through the signatures of the County Board Chair and County Administrator without further action of the County Board conditioned upon compliance with all lease specifications, requirements, and approval as to form by the Washington County Attorney s office. The foregoing Consent Calendar was adopted 3-0 with a Roll Call vote as follows: Ayes, Commissioners Bigham, Kriesel, and Weik; Nays, none. Commissioner Bearth and Commissioner Miron absent. PUBLIC HEALTH AND ENVIRONMENT Public Health and Environment s Senior Environmental Program Manager Jeff Travis presented on the Household Hazardous Waste Program, and requested approval of an agreement between Washington County and Clean Harbors Environmental Services for household hazardous waste management services. Commissioner Kriesel moved to set a date certain for next week s Board Meeting, January 19, 2016, for further information. Commissioner Bigham seconded the motion and it was adopted unanimously.

4 14 GENERAL ADMINISTRATION Molly O Rourke, County Administrator, provided an update on the public meeting notices. The Gateway Corridor Commission meeting moved from 3:30 p.m. to 3:00 p.m. on Thursday, January 14 th. She reported that d ue to only three Commissioners present at the Board Meeting, and both Chair and Vice Chair absent, all three Commissioners present will need to sign contracts at this Board Meeting. COMMISSIONER REPORTS - COMMENTS QUESTIONS Commissioner Bigham provided a reminder that on January 13, 2016, the Red Rock Corridor will be having an open house from 5:00 p.m. to 7:00 p.m. at the St. Paul Park City Hall. One of the topics is regarding the Commission approving Alternative Two, which provides more stops and all -day bidirectional transit options for residents going from Hastings to St. Paul. Commissioner Weik reported on a few updates to the public meeting notices. She is attending the Woodbury Culture of Health at the Woodwinds Hospital at 4:00 p.m., and that will conflict with her Mental Health Advisory Council meeting at the same time. She reported that there should be two Gateway Corridor meetings listed on the public meeting notices, on January 14, The Gateway Corridor Policy Advisory Committee is at 1:30 p.m., and the Gateway Corridor Commission has been moved up to 3:00 p.m. She reported that t he Metropoli tan Energy Policy Coalition started its new format, and she summarized the topic of discussion on emerald a sh borer, and the importance of tree canopy. Commissioner Kriesel reported that he attended t he Friends of Washington County Meeting regarding the St. Croix Boom S ite area, and the plan for improvements to the parking area. He m et with members of the Lake Elmo Library Board in regards to the Washington County Library Strategic Plan. He attended the County Road 13 Open House at Castlewood Elementary in Oakdale. He m et with the National Guard at the Stillwater Armory to discuss moving some military related plaques that are housed in the Washington County Government Center over to the Armory. BOARD CORRESPONDENCE Board correspondence was received and placed on file. ADJOURNMENT There being no further business to come before the Board, Commissioner Bigham moved to adjourn, seconded by Commissioner Weik and it was adopted unanimously. The Board meeting adjourned at 9:29 a.m.

5 15 BOARDWORKSHOP PUBLIC HEALTH AND ENVIRONMENT The Board met in workshop session for an overview and recommendations related to public services for the aging population by the Public Services Workgroup of the County Strategic Planning Team. No business was transacted and the public was welcome to attend. Present for the workshop session were Commissioners Bigham, Weik, and Kriesel.
